A method of making cigarette filter tips of the kind comprising a quantity of granular material in a space between two filter plugs consists in forming a continuous web of wrapping 2, e.g. paper, into a trough, arranging filter plugs 8 at spaced intervals along the web, partially flattening opposed sides of the web and plugs by guides 5 to increase the height to which the sides of the web are in contact with the plugs so that the space for granules 12 between each pair of plugs is greater than in the undeformed state, delivering granules from pockets 11 in a wheel 3 to the spaces, and closing the wrapping around the plugs and granules to produce continuous filter rod of substantially circular cross-section. The method enables adequate granule charges to be received in the spaces while at the same time minimizing the possibility of granules being deposited on the surfaces of the plugs over which the wrapping is subsequently rolled. In addition to the flattening of the sides of the trough and plugs the bottom may also be flattened slightly, as shown. The plugs may be initially of the same diameter and density as required in the final product or of greater diameter and less density.
