Class 146(1) A paper retaining device for a file includes a base plate 1 carrying fixed threading-on pins 3, locking hoops 4 pivotally mounted on the base and interconnected by a pivot member 6 formed with a crank 5, a spring 8 bearing against the crank and urging the locking hoops into an open position out of contact with the threading-on-pins and an operating lever 9 pivotally mounted near one end of the base plate 1 and having a lug portion 22 co-operating with the crank 5 for selectively moving the locking hoops 4 into and out of contact with the threading-on pins 3, the operating lever being formed with a catch which is engageable with a co-operating catch on the base plate to hold the operating lever and thereby the locking hoops in the closed position, the operating lever also being sufficiently resiliently displaceable in the direction perpendicular to the plane of its pivotal movement between the open and closed positions to enable the catches to be disengaged from each other by movement of the free end of the operating lever in this direction. The lever 9 of L-shaped cross-section is pivoted at 11 to a bearing plate 10 punched out of the base-plate 1. The lug 22 on the lever 9 engages the upper side of the crank 5 of the pivot member 6 so that when downwards pressure is exerted on a key 14 on the lever the crank 5 is forced downwards and the locking hoops 4 are brought into engagement with the threading on pins 3. A catch 17 is punched out of the vertical web of the lever 9 and when the lever is depressed engages in a hole 19 in a catch plate 18, thereby locking the hoops 4 and pins 3 in the closed position. To open the hoops and pins pressure is exerted on a flattened part 15 of the key 14 in the direction of the arrow in Fig. 1: the lever is thus flexed until the catch 17 is disengaged from the hole, the leaf spring 8 then being free to urge the crank 5 upwards. The engagement of the front end 12 of the lever 9 with the base-plate 1 limits the distance which the key 14 may move upwards and thereby the amount of separation of the hoops 4 and pins 3. In a modification the catch 17 may be mounted on the plate 18 and the hole 19 may be formed in the lever 9.
