The oil-soluble chamomile extract of the component (A) is obtained by extracting a flower of a chamomile [Matricaria chamomilla L. (Compositae)], which is an Asteraceae plant, with a lipophilic organic solvent. As the solvent used, an oil agent having a solubility parameter (SP value) in the range of 15 to 21 is preferable.
