Background
The customs declaration form of import and export goods refers to that the import and export goods receiving and dispatching people or their agents make written declaration on the actual conditions of import and export goods according to the format specified by customs, so that customs is required to handle the legal documents of clearance procedures for their goods according to the applicable customs system. The customs declaration form of import and export goods is uniformly printed by the customs administration of China, and takes effect after being audited and issued by the customs of import and export places. It has very important legal status in foreign economic trade activities, is not only an important basis for customs supervision, tax collection, statistics and development of inspection and investigation, but also an important certificate for processing trade import and export goods verification and export tax return and foreign exchange management, and an important certificate for customs processing smuggling and illegal cases and for tax administration and foreign exchange management departments to check and deal with tax fraud and foreign exchange criminal activities.
At present, the customs clearance enterprises in China can transact the customs clearance procedures by themselves or through professional customs clearance or international freight transport agency companies. Whether the customs declaration is carried out by self or is handled by customs declaration, the customs declaration form of the goods in the inlet and the outlet is filled in; if necessary, it also needs to provide the copy of contract, invoice, case or weight list, certificate of goods inspection and other related certificates, and declare the import or export to customs. If the customs clearance enterprise is an export enterprise, before submitting the customs clearance, the local customs clearance policy is analyzed by a worker, so that goods in import and export control goods or forbidden goods are known, and a standard customs clearance meeting the customs condition is submitted. However, when customs enterprises import and export goods in various types and rely on manual inspection completely, the probability of submitting customs orders which do not conform to customs policies is increased, and customs returned orders are caused, and even if the customs enterprises need to undertake legal responsibility, the enterprise credit level can be reduced by customs, so that adverse effects are caused.

Example one
According to an embodiment of the present application, there is provided an auditing method for a customs clearance, which may be applied to a wind control system, it should be noted that the steps illustrated in the flowchart of the drawings may be performed in a computer system such as a set of computer-executable instructions, and that although a logical order is illustrated in the flowchart, in some cases the steps illustrated or described may be performed in an order different than here. As shown in fig. 2, the method for auditing the customs declaration includes the following steps: s210, S220 and S230.
S210, acquiring initial customs clearance information.
And S220, determining an illegal risk result of the initial customs declaration information according to a customs declaration and air control rule.
And S230, sending the violation risk result.
The method comprises the steps that the wind control system obtains initial customs information from the customs system, wherein the initial customs information is generated by filling a customs bill in the customs system by a user. Users include, but are not limited to, customs enterprises, customs offices, or international freight forwarders; types of customs clearance notes include, but are not limited to, incoming processing import and export goods customs clearance notes, incoming processing and compensation trade import and export goods customs clearance notes, foreign investment enterprise import and export goods customs clearance notes, general trade and other trade import and export goods customs clearance notes and export trade customs clearance notes requiring domestic tax refunds. The customs declaration form filling is an initial step of carrying out a customs declaration process; the customs clearance enterprise fills in the customs clearance form according to the format specified by customs, and is accompanied by related freight and business documents, and simultaneously provides certificates for approving import and export of goods, and reports the certificate to customs. Secondly, after the declaration of the customs declaration is successful, customs checks the goods at the import and export. Then, according to the regulations of the tax collection method of import and export customs, the goods needing tax can be exported after the tax is paid. Customs clearance for import and export goods is checked, the clearance receipt is checked, the actual goods are checked, and after the procedure of collecting goods tax or reducing and avoiding tax is processed legally, the relevant receipt is signed with a release seal, the owner or the agent of the goods can extract or ship the goods, and the customs supervision for import and export goods is finished.
As can be seen, for the customs declaration, the normative of the filling information of the customs declaration conforms to customs policies and relevant regulations, violation risks are inevitable in the declaration process, corresponding customs declaration and air control rules are configured through the air control system according to different types of customs declaration, initial customs declaration information is analyzed according to the customs declaration and air control rules, and violation risk results of the customs declaration are further calculated. And finally, sending the violation risk result obtained by the operation of the wind control system to the customs declaration system, so that the user knows the violation risk result, and correcting corresponding content in the customs declaration form or continuing to perform the next declaration operation according to the prompt information of the customs declaration system for the violation risk result.
Optionally, the determining, according to the customs clearance control rule, the violation risk result of the initial customs clearance information includes:
extracting feature data in the initial customs declaration information according to the wind control features;
and determining the violation risk result according to the feature data and the customs declaration air control rule.
And the wind control personnel configure the customs declaration wind control rule in a wind control system and calculate the violation risk of the initial customs declaration information. Firstly, matching feature data contained in initial customs declaration information to corresponding wind control features; secondly, loading the customs clearance air control rule, judging whether the characteristic data in the initial customs clearance information meets the customs clearance air control rule, and if the characteristic data meets the customs clearance air control rule, indicating that the risk exists, returning a judgment result of the violation risk by the customs clearance system. For example, if the wind-controlled characteristic is a price characteristic, it includes, but is not limited to, unit price, total price, currency, shipping cost, premium, and miscellaneous cost. Extracting feature data corresponding to the price features in the initial customs declaration information, and determining the violation risk result according to sub-customs declaration air control rules corresponding to the price features in the customs declaration air control rules. The sub-customs declaration air control rule forms the customs declaration air control rule; if the characteristic data corresponding to the currency in the initial customs declaration information is Renminbi, and the sub-customs declaration wind control rule is as follows: the currency is equal to RMB; therefore, the characteristic data is judged to meet the wind control condition according to the sub-customs clearance wind control rule, the sub-customs clearance wind control rule is met, and the violation risk result of 'whether the currency is considered as the RMB currency' is obtained.
Further, the wind control characteristics at least comprise one of classification characteristics, price characteristics, reporting element characteristics and tax related characteristics.

The tax-related characteristics comprise tax number, reverse tipping, exemption property, exemption mode and the like.
Further, the determining the violation risk result according to the feature data and the customs declaration and air control rule includes: and generating the violation risk result according to the incidence relation between the characteristic data and the customs declaration air control rule.
For example, the classification characteristic and the tax-related characteristic included in the initial customs clearance information are determined according to the type of the wind control characteristic. Extracting feature data corresponding to the commodity name in the classification features as photoresist; and extracting characteristic data corresponding to the tax number in the tax-related characteristics as 3707909000. A customs declaration air control rule is that when the commodity name is equal to the photoresist and the tax number is not equal to 3707909000 judged by the photoresist, and the characteristic data in the initial customs declaration information meets the customs declaration air control rule, the commodity name appearance is generated: photoresist, tax recommendations whether to consider: 3707909000 ".
Further, the association relationship includes at least one of: the characteristic data is larger than the data in the customs clearance air control rule, the characteristic data is smaller than the data in the customs clearance air control rule, the data in the customs clearance air control rule exists in the characteristic data, the characteristic data is equal to the data in the customs clearance air control rule, the characteristic data is not equal to the data in the customs clearance air control rule, and the characteristic data is matched with the sensitive words in the customs clearance air control rule.
And the incidence relation between the characteristic data and the customs clearance control rule can determine whether the characteristic data meets the air control condition of the customs clearance control rule, if so, the characteristic data accords with the customs clearance control rule, then, a corresponding violation risk result is obtained, the violation risk result is sent to a customs clearance system, and the violation risk result is displayed to a user. If the wind control condition is not met, the situation is shown, the initial customs information has no risk, the violation risk result is not generated, and the successful operation is displayed to the user in the customs declaration system.
