When the rotary valve 1 is rotating clockwise, the regeneration and adsorption situations of the adsorbing agent-packed chamber 46 aW46l change in turn with the rotation of the valve 1, so that dehumidificatin and O2-enrichment of the raw material air, and the regeneration of the adsorbing agent are carried out alternately and continuously.
