Abstract

The driver has a belt (5) joined to a cable (6). A buoy (2) is inflatable and has a tube (3) fixed in the centre. The cable is able to pass through the tube and has a stop (4) to prevent the cable running through downwards. The top end of the cable has a balloon attached to it. The balloon may be inflated with helium or hydrogen. The balloon may be inflated with air and would remain at sea level on the float.
