PURPOSE:To automate the setting change of tension and improve the working efficiency, by providing a tension setting and controlling mechanism to control to the lower tesion set value of either one of two joining materials, while the junction of long preceding member and succeeding member passes through at least two tension applying devices. CONSTITUTION:Before the junction of preceding and succeeding joining members of a long strip member 1 enters a tension applying bridle roll 4, the respective tention reference values of the preceding and succeeding members are set in setting devices 12, 13, and the tension change rate is set in a setting device 14, and the specified speed of the strip member 1 is given to a generator 9. When the junction passes through a stitch detector 2 provided at a set distance L1 from the roll 4, a controller 15 calculates the setting change timing to a rension controller 16 of the roll 4 from the inputs from detecting parts 2, 3, tension change rate setting device 14, etc. By using this output, a tension applying drive unit 7 is controlled with the lower one of said tension set values at least until the junction passes through the two tension applying devices.
