the project creating and data importing module is used for importing local data by a county-level user, wherein the local data at least comprises a forest resource early-stage database, an administrative district database, a forest resource current situation database, a forest supervising database and a forest resource archive database, and establishing county-level forest resource annual update project files;
the system comprises an archive database logic inspection module, a data processing module and a data processing module, wherein the archive database logic inspection module is used for carrying out space and logic inspection on a forest resource archive database comprising construction project used forest lands, forest felling, forest management activities, disasters and forestry cases by a user;
the administrative division database checking module is used for carrying out space topology checking and attribute logic checking on the edited and imported administrative division database by a user, wherein the space topology checking comprises overlapping checking and gap checking, and the attribute logic checking comprises dictionary checking, filling and unfilled item checking and factor logic relationship checking;

the forest resource change database checking module is used for performing attribute logic checking on the forest resource change database by a user, and the attribute logic checking comprises forest supervision factor checking, change reason checking and abnormal change checking;
the result exporting module is used for exporting an administrative division database, a forest supervising database, a forest resource current situation database, a forest resource change database and a forest resource archive database in the local county-level forest resource annual updating project by a user;
the progress log background generation and reporting module is used for recording the function execution condition and the execution result of the current module to a local progress log database, accessing the provincial progress log database and updating the summary record of the local progress log database to the provincial progress log database after the operation execution engineering establishment and data import module, the archive database logic inspection module, the administrative division database inspection module, the forest supervision database inspection module, the forest resource current status database inspection module, the forest resource change database inspection module or the result export module;
the provincial server side application system comprises:
the provincial progress log database creating module is used for creating a provincial progress log database for provincial users and storing all log information in one map updating of county-level forest resources;
the provincial progress summarizing module is used for receiving a data summarizing request of a county-level user for the provincial-level user and automatically updating and summarizing the data summarizing request;
the provincial progress query and statistics module is used for displaying the progress of the provincial user for the county level units and carrying out statistics on the working progress condition;
and the provincial progress exporting module is used for exporting a forest resource map progress updating condition for a provincial user according to the requirement.

The forest resource one-map progress updating system according to claim 1, wherein when the provincial progress inquiry counting module inquires the progress of the county level unit, quality inspection log results are displayed item by item according to the name of a log item, the working progress conditions of the county level unit are visually displayed, and when the working progress in the province is counted, whether all quality inspection log items of each county are qualified or not is judged, all the quality inspection log items are qualified, the county level result is determined to be completed, one of the quality inspection log items is not qualified, and the county level result is determined to be not completed.
3. A forest resource one-map progress updating cloud platform is characterized in that the forest resource one-map progress updating system as claimed in claim 1 or 2 is deployed, and comprises:
a map progress management device of forest resources: a county-level client application system is loaded;
a map progress management application system of forest resources: carrying a provincial server application system;
a basic cloud platform: the system is used for providing calculation, storage, network communication and system operation capacity support for a county-level client application system and a provincial-level server application system.

The forest resource one-map progress updating cloud platform as claimed in claim 3, wherein the forest resource one-map progress management device comprises various PCs, notebooks, mobile workstations and tablet computers which are provided with county-level client application systems, provides progress recording and submitting functions for county-level client application system module functions, generates a work log after each module function is executed, records user quality inspection and progress conditions, and automatically collects the work log into a provincial-level progress log database.

The forest resource one-map progress updating cloud platform as claimed in claim 4, wherein the forest resource one-map progress management application system comprises a server, a workstation or a virtual machine which provides computing, storage and network capabilities for provincial service end application system operation, a forest resource one-map provincial progress log database establishing module, a provincial progress summarizing module, a provincial progress query statistics module and a provincial progress derivation module are provided for a user, wherein the server, the workstation or the virtual machine is provided with an application platform which comprises an operating system, a database platform, a GIS platform and network middleware and is necessary for supporting the provincial service end application system operation, and the platform capabilities of the virtual machine are provided by a basic cloud platform.

The forest resource one-map-progress updating cloud platform as claimed in claim 5, wherein the base cloud platform comprises an X86 computing server for constructing a computing resource pool, a storage server for constructing a storage resource pool, a network server and a gateway for constructing a network resource pool, virtualization platform software for performing resource virtualization management, and an application platform for deploying an operating system, a database platform, a GIS platform and network middleware on the virtualization platform.
7. A forest resource one-map progress updating method is implemented by the forest resource one-map progress updating system of claim 1 or 2, and specifically comprises the following steps:
(1) dividing a forest resource-chart work progress according to each module function of the county-level client application system, wherein each module function execution result represents the completion condition of a workflow;
(2) establishing a provincial progress log database;
(3) executing each module function of a county-level client application system by a county-level user, accessing a local progress log database, judging whether the access is successful, if not, establishing the progress log database locally by the county-level user, wherein the database structure is consistent with that of a provincial-level progress log database;
(4) recording the execution condition and execution result of the current module to a local progress log database, wherein when the execution function is project establishment, data import and result export, the quality inspection result is qualified, the error number is 0, the quality inspection result and the error number of other function execution are filled according to the actual condition,
(5) a county user accesses a provincial progress log database, judges whether updating is successful, if not, prompts that provincial progress log data cannot be accessed, progress information cannot be reported, proposes to check a network or contact a provincial administrator, ends a process, and if so, updates a local progress log database summary record into the provincial progress log database;
(6) provincial users inquire, summarize and count and derive provincial and municipal progress conditions: when a provincial user inquires the progress of a county level unit, displaying quality inspection log results in terms according to the name of a log project, and visually displaying the conditions of various working progresses of the county level unit; when the working progress in the whole province is counted, whether all quality inspection log items of each county are qualified or not is judged, all the quality inspection log items are qualified, the county-level achievement is determined to be finished, one quality inspection log item is unqualified, and the achievement is determined to be not finished.
