Abstract

PURPOSE: To obtain the titled device which measures and detects a reflection coefficient in case of the irradiation of infrared rays in a scanning shape by irradiating infrared rays to a stamp pasted section, detects the existence of an infrared absorptive postmark and accurately detects and discriminates whether or not the stamp is reused one.
CONSTITUTION: A stamping section 18 puts a postmark on a stamp of mail 1 carried by a carrying course 11 with ink having light absorptiveness in an infrared region. When the mail 1 reaches the first optical system 14, a stamp detecting circuit 21 detects the existence of the stamp and its positional coordinates. When the mail 1 reaches the second optical system 15, a light source 162 irradiates light having the maximum energy in the infrared region, and the reflected light is received by means of an image sensor 172 having the maximum sensitivity characteristics in the infrared region. When there is the postmark on the stamp, a postmark detecting section 20 detects and discriminates whether or not the stamp is reused one because light is absorbed to the section and a reflection coefficient lowers.
