Here, instructions which change the system operating state and have been confirmed to be executed correctly in electronic exchange system 4 are stored again in instruction storage part 62 in the same format. Next, contents of external memory unit 5 are loaded again to unit 41 at start time t3, and re-load from unit 5 to unit 41 is completed at time t4 As a result, operations can be restarted automatically for occurrence of the important trouble even if the maintenancer is absent.
