PURPOSE:To obtain a developer having superior developing and transferring properties and not causing whitening and ground staining by using a magnetic toner with high electric resistance contg. fine magnetic powder, electrically conductive magnetic particles smaller than the toner in volume average particle size and a specified fine powder as principal components. CONSTITUTION:A magnetic toner 5a contg. fine magnetic powder of magnetite, etc. and having >=10<12>OMEGAcm volume electric resistivity and 5-20mum volume average particle size is mixed with electrically conductive magnetic particles 5b 1/5-4/5 time as large as the toner 5a in volume average particle size and having <=10<9>OMEGAcm volume electric resistivity in (2-40):(98-60)wt. ratio. To the mixture is further added fine powder of Al2O3, SiO2 or other oxide having <=0.5mum number average particle size and same polarity as a latent image with respect to the material of a developing sleeve on the triboelectric charging series by 0.1-5wt% to the amount of the toner 5a. When the resulting developer is used, the fine powder raises the development starting voltage to prevent the toner 5a from sticking to the ground, and a clear image is obtd.
