In case that an important trouble occurs at time t2, various instructions are input from instruction input part 61 to unit 41. Here, instructions which change the system operating state and have been confirmed to be executed correctly in electronic exchange system 4 are stored again in instruction storage part 62 in the same format. Next, contents of external memory unit 5 are loaded again to unit 41 at start time t3, and re-load from unit 5 to unit 41 is completed at time t4 As a result, operations can be restarted automatically for occurrence of the important trouble even if the maintenancer is absent.
