CONSTITUTION: To the sludge in a powdery and particulate form containing above 10wt% of fine powders with a particle size of below 0.1mm, an aqueous concreting agent based on polyvinyl alcohol is added and stirred. Subsequently, the secondarily agglomerated sludge obtained by this stirring operation is stabilized by drying. By this constitution, a particle size and density of this agglomerated sludge can be adjusted according to a using purpose and water permeability and water retaining property can be also adjusted. Because the said agglomerated sludge has water- proofing property to a room temp. water, the said sludge can be availably utilized for land reclamation, soil improvement, horticulture or the like.
