前記駆動用バッテリへの充電が開始されたことを検出する充電開始検出手段と、
前記充電開始検出手段により充電が開始されたことを検出したときに、前記各動作手段の駆動を禁止するロック手段と、
前記駆動用バッテリの充電が終了したことを検出する充電終了検出手段と、
充電終了後には、前記ロック手段による駆動禁止状態を所定時間継続させるロック状態保持手段と
