Drain in the low-pressure primary feed-water heater 6 is recovered into the drain tank 27 through a drain pipe 22 and fed into the upperstream condensation pipe 5 of a condensing dechlorination unit 4 by a pump 8. A volume of drain is controled by a control valve 33 which opens or closes depending on a signal of a water-level controller 31 of the drain tank 27
