s4, sequentially putting glycerol, cetyl ethylhexanoate, ceteareth, one third of hexanediol, cetearyl alcohol, cetyl palmitate, glyceryl stearate and half of ethylhexyl glycerol into an emulsifying pot, and homogenizing at 1000-1500rpm for 2-5 min;

s5, mixing half of dipropylene glycol and PEG-60 hydrogenated castor oil at 50-55 ℃, mixing uniformly, adding phenoxyethanol, the other half of ethylhexyl glycerol and essence in sequence, mixing uniformly, putting all into an emulsifying pot, and homogenizing at a homogenizing stirring speed of 1000-1500rpm for 4-7 min;
s6, uniformly mixing the last one third of water and triethanolamine, and putting into an emulsifying pot for homogenization treatment, wherein the homogenizing stirring speed is 1000-1500rpm, and the stirring time is 2-4 min;
s7, sequentially putting the sodium acrylate/sodium acryloyldimethyl taurate copolymer, isohexadecane and polysorbate-80 into an emulsifying pot, and homogenizing at the stirring speed of 2000-2500rpm for 4-7 min;
