第2電極であって、その前記第1の横方向に向く表面の反対側に前記長手方向に延在する平面誘電体の第2の横方向に向く表面に配置され、前記第2電極が、前記第1電極から離間配置されて、前記長手方向に延在する平面誘電体によってそこから電気的に絶縁される、前記第2電極と、
前記可動部と前記静止部との間の相対的な移動を制御するアクチュエータであって、
