Al or, if necessary, ≤0.50% Nb, ≤0.15% V, ≤0.5% Mo, ≤1.0% Cu, ≤4% Ni, ≤3% Cr, ≤0.1% Ti; ≤0.1% Zr, ≤0.01% Ca, one or two kinds or more of ≤ 0.01% rare earth metal by wt. and the remainder is Fe and innevitable impurities slab is heated at the Ac3 transformation point or more and ≤1,000°C immediately before rolling.
