CONSTITUTION:RAM301 having capacity of 2<n>-1(n>=3) is connected at the output terminal 215 of the phase comparator of the pulse stuff synchronizing multiplexer. The binary counter 302 of 2<n>-1 frequency division connected to the frame pulse input 311 and the PN code generator 303 are coupled with the RAM301. Thus, the phase comparison output is read out at rondom with the readout address from the RAM301 and the PN coder 303, the destuffing jitter can be made random and the degradation of the transmission characteristics can be prevented.
