Then basic parameters such as a controlled system parameter, a specified electrode parameter, and an adjustment parameter which are found previously are supplied to the controller II through a basic parameter input means 8. Then a control parameter arithmetic and setting means 9 provided in the controller II calculates optimum control parameters by using the basic parameters. They are supplied to the respective elements 6A-6F to perform the optimal control which is secured by the ILQ method and has superior stability and noninterference performance.
