In other words, a deviation calculated by a device which computes a deviation 13 for the item of non-load loss in the equation and a device which computes a deviation 20 for the item of acceleration energy in the equation is added with an adder 40. According to the total deviation, a proportional plus integral adjustor 26 calculates the required opening of the steam valve and provide an opening signal to an actuator 2 to yield a good speed following property.
