Signals P and Q are added to this signal by parity adding circuit 13, and these signals are written in memory 14 and are subjected to the interleave processing. When error check signal generating circuit 16 inputs the control signal of control signal generatng circuit 15, a check signal is generated. Then, synchronizing signal generating circuit 18 generates the second synchronizing signal for the control signal, and adder 19 arranges this signal is a prescribed position.
