Abstract

PURPOSE:To improve frequency control characteristic by a method wherein a signal proportional to the deviation of frequency of a power system is given to an effective power control system to make the same respond to the fluctuation of the frequency of the power system when a generator is operated in parallel with the power system. CONSTITUTION:A water turbine 9 driving a synchronous generator is controlled by a guide vane 7, while the guide vane 7 is controlled by a PID operation part 3 so as to be equal to the set value of an effective power setting unit 65P through the intermediary of an effective power reference setting circuit 1 and a variation ratio setting unit 2 in the case when the generator is operated in parallel with the power system. Moreover, a frequency adjusting-setting ratio circuit 11 and a nonsensitive zone 12 are provided, and the signal proportional to the deviation of frequency of the power system is added to a reference power set by the effective power reference setting circuit 1 and controlled. Therefore, the device can be made to respond even to the fluctuation of a large system frequency of the power system having a relatively small scale and thus the system frequency can be maintained excellently.
