本発明は、海洋、湖沼などの底面を利用して構築する人工漁場に関する。

【従来の技術】
従来、日本近海、内海、湾海あるいは湖沼には数多くの底棲生物や魚介類が棲息し、地域水産資源の宝庫であったが、近年、これらの場所での漁獲量や海藻類生産高が大幅に減少している状況が多数報告されている。

このような漁獲量激減の原因としては様々な要因が考えられ、地域特有の原因もあるので一概に決めつけることはできないが、漁業従事者などが指摘しているように、底面に堆積する泥土による底質悪化で底面に棲息する各種生物が減少・死滅し、これらを食物とする魚介類が激減したこと、並びにこれら底棲生物による水質浄化作用などの自然環境サイクルに異変が生じていることなどが漁獲量激減の大きな原因の一つであると考えられる。

そこで、近海や内海での漁業不振を回復するため、海岸に近接する海域に潜堤を構築し、この潜堤で囲われた海域の海底を人工的に改良することによって、比較的平坦で水深が浅く、海藻類やこれら海藻を食料とするアワビやサザエ、ウニ、ナマコなどの増繁殖に適した浅場海域と、沖合に向けて緩く下り傾斜して水深が次第に深くなる沿岸性有用魚介類の増殖に適した海域とを築造して栽培漁業が可能な人工漁場とする技術がある(例えば、特許文献1参照。)。

【発明が解決しようとする課題】
特許文献1に記載されている人工漁場は、海岸に近接する海域の一部を人工的に改良するものであり、海岸の存在を前提とするものであるため、海岸から離れた場所においては実施することができない。

また、前記人工漁場は底泥堆積などに起因する底質悪化を防ぐ機能は具備していないので、前述したような底泥堆積で底質の悪化が進行している海底などに構築した場合、時間の経過に伴い、前記人工漁場内に再び底泥が徐々に堆積していき、魚介類の棲息が不可能となるおそれがある。

本発明が解決しようとする課題は、底泥の堆積で底質が悪化している海洋、湾海、湖沼などに、岸辺の存在を前提とすることなく比較的容易に構築することができ、構築後は長期間に亘って魚介類、海藻類などの棲息に適した環境を確保することができる人工漁場を提供することにある。

【課題を解決するための手段】
本発明の人工漁場は、海洋、湾海、湖沼の底面に前記底面より高く突出し平面視形状が閉じた図形をなすように形成した囲繞堤と、前記囲繞堤で包囲された領域とを備えたことを特徴とする。

このような構成とすることにより、底面の一部領域をこれより高く突出した囲繞堤で囲い込んだ状態となるため、海洋、湾海、湖沼に自然発生する水流に基づく旋回水流が囲繞堤で包囲された領域内に生じ、囲繞堤内に存在する底泥が巻き上げられ、囲繞堤外へ排出されるようになる。したがって、囲繞堤で囲まれた領域内へ周囲の底面付近の浮泥が流入したり、底泥が堆積したりすることが大幅に減少し、囲繞堤で囲まれた領域内では底質が改善されていき、魚介類の餌となる各種底棲生物の棲息、繁殖が可能となり生態系が回復するので、構築後は長期間に亘って魚介類、海藻類などの棲息に適した環境を確保することができる。

また、海洋などの底面にこれより高く突出した平面視形状が閉じた図形をなす囲繞堤を形成すればよいので、底泥の堆積により底質が悪化している海洋、湾海、湖沼などであっても岸辺の存在を前提とすることなく構築することができる。

ここで、前記囲繞堤で包囲された領域内の堆積底泥を除去して改質底面とすれば、自然水流に基づく旋回水流による底泥排出作用に頼る場合よりも速やかに底質を改善できるため、構築後、魚介類、海藻類などの棲息に適した環境を早期に確保することができる。

この場合、施工条件などに応じて、海洋などの底面に平面視形状が閉じた図形をなす囲繞堤を形成した後、囲繞堤で包囲された領域の堆積底泥を浚渫除去して改質底面を形成する工法、あるいは海洋などの底面の所定領域の堆積底泥を浚渫除去して改質底面を形成した後、この改質底面を包囲するように平面視形状が閉じた図形をなす囲繞堤を形成する工法のいずれかを採用することができる。

前記囲繞堤を、複数の土嚢の集積体または柵状部材で形成することにより、比較的簡単な作業と短期間の工程で自然環境への悪影響のない人工漁場を構築することができるが、土嚢の集積体で囲繞堤を形成する場合は周辺海域の底泥を浚渫・脱水したものをその土嚢内部に充填することもできるため、浚渫した底泥を産業廃棄物として投棄することなく再利用できる。また、柵状部材で囲繞堤を形成する場合は土嚢に比べ軽量化を図ることができるため施工が容易となり、囲繞堤の修正作業や撤去作業も簡単である。

ここで、前記囲繞堤で包囲された改質底面に耕耘を施すことにより、底質層が撹拌、混合され水中の溶存酸素も供給されるので、底棲生物の活性化が図られ、魚介類や海藻類の棲息環境が向上する。なお、耕耘作業は改質底面が水没した状態あるいは改質底面を大気中に露出させた状態のいずれの状態で行っても良いが、水没状態で耕耘するときは水中作業が可能な耕耘機械、例えば、螺旋形状をした耕耘器具を有するオーガ式耕耘機械やジェット水を併用した翼式耕耘機械などを使用することが望ましい。

また、前記囲繞堤で包囲された改質底面に底質改良材を分散混合させることにより、自然のままでは回復不可能な底質を積極的に改善し、底棲生物などの棲息、繁殖に適した環境を短期間で整えることができるようになるので、人工漁場の早期構築を図ることができる。なお、底質改良材は前記耕耘作業の際に散布することが望ましく、これによって底質改良材を改質底面に均一に分散混合させることができる。

この場合、囲繞堤内に形成される改質底面の高さは底質改良材の散布量によって調節することができるので、構築場所の水深、水流の強弱、棲息する魚介類の種類、干満差の大小などに応じて改質底面の高さを設定することができる。

一方、囲繞堤内に形成される改質底面の高さを囲繞堤の高さと略同一とすることも可能であり、このような構成とすれば、改質底面は囲繞堤周辺の底面より高く盛り上がった状態となり、改質底面上を通過する自然水流の速度が周辺の底面上を通過する自然水流の速度よりも大となるため、改質底面上に浮泥が流入したり、底泥が堆積したりするのを防止することができる。

前記底質改良材としては、非水溶性の粒状物質、非水溶性の多孔質粒状体、カルシウム・マグネシウムを主成分とする水溶性物質などが望ましい。非水溶性の粒状物質を用いることにより、改質底面の粒度組成を底棲生物が生息可能な粒度程度に改善することができ、非水溶性の多孔質粒状体を用いれば、これらが水中微生物の住処となるので底棲生物の増加を図ることができるほか、前記粒状物質と同様に底質の粒度調整を図ることができる。また、カルシウム・マグネシウムを主成分とする水溶性物質を用いれば、改質底面のpH調整が可能となり、微生物の活動をコントロールすることができ、底面構成層からの硫化水素の発生を抑制することができる。

なお、非水溶性の粒状物質としては、海底砂、河床砂礫、砕石骨材、ガラス粒子、ガラスビーズなどが好適であり、非水溶性の多孔質粒状体としては、多孔質発泡ガラス粒、多孔質天然鉱物(天然砂礫、シラス、降下軽石など)、多孔質人工鉱物(高炉スラグ、石炭灰など)が好適であり、カルシウム・マグネシウムを主成分とする水溶性物質としては、消石灰や海水抽出ミネラル剤などが好適であり、例えば、宇部マテリアルズ株式会社製のクリアウォーター(商品名)などを使用することができる。なお、多孔質発泡ガラス粒子としては、日本建設技術株式会社・建設環境エンジニアリング有限会社製のミラクルソル(商品名)などを使用することができる。

一方、前記土嚢の充填材として、前記底面から浚渫して脱水した底泥を用いれば、陸上からの充填材の搬入が不要となるので構築作業の工数削減を図ることができるほか、前述したように、悪化した底泥を構築工事の施工場所で利用することとなるので産業廃棄物の発生をなくすことができる。

また、前記囲繞堤の平面視形状を、水流方向に沿って長い多角形状、楕円形状、紡錘形状、長円形状とすることにより、海流、潮流あるいは湖底流など海洋、湾海、湖沼に自然発生する水流への影響を最小限に抑制することができるため、浮泥などが囲繞堤内へ流入するのを防止できるほか、囲繞堤内に浮泥が流入することがあっても水流によって速やかに外部へ放出される。

さらに、前記囲繞堤で包囲された領域内の少なくとも一部を覆う網状体を敷設することもできる。このような網状体を敷設すれば、網状体の網目より大きな生物の侵入を阻止できるので、囲繞堤で包囲された領域内に棲息する生物に危害を加えるおそれのある魚介類などの侵入を阻止することができる。この場合、網状体の網目の大きさは侵入を阻止したい魚介類の大きさによって定めることができる。

【発明の実施の形態】
図1は本発明の第1実施形態である人工漁場を模式的に示す斜視図、図2は図1に示す人工漁場の垂直断面図である。

本実施形態の人工漁場1は、海2の底面3に、底面3より高く突出し平面視形状が略六角形状をなす囲繞堤4を形成し、囲繞堤4で包囲された領域内の堆積底泥を除去した後、底質改良材を散布して耕耘を施すことによって改質底面8を形成したものである。囲繞堤4は、水流方向の影響などを考慮した形状であり、複数の土嚢5を積み上げ、その上面をネット6aやロープ6bで覆い、ネット6aの周縁およびロープ6bの端部を、底面3に打ち込んだ木杭7に固定することによって構築されている。

これにより、堆積底泥が除去され底質改良材が散布混合された改質底面8を、これより高く突出した囲繞堤4で囲い込んだ状態となるため、周囲の底面3付近の浮泥9や底泥10の動きは囲繞堤4で阻止され、これらの浮泥9や底泥10が囲繞堤4で囲まれた領域内へ流入するのを抑制できるので、底泥10の堆積を大幅に低減することができる。

これにより、囲繞堤4で囲まれた領域内の底質は大幅に改善され、改質底面8において魚介類11の餌となる各種底棲生物の棲息、繁殖が可能となって生態系が回復するので、人工漁場1の構築後は長期間に亘って魚介類11や海藻類12などの棲息に適した環境を長期間にわたって確保することができる。

また、人工漁場1は、海2の底面3に、平面視形状が閉じた図形の一つである六角形状の囲繞堤4を形成し、堆積底泥を浚渫除去し、改質底面8を形成すればよいので、底泥10の堆積により底質が悪化している海2であっても岸辺の存在を前提とすることなく比較的容易に構築することができる。なお、人工漁場1は前記と逆の手順、即ち、底面3の所定領域内の堆積底泥を浚渫除去し、改質底面8を形成した後、改質底面8を包囲するように六角形状の囲繞堤4を形成することによっても構築することができる。

囲繞堤4は、複数の土嚢5の集積体をネット6aで覆って形成しているので、比較的簡単な工程によって自然環境への悪影響のない人工漁場1を構築することができるほか、潮流や波浪の影響が大きな海2における土嚢5の散逸を防止することができる。

また、囲繞堤4で包囲された改質底面8は耕耘を施されたことにより、底質層が撹拌、混合され、海中の溶存酸素も供給されるので、底棲生物の活性化が図られ、魚介類11や海藻類12の棲息環境を向上させることができる。

また、囲繞堤4で包囲された改質底面8は、耕耘の際に、底質改良材として、非水溶性の粒状物質である砂13、非水溶性の多孔質粒状体である多孔質発泡ガラス粒14、カルシウム・マグネシウムを主成分とする水溶性物質である海水抽出のミネラル剤を分散混合させているため、自然のままでは改質不可能な底質を積極的に改善し、底棲生物などの棲息、繁殖に適した環境を短期間で整えることが可能であり、人工漁場1の早期構築を図ることができる。これらの底質改良材は前記耕耘作業の際に散布したので、改質底面8に均一に分散混合させることができた。

この場合、改質底面8に分散混合されている砂13により魚介類の好む底質土の粒径を確保することができ、多孔質発泡ガラス粒子14は水中微生物の住処となる多数の孔を有しているので底棲生物の増加を図ることができるほか、砂13と同様に底質土の粒径調整にも寄与するはたらきがある。また、カルシウム・マグネシウムを主成分とする水溶性物質を分散混合させることで、改質底面8は長期間にわたって弱アルカリ性に保たれ、バクテリアが活性化されてヘドロの分解が進むとともに、硫化水素を発生させる硫酸塩還元菌の繁殖を抑制することができる。なお、本実施形態において、多孔質発泡ガラス粒子14として、日本建設技術株式会社・建設環境エンジニアリング有限会社製のミラクルソル(商品名)を使用したところ、底棲生物が増加し、底質土の粒径調整機能などの優れた効果が得られた。

なお、非水溶性の粒状物質としては砂13のほかガラス粒子、砕石細骨材、ガラスビーズなども使用可能であり、非水溶性の多孔質粒状体としては多孔質発泡ガラス粒子のほか多孔質天然鉱物であるシラスや降下石あるいは多孔質人工鉱物である高炉スラグや石炭灰なども使用可能である。カルシウム・マグネシウムを主成分とする水溶性物質としては、消石灰や海水抽出ミネラル剤などが使用可能であるが、本実施形態において、宇部マテリアル株式会社製のクリアウォーター(商品名)を使用したところ、改質底面8を長期間にわたって弱アルカリ性に維持することができ、硫酸塩還元菌の増殖が抑制され、底質からの硫化水素の発生も抑制することができた。

一方、本実施形態では、土嚢5の充填材として、底面3から浚渫して脱水した底泥を用いているため、陸上からの充填材の搬入が不要であり、構築作業の工数削減を図ることができるほか、悪化した底面3の底質土を産業廃棄物として処分することなく有効利用できるという優れた効果も得られる。

また、囲繞堤4の平面視形状を、この水域の潮流15を考慮し、潮流15の方向に沿った長い略六角形状としているため、海2に自然発生する潮流15などへの影響を最小限に抑制し、浮泥9などの流入を大幅に抑制することができ、万一、浮泥9などが囲繞堤4内へ流入することがあっても潮流15によって速やかに外部へ排出されるという効果が得られる。

本実施形態の人工漁場20は、海2の底面3に、底面3より高く突出し平面視形状が閉じた図形をなす囲繞堤21を柵状部材22によって形成し、囲繞堤21で包囲された底面の堆積底泥を浚渫除去し、底質改質材を散布し耕耘を施して形成したものである。人工漁場20では、土嚢5に比べ非常に軽い柵状部材22で囲繞堤21を形成しているため、底面3が不同沈下などを生じやすい軟弱地盤である場合、囲繞堤21の高さを底面地形に応じて調節する必要がある場合などに好適である。その他の基本的機能および効果については、人工漁場1と同様である。

以上の実施の形態では、海2の底面3に人工漁場1,20を構築した例について説明しているが、本発明の人工漁場はこれらに限定するものではないので、干潮時に海2の水面が底面3より低くなる干潟域や砂浜域などにおいても構築可能であり、海洋や湾海などの海域のほか湖沼などにおいても構築可能である。

次に図4〜図6を参照して本発明の第3実施形態である人工漁場30について説明する。なお、図4〜図6において、前述した人工漁場1と同じ機能、効果を発揮する部分は図1,図2と同記号を付して説明を省略する。

図4に示すように、人工漁場30は、前述した手順で形成された改質底面8と、底面3より高く突出し改質底面8を包囲するように形成された略六角形状の囲繞堤31とによって構築されている。囲繞堤31は、図5に示すように、土嚢5よりも大型の土嚢32を略六角形状に並べ、土嚢32の上部をロープ34で押さえ、底面に打ち込まれた木杭33にロープ34の端部を固定することによって形成されている。

図6に示すように、土嚢32は、柔軟な合成樹脂シートで形成されたフレキシブルコンテナと呼ばれる袋体内に底面3から浚渫して脱水した底泥を充填して形成されている。1個の土嚢32の高さは囲繞堤31の高さに等しく、土嚢32を水平方向に並べていくことで囲繞堤31を形成していくことができるため、図1,図2に示す囲繞堤4よりも短期間で囲繞堤31を形成することができる。また、複数の土嚢31を予め水平方向に連結したものを沈設する工法を採用すれば、さらに工期を短縮することができる。

図7,図8に示すように、人工漁場40は、底面3より高く突出するように形成された長方形状の囲繞堤41と、囲繞堤41で包囲された領域内に前述した手順で形成された改質底面8とで構築されている。囲繞堤41は、図8,図9に示すように、底面3に打ち込まれた木杭42,43に木板44を垂直に固定することによって形成されている。

人工漁場40においても、改質底面8の表面8aは周囲の底面3よりも高く設定されているため、前述した人工漁場30と同様の機能、効果を発揮するが、土嚢に比べ非常に軽い木杭42,43および木板44で囲繞堤41を形成しているため、底面3が不同沈下などを生じやすい軟弱地盤である場合、囲繞堤41の高さを底面地形に応じて調節する必要がある場合などに好適であり、撤去作業や移動作業も比較的容易である。その他の基本的機能および効果については、人工漁場1と同様である。

【発明の効果】
本発明により、以下に示す効果を奏する。

(1)海洋、湾海、湖沼の底面に前記底面より高く突出し平面視形状が閉じた図形をなすように形成した囲繞堤と、前記囲繞堤で包囲された領域とを備えたことにより、底泥の堆積で底質が悪化している海洋、湾海、湖沼などに、岸辺の存在を前提とすることなく比較的容易に人工漁場を構築することが可能となり、構築後は長期間に亘って魚介類、海藻類などの棲息に適した環境を確保することができる。
