Specifically, the base includes an upper sheet metal 411, a lower sheet metal 412 and pins 413, wherein the upper sheet metal 411 and the lower sheet metal 412 are disposed spaced apart from each other by three pins 413 with the ratchet wheel 42 and the pawl 44 received therebetween in rotational engagement. The ratchet wheel 42 has a stop point 423, and the interference with the base 41 can realize the stop of the ratchet wheel 42.
