The check valve 19 is provided for the upper stream of the negative pressure thank 16. The pressure of communication pipe 15 located between the rupture disc 13 and the spring safety valve 14 is detected with the pressure switch 20. With inaction of the rupture disc 13 at a set pressure, an interlocking is deviced for closing the control valve 8 to prevent from the pressure rise of the cover gas
