Here, it is compared with the drawing speed signal from a drawing speed control mechanism 6 and a negative strip is calculated, the signal whereof is sent to a comparator 5. A reference signal transmitted from a reference negative strip rate signal generator 7 is sent to the comparator 5. At this time, the signal for lowering the drawing speed in correspondence to the measured signal when it is smaller than the reference signal is sent to the device 6, which in turn restores the negative strip rate. By this method, the occurrence of breakout is prevented.
