CONSTITUTION:When a measurement start switch 103 is closed, a signal is delivered 0.5 seconds later from an auto-trigger circuit 105 to trigger a timing circuit 106, which causes the terminal voltage of battery being measured 101 to change suddenly. This changing voltage is stored in a sample hold circuit 109. The difference between the output of the sample hold circuit 109 and the terminal voltage of the battery 101 is calculated in a subtraction amplifier circuit 110, of which output is compared with the reference voltage of a reference voltage generation circuit 117 in a comparator circuit 111. And the output of latch circuit 127 tells the difference of terminal voltage of the battery 101 being rapid discharging measurements taken 10 msec later and 5 sec later after initiating discharging of the battery 101.
