Fibrous packing material such as cotton wool C is packed into the neck of a partly filled bottle A or other container by folding a cut length of the material into a tube 38 by a reciprocating blade 88 and expressing the folded material from the tube into the bottle, folded end first, by a reciprocating plunger 84 so that the material spreads out over the contents and under the shoulders B of the bottle. The blade 88 slides in the plunger 84 which is carried by a bracket 81 from a slide bearing 66 reciprocated on guide rods 24 by a cam 80. The blade 88 is separately reciprocated on the rods 24 by a bearing 72 and a cam 78, and the sleeve 38 is reciprocated into the bottle neck by a cam 60. In operation, a length C of cotton wool is fed beneath the blade 88 which descends and folds it within the tube 38 which then descends into the bottle neck. The plunger 84 then descends, forcing the cotton wool out of the tube 38 and stripping it from the blade 88.
