A mussel mucin and stem cell composition for growing and developing hair, which is characterized by comprising the following components in parts by weight: 3-9 parts of mussel mucin, 1-3 parts of human hair follicle stem cells, 1-3 parts of human adipose mesenchymal stem cells, 1-3 parts of umbilical cord mesenchymal stem cells, 1-3 parts of stem cell factors, 15-22 parts of hair growth regulator, 10-18 parts of minoxidil, 6-16 parts of sodium hyaluronate and 30-40 parts of deionized water.

The composition of mussel mucin and stem cells for growing and developing hair according to claim 1, wherein the germinal agent is composed of rhododendron molle, psoralea corylifolia, ginger, ginseng, angelica sinensis, cordyceps sinensis, red sage root, safflower, biota orientalis, polygonum multiflorum, drynaria rhizome, gibberellin and alcohol in a weight ratio of 15:8:10:15:15:10:5:20:20:20:30:0.2:1000.
