It is desirable to add a small amount of non-ion interfacial activator. Sulfuric acid is added to the above paste and rubbed out. The fluorine resin particles are fibered, intertwine one after, and change into network. Electrode plates are made up by coating the paste whose entire part has rubber elasticity on grids. As a result, the electrode plates with their strength fully maintained, with increased porosity, and with excellent low temperature high rate discharge chracteristics and life characteristics can be obtained.
