3. The method of claim 1 or 2, wherein the mass ratio of 28-homobrassinolide to diethyl aminoethyl hexanoate is (1-1599) to (1599-1).

The development method according to claim 3, wherein the auxiliary materials comprise one or more of 1-20% by mass of a solvent, 1-15% by mass of an emulsifier, 0.1-10% by mass of a dispersant, 0.1-10% by mass of a wetting agent, 0.5-5% by mass of a disintegrant, 1-5% by mass of a binder, 0.1-10% by mass of a stabilizer, 1-8% by mass of an antifreeze, 0.1-3% by mass of a thickener, 0.1-3% by mass of an antifoaming agent, 0.1-10% by mass of a pH regulator, and the balance of a filler or the balance of water.
5. The development process of claim 4, wherein the formulation of the growth regulator or pesticide comprises: suspending agent, aqueous emulsion, microemulsion, wettable powder, water dispersible granule, granule or solution.
6. Use of a growth regulator or pesticide developed according to any one of claims 1 to 5 in agricultural planting.
7. The use of claim 6, wherein the crop planted is Chinese cabbage.
