Description

Online policy instant cashing method, device, equipment and storage medium
Technical Field
The invention relates to the technical field of intelligent government affairs, in particular to an on-line policy instant cashing method, device, equipment and storage medium.
Background
On one hand, the subsidies, tax exemptions and the like of the government need to enter enterprises/personal hands which can really make the subsidies exert the effect; on the other hand, government subsidies are directed to business/personal accounts to avoid corruption during distribution.
At present, some online policy cashing platforms exist, and policy internet surfing and online subsidy cashing are realized. After the enterprise/individual logs in the platform, the enterprise/individual can check which government subsidies meeting the conditions can be applied for subsidy, and online subsidy can be realized for the subsidies meeting the conditions. However, these platforms still suffer from some important problems or limitations, such as lack of accurate frame calculation for application thresholds for government subsidies. The government issues subsidies for the purpose of a certain policy, however, the budget of the subsidies is often limited, so in order to make the subsidies achieve the intended purpose of the policy, an application threshold must be designed so that the subsidies are issued to the enterprises/persons who can make the policy exert the best effect (dark box operation can be reduced directly through platform frame calculation). If the application threshold is not set reasonably, the actual covered group of the policy subsidy and the potential target group have larger deviation, so that the policy is difficult to achieve the expected effect. There is a lack of active service thinking. The current online policy cashing platform only hangs the policy on the internet, and enterprises need to pay attention to the conditions of policy subsidy and the like actively, and the policies can be missed if not paid attention and applied in time. Therefore, the platform should actively inform the target business/person. In addition, when the condition of applying for a government subsidy is found to be met, various materials are further required to be provided, and then the process of auditing and cashing is started, which takes time, so that the process of 'instant declaration, instant auditing and instant cashing' cannot be carried out.
Therefore, in the prior art, the application threshold for the government subsidies is lack of accurate calculation, the users who can receive the subsidies cannot be accurately determined, and the users may not pay timely due to the fact that the users know the policies untimely, so that improvement is urgently needed.
Disclosure of Invention
The invention aims to solve the technical defects, in particular to the technical problems that in the prior art, the application threshold of the government subsidy is lack of accurate summary calculation, a user capable of receiving the subsidy cannot be accurately determined, and the user cannot timely pay due to the fact that the user knows the policy in a non-timely manner.

The invention provides a policy cashing method, a policy cashing device, electronic equipment and a computer-readable storage medium, and aims to solve the technical problems in the prior art.
The following describes the technical solution of the present invention and how to solve the above technical problems with specific examples. The following several specific embodiments may be combined with each other, and details of the same or similar concepts or processes may not be repeated in some embodiments. Embodiments of the present invention will be described below with reference to the accompanying drawings.
An embodiment of the present invention provides an online policy instant redemption method, as shown in fig. 1, where the method includes:
step S101, acquiring policy initial data;
step S102, carrying out the frame calculation on the policy initial data to obtain a frame calculation result, and determining a cashable user;
step S103, acquiring registration information of the cashable user, and automatically sending the result of the settlement to the registered cashable user;
and step S104, inputting subsidies into the account of the registered cashable user according to the confirmed cashing information sent by the registered cashable user.
The policy cashing method provided by the embodiment of the invention can be applied to an online policy immediate cashing platform, a policy making unit can evaluate and calculate the policy in an online or offline mode through the platform, enterprise/personal screening rules are made by using government affair network data according to interpretation of the policy and budget of government subsidies, the scope of subsidies is automatically measured and calculated, results after calculation are published online, and enterprise/personal users firstly perform registration authentication/login through a client. When the policy is issued, the platform can automatically inform enterprises/individuals in the subsidy range according to the result of the policy evaluation and calculation, the enterprises/individuals can log in through the client and carry out relevant operations, such as policy checking, cashing confirmation and cashing record checking, meanwhile, any problem can be allegedly found in the three links, if the enterprises/individual users confirm the cashing, the bank receives a cashing instruction sent by the platform, and then the subsidy is input into the account of the enterprises/individual users.
For convenience of description, in the embodiment of the present invention, as shown in fig. 2, a specific embodiment is taken as an example, and an initial policy is generally divided into two forms, one of which is that an application condition or a threshold has been explicitly specified, such as "subsidizing a management and consultation item with an equivalent amount exceeding 30 ten thousand yuan"; the other is not provided with specific application conditions, such as 'insurance subsidy for the first application of new materials'. Different policies are processed in different modes, and if the policy is the former policy, platform technicians are required to process the policy; if the latter is the case, the calculation of the on-line evaluation and calculation system is needed. Policy data that does not satisfy the on-line evaluation basket is processed by the platform technician. If the policy data is result data, the subsidy application condition and the subsidy scope can be directly determined based on the policy data, and the policy data is directly put in a warehouse to be used as a policy to be honored; if the policy data cannot be used as the result data, some processing is required to change the policy data into result data which can directly determine the application condition and subsidy scope of subsidy and incorporate the result data into the library. And if the policy meets the on-line mode, performing the frame calculation processing on the policy data by using an on-line evaluation frame calculation system, confirming and approving the frame calculation result data after the processing, and warehousing the result data after approval. After the policy interpretation is played, users meeting subsidy requirements are determined according to the result of the calculation, the users can register and log on the platform, the platform can automatically send the result of the calculation to the users, the users only need to carry out relevant operations through the client side to determine cashing, and the bank receives cashing instructions sent by the platform, so that the subsidy is input into an account of an enterprise/individual user.
According to the embodiment of the invention, the cashable user is determined by reading the policy initial data and carrying out the intercommunication on the policy initial data, the intercommunication result is sent to the cashable user according to the registration condition of the cashable user, the cashable user can directly click to confirm the cashing to obtain the government subsidy, and the traditional 'first declaration and then audit' is 'government first audit and beneficiary then confirmation'. The enterprises or individuals enjoying subsidies can realize automatic examination and verification of the policy, system cashing and immediate account arrival of the subsidies only after one-key confirmation on the platform, thus greatly reducing the handling link, measuring and transforming the policy cashing process by using big data, synchronously and accurately measuring and calculating the subsidy range and subsidy amount after policy issuing, changing 'examination and approval layer by layer' into 'data calculation rule making and data result measuring and calculating', and improving the cashing timeliness.
In this implementation, as shown in fig. 3, performing frame calculation on the policy initial data includes;
step S301, determining business data related to a policy based on the policy initial data;
step S302, carrying out standardized processing on the service data;
step S303, determining a screening model based on the service data after the normalization processing and the user related to the policy;
step S304, screening the users related to the policy through the screening model, and determining the redeemable users and the subsidized total of the redeemable users.
In the embodiment of the present invention, the main flow of the frame calculation is as shown in fig. 4, and the policy unit interprets the policy requiring on-line estimation of the frame calculation. Determining business data related to the policy in the reading process, such as various types of information of enterprises in the policy-oriented industry, and determining the business aperture; after the data required by policy evaluation frame calculation is collected to a platform, the data is organized and classified through a data management module, various data tables are classified and attributed according to a commission office, and the field names in the tables are defined in a standard manner; based on the interpretation of the policy and the data processed by standardization, firstly determining the dimensionality of a specific screening condition, then configuring the value range of each dimensionality according to the distribution characteristics (multi-dimensional joint distribution) of potential users on the dimensionality, and finally determining the specific screening condition; and (3) aiming at the screening condition and the subsidy limit design of a single user, operating the model in the data source so as to obtain the audience range of the subsidy and the total subsidy amount needing to be issued in the audience range, namely the model result. If the total amount of subsidies required is less than or greater than the original subsidy budget, the screening conditions are reconfigured (i.e. the model design link is returned), the audience range is expanded or reduced, the model is operated again, the cycle is repeated for many times until the model result meets the budget requirement, and then the examination and approval can be submitted. When the difference value between the subsidized total amount of the redeemable user and the preset subsidy budget exceeds a threshold value, re-determining a screening model based on the business data after the normalized processing and the user related to the policy, and determining the subsidized total amount of the redeemable user and the redeemable user based on the re-determined screening model until the difference value between the subsidized total amount of the redeemable user and the preset subsidy budget is within the threshold value.
The embodiment of the invention reforms the business process through data sharing, and partial policy cashing does not need enterprises to provide any material, thereby realizing 'instant cashing'. The traditional 'first declaration and then auditing' is changed into 'first auditing by the government and then confirming by the beneficiary'. Enterprises or individuals enjoying subsidies can automatically check the policy, cash the system and immediately check the subsidies after one-key confirmation on the platform, thereby greatly reducing the work process links. The big data is used for measuring and transforming a policy cashing process, the subsidy range and subsidy amount can be synchronously and accurately measured and calculated when the policy is issued, the data calculation rule making and the data result measuring and calculating are changed from 'examination and approval layer by layer', and the cashing timeliness is improved. Two ports of users and governments are arranged, and the bidirectional cluster type opening is realized, so that the conversion from offline collection to online response of government-enterprise communication and the conversion from ' customers such as sitting stores ' to express delivery and entrance ' of government service are realized. Optimizing fund transfer mode, eliminating various intermediate links, relating to direct enterprise accounts of enterprises, relating to direct personal accounts of individuals and realizing instant account arrival of various fund subsidies. Supervision and audit requirements are brought into a platform operation process, and through online closed-loop management, the whole process of enterprise and personal enjoyment policy conditions is marked, and online fund cashing conditions are controllable in real time, so that online traceability of cashing amount is ensured.
The embodiment of the present invention provides a possible implementation manner, and in this implementation manner, the method further includes:
receiving a viewing request triggered by a user;
and displaying policy redemption conditions based on the viewing request.
Receiving a management operation of a user based on a management request triggered by the user;
