CONSTITUTION: When signal is output from a valve on-off controller 18, a controller 16 closes an inlet valve 11 and stops the feed of waste gas to an expansion turbine 3, and a controller 17 opens a bypass valve 13 to the perfect open side and increases the bypass amount of waste gas. A controller 15 opens a steam valve 18 to the perfect open side and increases the output of a steam turbine 1 and corrects the reduction of output of the expansion turbine 3.
