During electrolysis, H2 gas and NaClO are produced, the NaClO being formed by the action of nascent oxygen which is generated at the electrode, and it is contained in the electrolyte. The NaClO oxidizes COD and BOD components, and coloring matters, while the H2 gas is utilized for an incinerating furnace, or as a fuel oil additive for the burning of pollutant separated in an after-treatment apparatus for the waste soln. formed in the treatment of residual ash.
