CONSTITUTION: Noises collected by microphone 4 in room 2 are inputted to holding circuit 7, controlled by signal C-1 from timing circuit 23, by way of amplifier circuit 5 and LPF6. This held noise is converted into a digital signal by A/D converter circuit 8 and inputted to subtracter circuit 10 by way of square-law circuit 9, and after subtraction of output "0" of gate 16 from the digital signal by gate control circuit 17, the result is sequentially accumulated by accumulator 11. The square-law value of the accumulated noise passes through register 14 in period (τ) by signal C-2 and divider circuit 15 obtain the square-law value of the effective value, which is inputted to gate 16.
