Definitions

  • the present invention relates to a delivery system surveillance of premises. It also relates to a process put implemented in this system.
  • premises any space demarcated in the form of a building, a building, individual or collective housing, and more generally any industrial enclosure, commercial, social, administrative or private.
  • the action of badging means that a person submits their personal badge, in practice a card provided with personal means of identification, at a reading by a badge reader, either to obtain a access, either in response to a call from this player.
  • Effective surveillance of premises covers two essential aspects: on the one hand, access control to these premises, and on the other hand an alarm management in case unauthorized intrusion or presence in these premises.
  • Document US 4,689,610 discloses a system of security and access control to protect an entire protection zones, including protective equipment access control, intrusion detection equipment or unauthorized presence in protected areas, and provided with an hourly programming plan defining working periods and surveillance periods corresponding to a commissioning of the equipment of intrusion detection.
  • This system allows a carryover of activation of volumetric detection equipment of a predetermined exemption period each time the access control equipment validates, during periods of surveillance, presence or request for access from an authorized person provided with means personal identification.
  • Document US 4 327 353 discloses a system of security employed in particular for the surveillance of vehicles or premises, using an electronic key coded, and a decoder provided to receive this key electronic. This system is disabled with the key itself and activation reports are planned for allow movement within an area secure.
  • Document US A 5,057,817 discloses a system of multizone intrusion detection including a circuit supervision planned to verify, from traffic or of normal activity in each of the areas of protection while the system is disarmed, that each intrusion detector is in good working order.
  • the object of the invention is to remedy the disadvantages mentioned above by proposing a system of implementation surveillance of premises which guarantees perfect consistency and synergy between the two control missions access and alarm, without requiring heavy control and processing facilities which must be reserved for monitoring large buildings for obvious reasons of economy.
  • the activation delay also concerns certain means of perimeter detection, to allow for example to a person coming to work during a surveillance period to be able to open his window.
  • the access control means and detection means intrusion cooperate not to deactivate, in period the volumetric detection means and the means perimeter detection for the rest of the period only after validation of a first access request by an authorized person.
  • the surveillance system further includes means for inviting anyone present in the premises during periods of implementation surveillance to validate its presence in said premises.
  • means of prompting can be of any kind, for example of audible warning devices such as buzzers or pre-recorded or scanned voice messages and / or visual alarms such as lamps, flash or graphic messages.
  • means access control readers are arranged for receive a presence validation by a person in answer to a call by means of prompt.
  • telephone sets can also constitute means of prompting by their ringing and means to receive a validation of presence by a person answering a call. It is enough that the means system exchanges are connected to the network telephone inside the premises monitored.
  • the surveillance system according to the invention may also include specific means for receive a presence validation by a person in answer to a call by means of prompt.
  • These means specific can be for example badge readers dedicated to the presence validation function or other validation equipment.
  • the surveillance system according to the invention further includes central monitoring means connected to the intrusion detection means and access control means and comprising means for configure said intrusion detection means and means of access control.
  • these means central have a database containing access rights and time management parameters.
  • the method further comprises, for each period once started, a step of deactivating the detection means perimeter and volumetric detection means for the rest of the working period, this stage of deactivation being carried out only after the first validation of an access request by a person authorized.
  • the prompt step includes setting in use of a buzzer or any other warning means for a predetermined prompt duration.
  • securing a building is performed on programming without schedule, without key or code, and volumetric monitoring is not operational that when no one is present in the premises at protect.
  • the building is never without protection. Indeed, in case of authorized access in period surveillance, perimeter control remains active while the volumetric protection is deactivated thus allowing free internal circulation. The resumption of service is ensured automatically after departure of the person.
  • Validation can be performed by any other method than badger action.
  • the central monitoring system according to the invention is connected to the automatic switch of the building.
  • the people report their presence to the system.
  • the surveillance system according to the invention can also provide home automation functions based on the occupied or unoccupied state of the building, concerning in particular the management of heating, air conditioning or other features within the building.
  • a base of data contains badges, sets of rights for drive badge readers, a set of words from hierarchical passes, and time plans with slices of free access.
  • the configuration of the monitoring system according to the invention can be carried out from a Minitel or a microcomputer connected to the central unit of this system.
  • Indoor telephone sets PT1, PT2 can also be used to invite by activation of their bell the people present in the premises at validate their presence and to receive information from validation, for example a code entered on a keyboard keys.
  • the CS monitoring center at the heart of the monitoring 1 includes all the means of control and treatment, preferably on a single autonomous electronic card controlled either locally by a microcomputer or by a Minitel TO, either remotely for example via the network telephone via modem.
  • the CS monitoring station includes, with reference to FIG. 2, a central control and monitoring unit CPU processing, a memory unit containing a base of BD data and AE equipment powered by mains and autonomous on battery.
  • the organization of all data and parameters of the monitoring system in a unique database allows efficient management of system components and faster processing of surveillance events and actions.
  • the central surveillance works like an industrial automaton and each element of the system is referenced in the database data according to a standard entry of the rank-name-attributes type.
  • an electronic card implemented in a surveillance system 1 can manage up to eight badge readers and ten loops alarm.
  • Monitoring automatic premises 10 is carried out in two stages which correspond to the two classic security levels that are perimetry and volumetry.
  • a first step is to commission the MV perimeter of premises 10 at the end of the working period, for example at the end of a time delay TM following a end of business period such as 6:30 p.m. on a Monday evening, as shown in Figure 3.
  • volumetric monitoring is activated.
  • the BZ buzzer to be validated is activated again and the call cycle is restarted. If no validation of presence is not detected at the end of the time delay TM, MV volumetric monitoring is then activated.
  • the building is put out of surveillance according to the following two modes.
  • the MV volumetric monitoring is deactivated when a badge person to enter the premises, for example a Saturday at 12:00.
  • the MP perimetry remains active.
  • the BZ buzzer call to be activated is activated, and the call cycle is revived. If the person has left the premises, the MV volume monitoring is reactivated.
  • the manager of the surveillance system can determine according to the needs on the one hand, those of intrusion detection equipment that will be the subject an automatic transfer ("volumetric monitoring”) and on the other hand, those who will be the subject of a hourly programming ("perimeter monitoring”) regardless of their actual location within local. This possibility thus allows a person having to work on the premises during surveillance of being able to open windows of his office if the perimeter detectors associated with these have been assigned to the transfer automation.
  • the volumetric and perimeter deactivate for the rest of the period working, if and only if an authorized person badge to enter the building.
  • the operator of the surveillance system according to the invention can thus, from this database, create, modify or delete badges.
  • the access log records all the operations of request for access and validation of presence accepted on readers of the surveillance system according to the invention. These operations can be viewed at any moment in the access log.
  • Some readers implemented in the layout system monitoring according to the invention have no function of access control but are dedicated to the sole function of presence validation. You can also use a reader controlling access to an area under surveillance volumetric. When an access request is made and validated on this reader, not only the door must open but the system must also inhibit the volumetric protection.
  • Parameters associated with readers can be modified by the operator of the layout system monitoring according to the invention. For example, it is possible to provide for detection of a blocked door in systematic opening or re-locking of the strike a door in the event that a person has badged or pressed on the push button without crossing the access. Well other special or additional functions may be considered such as the use of a loop ground or radar instead of a push button, a immediate opening force, a reminder for teleservice.
  • the function for ejecting a faulty loop allows, in the event of a permanent fault on an alarm loop (broken detectors, broken cable), to ensure monitoring of other loops by neutralizing or ejecting the faulty loop. Ejecting a loop means that the central unit is asked to stop holding account of this faulty loop.
  • the different loops of a monitoring system according to the invention can be ejected, whether it's loops perimeter or volumetric or loops tamper, as well as each reader independently.
  • control unit is monitored by a action on the "Immediate start" push-button and off monitoring by an accepted validation or by the closing of the "presence validation” input contact.
  • the invention is not limited to the examples which have just been described and numerous arrangements can be brought to these examples without departing from the framework of the invention. So the detection equipment intrusion and access control equipment can be of any kind.
  • the monitoring station can be of a structure different from that which has just been described and in particular be linked to remote monitoring and remote maintenance.
