Tin foil &c. web 3 for a packaging machine or envelope-forming machine is cut by means of blades 8 and 9 mounted on counter-rotating shafts 6, 7, the peripheral speed of the blade 9 being a multiple, e.g. twice that of the blade 8. A gear-wheel 22 carried by the shaft 7 engages a gear-wheel 21 carried by the shaft 6, the gearwheel 21 being driven from the main shaft of the machine by means of gear-wheels 10, 11, 11a and 12. The blades cut with a shearing action.
