The cut-off plate 6 restricts the move of the sea water to improve wave dissipating effect and as a result, the incident wave with a high wave height shown in the arrow is dissipated by a floating wave dissipater 1 into a passing wave with a low wave height. Moreover, a plurality of cut off plates 6 may be prepared, their tops may be protruded onto the free surface of the ballast sea water or porous plates may be used as cut- off plates 6.
