施設内で利用する金銭を効率的に管理する技術を提供することを目的とする。　施設ポイント管理装置であって、特定の施設内で発生する対価の支払いに使用する施設ポイントの残高を含む施設ポイント情報を記憶する記憶部と、前記施設が有する施設側端末装置と通信を行う通信部と、前記施設側端末装置から、前記施設を特定する施設特定情報と、前記施設内でサービスを受ける受益者を特定する受益者特定情報と、前記サービスの内容とを含む清算要求情報を取得する使用情報取得部と、前記清算要求情報を取得すると、前記サービスの金額を特定して前記受益者の前記施設ポイント情報を生成する管理装置側ポイント管理部と、を備えることを特徴とする。

Description

施設ポイント管理装置、施設ポイント管理システム、プログラム、及び施設ポイント管理方法
　本発明は、施設ポイント管理装置、施設ポイント管理システム、プログラム、及び施設ポイント管理方法に関する。本発明は2022年10月3日に出願された日本国特許の出願番号2022-159800の優先権を主張し、文献の参照による織り込みが認められる指定国については、その出願に記載された内容は参照により本出願に織り込まれる。
　施設内で行う売買において、効率的に費用清算を行う種々の技術がある。例えば、一定額の金銭や預金通帳を施設に預け、預けた金銭等から商品の購入費用を清算する運用が行われている。
　特許文献１には、施設内商品購入システムに関する技術が開示されている。施設内購入システムにおいて、購入者のリストバンドに設けられたバーコードに含まれる識別コードと、商品コードとを施設の端末機が読み取ると、端末機は購入金額をシステムサーバに送信し、商品が購入者に販売される。本システムにおいて、購入者本人又は家族が、金融機関取引口座を指定すると、売掛金回収会社は、入院中又は通院・通所中の諸費用及び購買関連費用を、利用者と取り決めた預金口座から自動的に引き落とす。

　施設の利用者が、施設内で使用する金銭を管理する方法として、利用者やその家族が予め金銭を預ける前払い方式を採用する施設がある。例えば、利用者が金銭の管理を行うことが困難である場合、前払い方式を採用することにより、預り金の金額を金銭取引の上限額とすることができる。一方、前払い方式では、施設側での預り金の不正使用を防止するなどの措置も必要となる。
　なお、特許文献１に開示された技術では、利用者が使用した金銭が預金口座から引き落とされるため、施設内で使用する金銭の管理を行うためには、預金口座を管理する必要がある。預金の残高が、施設内で使用を予定している金銭の総額を超過する場合、予定以上の支払を行うことにより、浪費してしまう可能性がある。
　本発明は、上記の点に鑑みてなされたものであって、施設内で利用する金銭を効率的に管理する技術を提供することを目的とする。
　本願は、上記課題を解決する手段を複数含んでいるが、その例を挙げるならば、以下の通りである。
　上記課題を解決するため、本発明の一態様に係る施設ポイント管理装置は、特定の施設内で発生する対価の支払いに使用する施設ポイントの残高を含む施設ポイント情報を記憶する記憶部と、前記施設が有する施設側端末装置と通信を行う通信部と、前記施設側端末装置から、前記施設を特定する施設特定情報と、前記施設内でサービスを受ける受益者を特定する受益者特定情報と、前記サービスの内容とを含む清算要求情報を取得する使用情報取得部と、前記清算要求情報を取得すると、前記サービスの金額を特定して前記受益者の前記施設ポイント情報を生成する管理装置側ポイント管理部と、を備えることを特徴とする。
　前記施設ポイント管理装置は、前記通信部が、施設ポイントを発行する機関が有するポイント発行機関端末装置と通信を行い、前記ポイント発行機関端末装置から、前記受益者に対して発行した前記施設ポイントの金額を取得する発行ポイント情報取得部を備え、前記管理装置側ポイント管理部は、前記発行ポイント情報取得部の取得した前記金額を用いて前記施設ポイント情報を生成することを特徴としてもよい。
　前記施設ポイント管理装置は、前記ポイント発行機関端末装置から、前記施設ポイントの発行申請受領通知を受信すると、前記施設側端末装置に対し、前記施設ポイントの発行の承認要求を送信する承認要求部を備え、前記管理装置側ポイント管理部は、前記施設側端末装置により承認された前記施設ポイントの前記施設ポイント情報を生成することを特徴としてもよい。
　前記施設ポイント情報には、複数の前記施設について、各々前記施設特定情報と、前記施設内の前記受益者を特定する前記受益者特定情報と、前記残高とが関連付けられており、前記管理装置側ポイント管理部は、前記清算要求情報に含まれる前記施設特定情報と前記受益者特定情報との組み合わせに関連する前記残高を用いて清算を行い、前記施設ポイント情報の、あるレコードに含まれる前記施設と異なる施設からの前記清算要求情報を取得した場合に、前記レコードに関する清算を抑制することを特徴としてもよい。
　前記施設ポイント管理装置は、施設担当者及び前記受益者の生体情報を取得して認証可否を判定する認証可否判定部を備え、前記管理装置側ポイント管理部は、認証可と判定された前記施設担当者から送信される前記清算要求情報を取得すると、認証可と判定された前記受益者に係る前記施設ポイントの清算を実行することを特徴としてもよい。
　前記施設ポイント管理装置は、前記通信部が、前記受益者の関係者が有する関係者側端末装置と通信を行い、前記施設ポイントの清算に関する情報を前記関係者側端末装置に送信する使用報告部を備えることを特徴としてもよい。
　前記記憶部は、前記施設ポイントの換金条件を記憶しており、前記管理装置側ポイント管理部は、前記関係者側端末装置から換金要求を示す換金要求情報を受信すると、前記換金要求に係る前記施設ポイント情報が前記換金条件を満たすか否かを判定し、満たさないと判定する場合に、前記換金条件に含まれる情報の送信を前記関係者側端末装置に要求することを特徴としてもよい。
　前記通信部は、前記受益者の関係者が有する関係者側端末装置と通信を行い、前記管理装置側ポイント管理部は、所定期間内に使用した前記施設ポイントの金額を用いて基準額を特定し、前記残高が前記基準額を下回る場合に、前記施設ポイントの追加購入を促す通知を前記関係者側端末装置に送信することを特徴としてもよい。
　本発明の他の態様に係る施設ポイント管理システムは、施設が有する１又は複数の施設側端末装置と、前記施設側端末装置と通信可能に接続される施設ポイント管理装置と、を有する施設ポイント管理システムであって、前記施設側端末装置は、前記施設を特定する施設特定情報と、前記施設内でサービスを受ける受益者を特定する受益者特定情報と、前記サービスの内容とを含む清算要求情報を前記施設ポイント管理装置に送信する清算要求部を備え、前記施設ポイント管理装置は、施設内で使用する施設ポイントの残高を含む施設ポイント情報を記憶する記憶部と、前記施設側端末装置と通信を行う通信部と、前記清算要求情報を取得すると、前記サービスの金額を特定して前記施設ポイントの清算を行う管理装置側ポイント管理部と、を備えることを特徴とする。
　前記施設ポイント管理システムは、前記施設ポイント管理装置と通信可能に接続される、施設ポイントを発行する機関が有するポイント発行機関端末装置を有し、前記ポイント発行機関端末装置は、前記受益者の関係者からの要求に基づいて、前記施設ポイントを発行する施設ポイント発行部を備え、前記施設ポイント管理装置は、前記ポイント発行機関端末装置から、発行した前記施設ポイントの金額を取得する発行ポイント情報取得部を備え、前記施設ポイント管理装置の前記通信部は、前記ポイント発行機関端末装置と通信を行い、前記管理装置側ポイント管理部は、前記発行ポイント情報取得部の取得した前記金額を用いて前記施設ポイント情報を生成することを特徴としてもよい。
　本発明の他の態様に係るプログラムは、施設ポイント管理装置の有するコンピューターの処理部に施設ポイント管理方法を実行させるプログラムであって、前記施設ポイント管理装置は、施設内で使用する施設ポイントの残高を含む施設ポイント情報を記憶する記憶部を備え、前記施設が有する施設側端末装置と通信を行う通信手順と、前記施設側端末装置から、前記施設を特定する施設特定情報と、前記施設内でサービスを受ける受益者を特定する受益者特定情報と、前記サービスの内容とを含む清算要求情報を取得する使用情報取得手順と、前記清算要求情報を取得すると、前記サービスの金額を特定して前記施設ポイントの清算を行う施設ポイント管理手順と、を実行させることを特徴とする。
　本発明の他の態様に係る施設ポイント管理方法は、施設ポイント管理装置により実行させる施設ポイント管理方法であって、前記施設ポイント管理装置は、施設内で使用する施設ポイントの残高を含む施設ポイント情報を記憶する記憶部を備え、前記施設が有する施設側端末装置と通信を行う通信手順と、前記施設側端末装置から、前記施設を特定する施設特定情報と、前記施設内でサービスを受ける受益者を特定する受益者特定情報と、前記サービスの内容とを含む清算要求情報を取得する使用情報取得手順と、前記清算要求情報を取得すると、前記サービスの金額を特定して前記施設ポイントの清算を行う施設ポイント管理手順と、を実行することを特徴とする。
　本発明によれば、施設内で利用する金銭を効率的に管理する技術を提供することができる。

　以下、図面に基づいて本発明の実施形態の例を説明する。図１は、施設ポイント管理システム１の概要の一例を示す図である。施設ポイント管理システム１は、施設ポイント管理装置１０と、施設側端末装置２０と、ポイント発行機関端末装置３０と、家族側端末装置４０とを有する。施設ポイント管理装置１０と、施設側端末装置２０と、ポイント発行機関端末装置３０と、家族側端末装置４０とは、ネットワークＮを介して互いに通信可能に接続されている。
　施設ポイント管理装置１０は、サーバーコンピューター、又はＰＣ（Personal Computer）等の情報処理装置であって、例えば施設ポイント管理システム１を用いた施設ポイント管理サービスの事業者が運用している。一例として、当該事業者は、ネットワークＮを介してアクセス可能なクラウドサーバーとして施設ポイント管理装置１０を位置づけ、施設ポイント管理サービスをクラウドサービスとして展開している。
　施設ポイント管理装置１０は、被介護者Ｘに対して発行される施設ポイントを管理する。なお、施設ポイント管理システム１において、１つの施設ポイント管理装置１０は、１又は複数の施設側端末装置２０と接続されており、施設側端末装置２０を有する各々の施設Ｓについて発行された施設ポイントを管理する。
　施設ポイントとは、特定の施設Ｓ内で発生する対価の支払いに使用するために発行されるポイントである。本実施形態において、施設ポイントはポイント発行機関端末装置３０により発行され、ポイント発行機関端末装置３０及び施設ポイント管理装置１０により管理される。本実施形態において、施設ポイントは、関係者の要請により発行され、被介護者Ｘ、及び施設担当者である介護者Ｙの意思表示に基づいて使用される。施設ポイントは、例えば被介護者Ｘの介護に用いられる消耗品の対価、被介護者Ｘが施設Ｓ内の購買で購入した物品の対価、施設Ｓが提供する嗜好品の対価、特別メニューの食事の支払、不定期に生じる有料サービスの支払等に使用される。
　本実施形態における施設ポイントなど、現金に代わって支払いを行う、いわゆる「前払式支払手段」の発行については、発行主体に対し法律上の制約が課せられることがある。本実施形態では、ポイント発行機関端末装置３０を有する機関が、前払式支払手段の発行主体の適格性を有している。ポイント発行機関端末装置３０が、複数の施設Ｓごとに、各々の施設Ｓで使用される施設ポイントを発行すると、施設ポイント管理装置１０は、ポイント発行機関端末装置３０が発行した施設ポイントを管理する。なお、施設ポイント管理装置１０を有する事業者が、前払式支払手段の発行権限を有する場合、施設ポイント管理装置１０は、ポイント発行機関端末装置３０の機能を兼ね備えていてもよい。
　施設側端末装置２０、ポイント発行機関端末装置３０、及び家族側端末装置４０は、ＰＣ、スマートフォン、ＰＤＡ(Personal Digital Assistant)、又はタブレット端末等の情報処理装置である。施設側端末装置２０は、受益者にサービスを提供する施設Ｓが有する装置である。以下、施設Ｓが、被介護者Ｘが居住し、介護者Ｙが被介護者Ｘを介護する介護福祉施設である例を用いて説明する。しかしながら、本実施形態において、施設Ｓは介護福祉施設に限定されるものではなく、受益者に何らかのサービスを提供する団体であればよい。また、施設Ｓが介護福祉施設である場合において、被介護者Ｘに提供されるサービスは、施設Ｓの内部で実行されるものに限定されない。施設Ｓは被介護者Ｘの自宅を訪問して介護サービスを提供する訪問介護施設であってもよい。
　図１に示すように、施設側端末装置２０は、介護者端末装置２１と通信可能に接続されていてもよい。介護者端末装置２１は、スマートフォンやタブレット等の可搬性のある情報処理装置であって、センサー等を用いて被介護者Ｘ及び介護者Ｙの生体情報を検知し、施設側端末装置２０に送信する。なお、施設側端末装置２０が介護者端末装置２１と接続されていない場合において、施設側端末装置２０は、図示しないセンサー等を用いて、被介護者Ｘ及び介護者Ｙの生体情報を検知してもよい。
　ポイント発行機関端末装置３０は、施設ポイントを発行するポイント発行機関が有する端末装置である。以下、ポイント発行機関が、被介護者Ｘ又はその関係者が口座を有する金融機関である例を用いて説明する。しかしながら、施設ポイントを発行する機関は金融機関に限定されない。
　また、本実施形態において、ポイント発行機関端末装置３０は、被介護者Ｘ又は被介護者Ｘの関係者の口座を管理する。関係者は、被介護者Ｘの財産管理を請け負う者であればよく、成年後見制度における成年後見人に限定されるものではない。関係者は、例えば被介護者Ｘの家族等、被介護者Ｘと血縁関係を有する者である。なお、ポイント発行機関端末装置３０を有する者が金融機関でない場合、ポイント発行機関端末装置３０は被介護者Ｘ又はその関係者が口座を有する図示しない金融機関端末装置と接続され、施設ポイント発行の対価の引き落としを要求することができる。
　家族側端末装置４０は、関係者が有する端末装置であって、関係者側端末装置として機能する。本実施形態において、関係者は家族（家族Ａ、家族Ｂ）であるものとして説明する。例えば、図１に示すように、一人の被介護者Ｘに対して複数の関係者が存在する場合、施設ポイント管理システム１では、一人の介護者Ｙに対して複数の家族側端末装置４０ａ・４０ｂを使用することができる。
　一例として、被介護者Ｘはポイント発行機関端末装置３０を有する金融機関に口座を有しており、預金通帳を施設Ｓに預けている。家族Ａ又は家族Ｂは、家族側端末装置４０を操作し、ポイント発行機関端末装置３０に対し、金額を指定して施設ポイントの発行を依頼する情報を送信する。ポイント発行機関端末装置３０は、施設ポイントを発行し、発行した施設ポイントの金額に関する情報を施設ポイント管理装置１０に送信する。施設ポイント管理装置１０は、施設ポイントの残高を管理する。
　施設Ｓ内において、施設ポイントを使用する際、被介護者Ｘ及び介護者Ｙは生体情報を介護者端末装置２１に入力する。施設側端末装置２０が生体情報に基づいて生体認証を行うと、被介護者Ｘ又は介護者Ｙは、利用するサービスを介護者端末装置２１に入力する。施設ポイント端末装置は、利用したサービスの対価を、施設ポイントから減額する。
　なお、施設ポイントは、施設Ｓ内でのみ使用が可能であり、他の施設Ｓや一般的な市場では使用することができない。また、一定の条件を満たす場合を除き、施設ポイントは換金することができない。従って、施設ポイント管理システム１では、被介護者Ｘ以外の者が被介護者Ｘの施設ポイントを不正利用することを防ぐことができる。
　図２は、施設ポイント管理システム１の機能ブロックの一例を示す図である。施設ポイント管理装置１０は、処理部１１０と、記憶部１２０と、入力部１３０と、出力部１４０と、通信部１５０と、を備える。処理部１１０は、施設ポイント管理装置１０の全体を統括的に制御する。記憶部１２０は、処理部１１０の処理に必要な情報を記憶する。入力部１３０は、入力装置を用いて施設ポイント管理装置１０への情報の入力を受け付ける。出力部１４０は、施設ポイント管理装置１０に記憶された情報を出力装置に出力する。通信部１５０は、施設側端末装置２０、ポイント発行機関端末装置３０、又は家族側端末装置４０との情報の送信及び受信を仲介する。
　処理部１１０は、使用情報取得部１１１と、管理装置側ポイント管理部１１２と、発行ポイント情報取得部１１３と、認証可否判定部１１４と、使用報告部１１５と、承認要求部１１６と、を備える。使用情報取得部１１１は、施設Ｓ内で使用された施設ポイントに関する情報を、施設側端末装置２０から取得する。使用情報取得部１１１は、施設Ｓを特定する施設特定情報と、施設Ｓ内でサービスを受ける被介護者Ｘを特定する被介護者特定情報と、サービスの内容であるサービス識別情報とを含む清算要求情報を、施設側端末装置２０から取得する。
　管理装置側ポイント管理部１１２は、施設ポイントの残高を含む施設ポイント情報１２１を生成する。管理装置側ポイント管理部１１２は、使用情報取得部１１１が清算要求情報を取得すると、サービスの金額を特定し、保有中の施設ポイントから減額して残高を算出し、新たな施設ポイント情報１２１のレコードを生成する。管理装置側ポイント管理部１１２は、ポイント発行機関端末装置３０に対し、生成した施設ポイント情報１２１に含まれるサービスの金額と、施設特定情報と、被介護者特定情報とを送信する。
　また、管理装置側ポイント管理部１１２は、家族側端末装置４０から施設ポイントの換金要求を示す換金要求情報を受信する。管理装置側ポイント管理部１１２は、換金要求に係る施設ポイント情報１２１が換金条件を満たすか否かを判定する。管理装置側ポイント管理部１１２は、条件を満たさないと判定する場合、換金条件に含まれる情報の送信を家族側端末装置４０に要求する。例えば管理装置側ポイント管理部１１２は、換金条件として、被介護者Ｘの死亡診断書を家族側端末装置４０に要求する。なお、管理装置側ポイント管理部１１２は、換金要求に係る施設ポイント情報１２１が換金条件を満たすと判定する場合、対象の施設ポイント情報１２１を特定してポイント発行機関端末装置３０に通知する。
　また、管理装置側ポイント管理部１１２は、施設ポイント情報１２１が所定の追加購入通知条件を満たす場合に、施設ポイントの追加購入を促す通知を家族側端末装置４０に対して送信する。例えば管理装置側ポイント管理部１１２は、所定期間内に使用した施設ポイントの金額を用いて基準額を特定し、施設ポイントの残高が基準額を下回る場合に、家族側端末装置４０に対して通知する。
　発行ポイント情報取得部１１３は、発行された施設ポイントに関する情報を取得する。例えば発行ポイント情報取得部１１３は、ポイント発行機関端末装置３０が家族側端末装置４０から施設ポイントの発行申請を受け付けたことを示す情報を、ポイント発行機関端末装置３０から取得する。また例えば、発行ポイント情報取得部１１３は、発行された施設ポイントの金額に関する情報を、ポイント発行機関端末装置３０から取得する。また、発行ポイント情報取得部１１３は、家族側端末装置４０から定期発行要求情報を取得すると、ポイント発行機関端末装置３０に対して定期的にポイントの発行申請を送信する。
　認証可否判定部１１４は、被介護者Ｘ及び介護者Ｙの生体情報を取得し、予め登録された生体情報と比較することにより、被介護者Ｘ及び介護者Ｙを認証する。なお、認証可否判定部１１４は、公知の技術を用いて生体認証を実行する。付言すれば、認証可否判定部１１４は、生体認証サービス事業者により運用される生体認証端末装置であって、ネットワークＮを介して接続される生体認証端末装置に生体情報を送信し、結果を取得することにより、被介護者Ｘ及び介護者Ｙを認証してもよい。
　使用報告部１１５は、施設ポイントの使用状況に関する使用報告書を、家族側端末装置４０に送信する。使用報告書は、一定期間の収支を含むものであり、使用報告部１１５は、家族側端末装置４０からの要求に応じて使用報告書を送信してもよいし、定期的に送信してもよい。
　承認要求部１１６は、ポイント発行機関端末装置３０から施設ポイントの発行申請を受け付けたことを示す通知を受信すると、施設側端末装置２０に対し、施設ポイントの発行の承認要求を送信し、施設側端末装置２０から応答を受信する。また、承認要求部１１６は、施設側端末装置２０から清算要求情報を取得すると、清算要求の対象となる施設ポイントの金額を特定し、施設側端末装置２０に対して承認を要求する。
　記憶部１２０は、施設ポイント情報１２１と、清算情報１２２と、作業単価情報１２３と、介護者情報１２４と、被介護者情報１２５と、関係者情報１２６とを記憶している。施設ポイント情報１２１は、施設ポイントの残高を含む情報であって、施設Ｓを特定する施設特定情報と、被介護者Ｘを特定する被介護者特定情報との組み合わせに対して、残高が関連付けられている。
　清算情報１２２は、施設ポイント管理装置１０が施設側端末装置２０から受信する清算要求に関する情報である。即ち、清算情報１２２は、施設Ｓにおいて被介護者Ｘが享受したサービスに関する情報が含まれる。作業単価情報１２３は、施設Ｓにおける作業単価を示す情報である。作業単価情報１２３は、被介護者Ｘに販売される商品の単価を含む。介護者情報１２４は、介護者Ｙに関する情報であって、介護者Ｙの生体情報を含む。被介護者情報１２５は、被介護者Ｘに関する情報であって、被介護者Ｘの生体情報を含む。関係者情報１２６は、家族側端末装置４０を有する家族に関する情報である。
　施設側端末装置２０は、処理部２１０と、記憶部２２０と、入力部２３０と、出力部２４０と、通信部２５０と、を備える。処理部２１０は、施設側端末装置２０の全体を統括的に制御する。記憶部２２０は、処理部２１０の処理に必要な情報を記憶する。入力部２３０は、入力装置を用いて施設側端末装置２０への情報の入力を受け付ける。出力部２４０は、施設側端末装置２０に記憶された情報を出力装置に出力する。通信部２５０は、施設ポイント管理装置１０、ポイント発行機関端末装置３０、又は家族側端末装置４０との情報の送信及び受信を仲介する。
　処理部２１０は、清算要求部２１１と、承認受付部２１２と、認証要求部２１３と、を備える。清算要求部２１１は、被介護者Ｘに提供するサービスに関する清算要求情報を施設ポイント管理装置１０に送信する。清算要求情報は、施設特定情報と、被介護者特定情報と、サービスの内容を示すサービス識別情報とを含む。承認受付部２１２は、承認要求部１１６から施設ポイントの発行の承認要求を受信すると、介護者Ｙ又は他の施設担当者から承認の入力操作を受け付け、施設ポイント管理装置１０に送信する。
　認証要求部２１３は、介護者端末装置２１から被介護者Ｘ及び介護者Ｙの生体情報を取得し、施設ポイント管理装置１０に認証を要求する。認証要求部２１３は、施設側端末装置２０の有する図示しないセンサーを用いて、被介護者Ｘ又は介護者Ｙの生体情報を取得してもよい。
　ポイント発行機関端末装置３０は、処理部３１０と、記憶部３２０と、入力部３３０と、出力部３４０と、通信部３５０と、を備える。処理部３１０は、ポイント発行機関端末装置３０の全体を統括的に制御する。記憶部３２０は、処理部３１０の処理に必要な情報を記憶する。入力部３３０は、入力装置を用いてポイント発行機関端末装置３０への情報の入力を受け付ける。出力部３４０は、ポイント発行機関端末装置３０に記憶された情報を出力装置に出力する。通信部３５０は、施設ポイント管理装置１０、施設側端末装置２０、又は家族側端末装置４０との情報の送信及び受信を仲介する。
　処理部３１０は、預金管理部３１１と、施設ポイント発行部３１２と、発行機関側ポイント管理部３１３と、を備える。預金管理部３１１は、被介護者Ｘの預金を管理する。例えば預金管理部３１１は、施設ポイントを発行すると、預金の残高から施設ポイントの対価を減算する。
　施設ポイント発行部３１２は、被介護者Ｘ又は家族からの要求に基づいて、施設ポイントを発行する。施設ポイント発行部３１２は、例えば家族側端末装置４０から、施設特定情報、被介護者特定情報、及び金額を含むポイント発行要求情報を受信すると、施設ポイント管理装置１０に対し、施設ポイントの金額と、対象の被介護者特定情報と、対象の施設特定情報と、ポイント発行要求を行った家族を示す関係者特定情報とを含む発行申請受領通知を送信する。施設ポイント発行部３１２は、施設ポイントの発行にあたり施設側端末装置２０の承認を受け付けると、施設ポイントを発行し、施設ポイントの残高に関する発行機関側施設ポイント情報３２１を生成する。
　発行機関側ポイント管理部３１３は、施設ポイント発行部３１２が発行した施設ポイントを管理する。施設Ｓにおいて施設ポイントが使用されると、発行機関側ポイント管理部３１３は、施設ポイント管理装置１０が生成した施設ポイント情報１２１に含まれるサービスの金額と、施設特定情報と、被介護者特定情報とを施設ポイント管理装置１０から取得する。発行機関側ポイント管理部３１３は、取得した情報に基づいて発行機関側施設ポイント情報３２１を生成する。なお、発行機関側ポイント管理部３１３は、施設ポイントの残高から、取得したサービスの金額を減算し、新たに生成した発行機関側施設ポイント情報３２１のレコードに含める。
　記憶部３２０は、発行機関側施設ポイント情報３２１を記憶している。発行機関側施設ポイント情報３２１は、施設ポイント管理装置１０の記憶部１２０に記憶される施設ポイント情報１２１と同様に、施設特定情報と、被介護者特定情報との組み合わせに対し、施設ポイントの残高が関連付けられた情報である。
　家族側端末装置４０は、処理部４１０と、記憶部４２０と、入力部４３０と、出力部４４０と、通信部４５０と、を備える。処理部４１０は、家族側端末装置４０の全体を統括的に制御する。記憶部４２０は、処理部４１０の処理に必要な情報を記憶する。入力部４３０は、入力装置を用いて家族側端末装置４０への情報の入力を受け付ける。出力部４４０は、家族側端末装置４０に記憶された情報を出力装置に出力する。通信部４５０は、施設ポイント管理装置１０、施設側端末装置２０、又はポイント発行機関端末装置３０との情報の送信及び受信を仲介する。
　処理部４１０は、施設ポイント発行要求部４１１と、照会要求部４１２と、換金要求部４１３と、を備える。施設ポイント発行要求部４１１は、家族の入力操作に応じた金額の施設ポイントの発行を要求する。施設ポイント発行要求部４１１は、施設Ｓと、被介護者Ｘと、希望する施設ポイントの金額とを含むポイント発行要求情報を生成し、ポイント発行機関端末装置３０に送信する。
　照会要求部４１２は、施設ポイント管理装置１０に対し、施設ポイントの使用に関する情報を要求する。照会要求部４１２は、時期を指定した清算内容に関する照会要求の入力操作を受け付ける。照会要求部４１２は、時期と被介護者Ｘとを特定した照会要求情報を生成し、施設ポイント管理装置１０に送信し、応答として、指定された期間の利用明細書を受信する。
　換金要求部４１３は、発行された施設ポイントの換金を要求するための換金要求情報を生成する。換金要求情報は、換金対象の施設ポイントを有する被介護者Ｘを特定する被介護者特定情報と、換金要求を行う家族の関係者特定情報と、換金を要求する施設ポイントの金額と、を含む。
　図３は、記憶部１２０内の各情報のデータ構造の一例を示す図（その１）である。図３（Ａ）は、施設ポイント情報１２１のデータ構造の一例であり、図３（Ｂ）は、清算情報１２２のデータ構造の一例であり、図３（Ｃ）は、作業単価情報１２３のデータ構造の一例である。
　図３（Ａ）に示すように、施設ポイント情報１２１は、被介護者ＩＤ１２１ａ、氏名１２１ｂ、施設ＩＤ１２１ｃ、施設名称１２１ｄ、日付１２１ｅ、入金額１２１ｆ、出金額１２１ｇ、及び残高１２１ｈを含む。被介護者ＩＤ１２１ａは、被介護者Ｘを特定する識別情報、即ち被介護者特定情報である。氏名１２１ｂは、被介護者ＩＤ１２１ａにより特定される被介護者Ｘの氏名を示す文字列である。
　施設ＩＤ１２１ｃは、施設Ｓを特定する識別情報、即ち施設特定情報である。施設名称１２１ｄは、施設ＩＤ１２１ｃにより特定される施設Ｓの名称を示す文字列である。日付１２１ｅは、施設ポイントの入金又は出金を行った日付を示す情報である。入金額１２１ｆは、施設ポイントの入金、即ち購入を行った金額を示す情報である。出金額１２１ｇは、施設ポイントの出金、即ち施設ポイントの使用金額を示す情報である。残高１２１ｈは、入金又は出金を行った結果、被介護者Ｘに残った施設ポイントの金額を示す情報である。
　施設ポイントの入金、又は出金が行われると、施設ポイント管理装置１０の管理装置側ポイント管理部１１２は、施設ポイント情報１２１のレコードを生成し、該当する金額を記入する。
　図３（Ｂ）に示すように、清算情報１２２は、被介護者ＩＤ１２２ａと、氏名１２２ｂと、施設ＩＤ１２２ｃと、施設名称１２２ｄと、日付１２２ｅと、介護者ＩＤ１２２ｆと、サービス識別情報１２２ｇと、数量１２２ｈと、金額１２２ｉと、を含む。被介護者ＩＤ１２２ａは、被介護者Ｘを特定する識別情報である被介護者特定情報である。氏名１２２ｂは、被介護者ＩＤ１２２ａにより特定される被介護者Ｘの氏名を示す文字列である。
　施設ＩＤ１２２ｃは、清算要求情報を送信した施設側端末装置２０を特定する識別情報である施設特定情報である。施設名称１２２ｄは、施設ＩＤ１２２ｃにより特定される施設Ｓの名称を示す文字列である。日付１２２ｅは、施設ポイント管理装置１０が清算要求情報を取得した日付を示す。介護者ＩＤ１２２ｆは、清算要求情報において、清算要求を行った者として特定される介護者Ｙを特定する情報である。
　サービス識別情報１２２ｇは、清算を要求するサービスの内容を特定する識別情報である。サービス識別情報１２２ｇにより、被介護者Ｘが利用したサービスが、例えば「Ａメニュー」、「チョコレートケーキ」、「七夕イベント参加費」、「おむつ」等のいずれであるかを特定することができる。数量１２２ｈは、サービス識別情報１２２ｇにより特定されるサービスについて、施設Ｓが注文を受け付けた数量を示す値である。金額１２２ｉは、清算を要求されている施設ポイントの金額を示す情報である。
　図３（Ｃ）に示すように、作業単価情報１２３は、サービス識別情報１２３ａと、サービス名１２３ｂと、単価１２３ｃとを含む。サービス識別情報１２３ａは、サービスの内容を特定する識別情報である。サービス名１２３ｂは、サービス識別情報１２３ａにより特定されるサービスの名称を示す文字列である。単価１２３ｃは、サービス識別情報１２３ａにより特定される、１サービス当たりの金額を示す情報である。
　図４は、記憶部１２０内の各情報のデータ構造の一例を示す図（その２）である。図４（Ａ）は、介護者情報１２４のデータ構造の一例であり、図４（Ｂ）は、被介護者情報１２５の一例であり、図４（Ｃ）は、関係者情報１２６のデータ構造の一例である。
　図４（Ａ）に示すように、介護者情報１２４は、介護者ＩＤ１２４ａと、氏名１２４ｂと、資格１２４ｃと、施設ＩＤ１２４ｄと、施設名称１２４ｅと、生体認証ＩＤ１２４ｆと、を含む。介護者ＩＤ１２４ａは、介護者Ｙを特定する識別情報である。氏名１２４ｂは、介護者ＩＤ１２４ａにより特定される介護者Ｙの氏名を示す文字列である。資格１２４ｃは、介護者ＩＤ１２４ａにより特定される介護者Ｙの保有する資格を示す情報である。
　施設ＩＤ１２４ｄは、介護者ＩＤ１２４ａにより特定される介護者Ｙが所属している施設Ｓを特定する施設特定情報である。施設名称１２４ｅは、施設ＩＤ１２４ｄにより特定される施設Ｓの名称を示す文字列である。生体認証ＩＤ１２４ｆは、介護者ＩＤ１２４ａにより特定される介護者Ｙの生体情報を特定する識別情報である。生体認証ＩＤ１２４ｆは、介護者Ｙの生体情報を格納する箇所を示す情報であってもよい。施設ポイント管理装置１０の認証可否判定部１１４は、施設側端末装置２０が取得した介護者Ｙの生体情報と、生体認証ＩＤ１２４ｆにより特定される介護者Ｙの生体情報とを用いて、介護者Ｙの生体認証の可否を判定することができる。
　図４（Ｂ）に示すように、被介護者情報１２５は、被介護者ＩＤ１２５ａと、氏名１２５ｂと、性別１２５ｃと、生年月日１２５ｄと、施設ＩＤ１２５ｅと、施設名称１２５ｆと、入所日１２５ｇと、等級１２５ｈと、生体認証ＩＤ１２５ｉと、を含む。被介護者ＩＤ１２５ａは、被介護者Ｘを特定する被介護者特定情報である。氏名１２５ｂ、性別１２５ｃ、及び生年月日１２５ｄは、各々被介護者ＩＤ１２５ａにより特定される被介護者Ｘの氏名、生年月日、及び性別を示す情報である。
　施設ＩＤ１２５ｅは、被介護者Ｘが入所している施設Ｓを特定する施設特定情報である。施設名称１２５ｆは、施設ＩＤ１２５ｅにより特定される施設Ｓの名称を示す文字列である。入所日１２５ｇは、被介護者ＩＤ１２５ａにより特定される被介護者Ｘが、施設ＩＤ１２５ｅにより特定される施設Ｓに入所した日付を示す情報である。等級１２５ｈは、被介護者Ｘの等級を示す情報である。例えば等級１２５ｈは、被介護者Ｘの要介護度を示す文字列である。
　生体認証ＩＤ１２５ｉは、被介護者ＩＤ１２５ａにより特定される被介護者Ｘの生体情報を特定する識別情報である。生体認証ＩＤ１２５ｉは、被介護者Ｘの生体情報を格納する箇所を示す情報であってもよい。介護者の生体認証と同様に、施設ポイント管理装置１０の認証可否判定部１１４は、施設側端末装置２０が取得した被介護者Ｘの生体情報と、生体認証ＩＤ１２５ｉにより特定される被介護者Ｘの生体情報とを用いて、被介護者Ｘの生体認証の可否を判定することができる。
　図４（Ｃ）に示すように、関係者情報１２６は、関係者ＩＤ１２６ａと、氏名１２６ｂと、関係者区分１２６ｃと、被介護者ＩＤ１２６ｄと、施設ＩＤ１２６ｅと、権限区分１２６ｆと、ＤＬ（Download）区分１２６ｇとを含む。
　関係者ＩＤ１２６ａは、関係者を特定する識別情報である関係者特定情報である。氏名１２６ｂは、関係者ＩＤ１２６ａにより特定される関係者の氏名を示す文字列である。関係者区分１２６ｃは、関係者ＩＤ１２６ａにより特定される関係者と被介護者Ｘとの関係を示す情報であって、例えば、「父」、「叔母」等の続柄を示す情報である。被介護者ＩＤ１２６ｄは、関係者１２６ａにより特定される関係者と関係を有する被介護者Ｘを特定する被介護者特定情報である。施設ＩＤ１２６ｅは、施設Ｓを特定する施設特定情報である。
　権限区分１２６ｆは、関係者ＩＤ１２６ａにより特定される関係者に許容される権限の度合いを示す情報である。例えば、権限区分１２６ｆは、施設ポイントの発行申請可否、照会要求可否、換金要求可否等を含む。ＤＬ区分１２６ｇは、関係者ＩＤ１２６ａにより特定される関係者が、施設ポイント管理装置１０が有する各情報をダウンロードする権限を有するか否かを示す情報である。
　図５は、施設ポイント管理装置１０のハードウェア構成例を示す図である。施設ポイント管理装置１０は、演算装置１１と、メモリ１２と、外部記憶装置１３と、入力ＩＦ（Interface）１４と、出力ＩＦ１５と、通信ＩＦ１６とを備え、各構成要素はバスにより接続されている。
　演算装置１１はＣＰＵ（Central Processing Unit）等の演算装置であり、メモリ１２又は外部記憶装置１３に記録されたプログラムに従って処理を実行する。施設ポイント管理装置１０では、メモリ１２又は外部記憶装置１３上に読み出されたプログラムに従って動作する演算装置１１により処理が行われる。処理部１１０を構成する各処理部は、演算装置１１がプログラムを実行することにより各々の機能を実現する。
　メモリ１２は、ＲＡＭ（Random Access Memory）又はフラッシュメモリ等の記憶装置であり、プログラムやデータが一時的に読み出される記憶エリアとして機能する。外部記憶装置１３は、例えばＨＤＤ（Hard Disk Drive）や、ＣＤ-Ｒ（Compact Disc- Recordable）、ＤＶＤ-ＲＡＭ（Digital Versatile Disk-Random Access Memory）等の書き込み及び読み出し可能な記憶メディア及び記憶メディア駆動装置等である。記憶部１２０は、メモリ１２又は外部記憶装置１３によりその機能が実現される。なお、記憶部１２０は、通信ＩＦ１６を介して接続される記憶装置によってその機能が実現されてもよい。
　入力ＩＦ１４は、操作者からの入力操作を受け付けるためのインターフェイスであり、例えばタッチパネル、キーボード、マウス、マイク等の入力装置が接続される。出力ＩＦ１５は、施設ポイント管理装置１０に内蔵されたＬＣＤ（Liquid Crystal Display）ディスプレイ等の表示装置等に対して情報を出力するためのインターフェイスである。
　通信ＩＦ１６は、施設ポイント管理装置１０をネットワークＮ及びバスに接続するためのインターフェイスであって、例えばＬＡＮ（Local Area Network）カード等の通信デバイスが接続される。通信部１５０は、通信ＩＦ１６によりその機能が実現される。なお、施設ポイント管理装置１０は、図示しない記憶媒体駆動装置を有し、可搬性のメディアから情報を入出力してもよい。
　なお、施設ポイント管理装置１０の各構成要素の処理は、１つのハードウェアで実行されてもよいし、複数のハードウェアで実行されてもよい。また、施設ポイント管理装置１０の各構成要素の処理は、１つのプログラムで実現されてもよいし、複数のプログラムで実現されてもよい。
　施設側端末装置２０、介護者端末装置２１、ポイント発行機関端末装置３０、及び家族側端末装置４０のハードウェア構成は、施設ポイント管理装置１０と同様であるため、説明を省略する。
　図６は、施設ポイント発行処理の一例を示すシーケンス図である。本実施形態では、本処理開始前に、家族が被介護者Ｘの名義の通帳を施設Ｓに預け、管理を依頼する。本シーケンス図の処理は、例えば介護者Ｙ又は他の施設担当者が金融機関に出向き、預かっている通帳の口座に対し、被介護者Ｘの現金を入金すると開始される。なお、本図に示す例において、ポイント発行機関端末装置３０は、被介護者Ｘの有する預金を資金として施設ポイントを発行するが、施設ポイントの資金は被介護者Ｘの名義の預金に限定されない。例えば、家族の有する預金を資金として施設ポイントが発行されてもよい。
　まず、ポイント発行機関端末装置３０の預金管理部３１１は、預金残高を更新する（ステップＳ１）。具体的には、預金管理部３１１は、指定された被介護者Ｘの口座に、指定された金額を預金する。その結果、被介護者Ｘの口座に、指定された金額の金銭が預け入れられる。
　次に、家族側端末装置４０の施設ポイント発行要求部４１１は、購入する施設ポイントについて、金額、施設Ｓ、及び被介護者Ｘの指定を受け付ける（ステップＳ２）。具体的には、施設ポイント発行要求部４１１は、発行を要求する施設ポイントの金額と、対象の施設Ｓと、対象の被介護者Ｘと、の入力を受け付ける。
　次に、家族側端末装置４０の施設ポイント発行要求部４１１は、施設ポイントの発行申請を示す情報をポイント発行機関端末装置３０に送信する（ステップＳ３）。具体的には、施設ポイント発行要求部４１１は、ステップＳ２で指定された施設ポイントの金額と、対象の施設特定情報と、対象の被介護者特定情報と、を含むポイント発行要求情報を生成し、ポイント発行機関端末装置３０に送信する。なお、施設ポイントの資金が被介護者Ｘ以外の口座の預金である場合、ポイント発行要求情報は、施設ポイントの資金となる口座を示す情報が含まれていてもよい。
　付言すれば、家族側端末装置４０の施設ポイント発行要求部４１１は、ポイント発行要求情報を、施設ポイント管理装置１０に送信してもよい。施設ポイント管理装置１０がポイント発行要求情報を受信すると、発行ポイント情報取得部１１３は、ポイント発行機関側端末装置３０に対し、家族側端末装置４０に代わって施設ポイントの発行を要求する。
　次に、ポイント発行機関端末装置３０の施設ポイント発行部３１２は、預金残高を参照し、施設ポイントの購入可否を判定する（ステップＳ４）。具体的には、施設ポイント発行部３１２は、ステップＳ３で受信したポイント発行要求情報に含まれる、対象の被介護者特定情報を用いて、被介護者Ｘの口座を特定する。施設ポイント発行部３１２は、特定した口座について、ステップＳ１で更新した預金残高が、ポイント発行要求情報に含まれる施設ポイントの金額以上である場合に、施設ポイントの購入が可能であると判定する。なお、ポイント発行要求に含まれる施設ポイントの金額が、預金残高を上回る場合、本シーケンス図の処理は終了する。
　次に、ポイント発行機関端末装置３０の施設ポイント発行部３１２は、発行申請の受領を通知する（ステップＳ５）。具体的には、施設ポイント発行部３１２は、ステップＳ３で受信したポイント発行要求情報に含まれる情報と、ポイント発行要求情報を送信した家族を特定する関係者特定情報と、を含む発行申請受領通知を生成し、施設ポイント管理装置１０に送信する。
　次に、施設ポイント管理装置１０の承認要求部１１６は、施設ポイントの発行申請可否を判定する（ステップＳ６）。具体的には、承認要求部１１６は、発行申請受領通知に含まれる関係者特定情報と、対象の施設特定情報とを用いて、関係者情報１２６を参照する。承認要求部１１６は、家族特定情報を関係者ＩＤ１２６ａに含み、対象の施設特定情報を施設ＩＤ１２６ｅに含む関係者情報１２６のレコードを特定し、当該レコードの権限区分１２６ｆが、施設ポイントの発行申請が可能である権限であるか否かを判定する。なお、承認要求部１１６が、家族が施設ポイントの発行申請権限を有さないと判定する場合、承認要求部１１６は本シーケンス図の処理を終了する。
　次に、施設ポイント管理装置１０の承認要求部１１６は、施設ポイント発行の承認要求を示す情報を施設側端末装置２０に送信する（ステップＳ７）。具体的には、承認要求部１１６は、ステップＳ４で受信した発行申請受領通知に含まれる施設特定情報を用いて、承認要求の送付先の施設Ｓを特定する。承認要求部１１６は、発行申請受領通知に含まれる、施設ポイントの金額と、対象の被介護者特定情報とを含む承認要求を、承認要求の送付先に送信する。
　次に、施設側端末装置２０の承認受付部２１２は、承認を示す入力操作を受け付け、施設ポイント管理装置１０に送信する（ステップＳ８）。具体的には、承認受付部２１２は、介護者Ｙ又は他の施設担当者による承認の入力操作を受け付ける。承認受付部２１２は、承認の入力操作を受け付けたことを示す情報を、施設ポイント管理装置１０に送信する。
　次に、施設ポイント管理装置１０の承認要求部１１６は、ポイント発行機関端末装置３０に対し、承認を受け付けたことを示す情報を送信する（ステップＳ９）。
　次に、ポイント発行機関端末装置３０の預金管理部３１１は、指定された金額を預金から引き落として、預金残高を更新する（ステップＳ１０）。具体的には、預金管理部３１１は、ステップ４で受信したポイント発行要求情報に含まれる金額の施設ポイントの対価を特定し、被介護者Ｘの預金から引き落とす。預金管理部３１１は、被介護者Ｘの預金残高を示す情報を更新する。
　次に、ポイント発行機関端末装置３０の施設ポイント発行部３１２は、発行機関側施設ポイント情報３２１を生成する（ステップＳ１１）。具体的には、施設ポイント発行部３１２は、ステップＳ３で受信したポイント発行要求情報に含まれる被介護者特定情報と、施設特定情報との組み合わせに対し、発行した施設ポイントの金額を関連付けた発行機関側施設ポイント情報３２１を生成し、記憶部３２０に記憶させる。その後、施設ポイント発行部３１２は、発行した施設ポイントの金額と、被介護者特定情報と、施設特定情報とを、施設ポイント管理装置１０に送信する。
　次に、施設ポイント管理装置１０の管理装置側ポイント管理部１１２は、施設ポイント情報１２１を生成する（ステップＳ１２）。具体的には、施設ポイント管理装置１０の発行ポイント情報取得部１１３が、ポイント発行機関端末装置３０から送信された、発行済みの施設ポイントに関する情報を取得すると、管理装置側ポイント管理部１１２は、施設ポイント情報１２１の新たなレコードを生成する。管理装置側ポイント管理部１１２は、ステップＳ１１において施設ポイント発行部３１２から送信された被介護者特定情報を被介護者ＩＤ１２１ａとし、対象の施設特定情報を施設ＩＤ１２１ｃとし、発行済みの施設ポイントの金額を入金額１２１ｆとして、新たなレコードに記録する。
　なお、管理装置側ポイント管理部１１２は、生成したレコードに含まれる被介護者ＩＤ１２１ａと施設ＩＤ１２１ｃとの組み合わせを含むレコードがすでに施設ポイント情報１２１に存在する場合、被介護者Ｘはすでに施設ポイントを保有しているものとして、当該レコードの残高１２１ｈと入金額１２１ｆとを加算して、新たに生成したレコードの残高１２１ｈとする。その後、本シーケンス図の処理が終了する。
　付言すれば、本実施形態において、ポイント発行機関端末装置３０における施設ポイントの発行の際、施設側端末装置２０の承認が必要となる。即ち、施設ポイント管理装置１０の管理装置側ポイント管理部１１２は、施設側端末装置２０により承認された施設ポイントの施設ポイント情報１２１を生成する。これにより、施設側端末装置２０は、施設ポイントの発行を管理することができる。なお、施設ポイント発行時の施設側端末装置２０の承認は、必須ではない。施設側端末装置２０は、ポイント発行機関端末装置３０又は施設ポイント管理装置１０から、発行された施設ポイントの金額を事後的に取得するものであってもよい。
　図７は、施設ポイント管理装置１０における定期発行申請処理の一例を示すフローチャートである。図６に示す施設ポイント発行処理では、家族側端末装置４０からの施設ポイントの発行申請の都度、施設ポイントを発行する。図７に示す定期発行申請処理では、施設ポイント管理装置１０の管理に基づいて、定期的に施設ポイントが発行される。
　まず、発行ポイント情報取得部１１３は、家族側端末装置４０から、定期的に購入する施設ポイントの金額を指定した定期発行要求情報を受信する（ステップＳ２１）。具体的には、発行ポイント情報取得部１１３は、所定期間（例えば１か月）に購入する施設ポイントの金額と、施設特定情報と、被介護者特定情報とを含む定期発行要求情報を家族側端末装置４０から受信する。
　次に、発行ポイント情報取得部１１３は、購入時期が到来したか否かを判定する（ステップＳ２２）。例えば、発行ポイント情報取得部１１３は、予め定められた定期的な時期（例えば毎月１日）が到来したか否かを判定する。発行ポイント情報取得部１１３が、購入時期が到来していないと判定する場合（ステップＳ２２で「ＮＯ」の場合）、発行ポイント情報取得部１１３は、購入時期が到来するまでステップＳ２２の処理を繰り返す。
　次に、ステップＳ２３で行われる処理は、図６のステップＳ６で行われる処理と同様であるため、説明を省略する。
　発行ポイント情報取得部１１３が、購入時期が到来したと判定する場合（ステップＳ２２で「ＹＥＳ」の場合）、発行ポイント情報取得部１１３は、ポイント発行機関端末装置３０に、施設ポイントの発行申請を示す情報を送信する（ステップＳ２４）。具体的には、発行ポイント情報取得部１１３は、ステップＳ２１で取得した定期発行要求情報に含まれる施設特定情報と、被介護者特定情報と、施設ポイントの金額と、定期発行要求情報を送信した家族側端末装置４０を操作する関係者を示す関係者特定情報とを含む施設ポイントの発行申請を、ポイント発行機関端末装置３０に送信する。
　次に、発行ポイント情報取得部１１３は、発行申請受領通知を受信する（ステップＳ２５）。本ステップにおいて発行ポイント情報取得部１１３が取得する発行申請受領通知は、図６のステップＳ５においてポイント発行機関端末装置３０が施設ポイント管理装置１０に送信するものである。
　ステップＳ２６の処理は、図６のステップＳ７の処理と同様であるため、説明を省略する。
　次に、承認要求部１１６は、承認を示す情報を受信する（ステップＳ２７）。本ステップにおいて承認要求部１１６が受信する、承認の入力操作を受け付けたことを示す情報は、図６のステップＳ８において施設側端末装置２０から送信される情報である。
　次に、ステップＳ２８、及びステップＳ２９で行われる処理は、図６のステップＳ９及びステップＳ１２で行われる処理と同様であるため、説明を省略する。
　以上の定期発行申請処理によれば、家族のその都度の申請に依らずとも、定期的に施設ポイントが発行されるため、施設ポイント発行の申請のし忘れを防ぐことができ、利便性が向上する。なお、ステップＳ２３において、定期的な発行申請の際に、家族について発行申請可否を判定するため、家族の状況に変化があった場合にも、施設ポイントを発行するか否かを適切に判定することができる。なお、定期的な発行申請の都度、発行申請可否を判定することが煩雑であれば、ステップＳ２３の処理は省略してもよい。
　図８は、清算処理の一例を示すシーケンス図である。介護者Ｙが介護者端末装置２１を起動し、介護者Ｙ自身の生体情報を読み込ませると、本シーケンス図の処理が開始される。
　まず、施設側端末装置２０の認証要求部２１３は、介護者Ｙの生体情報を取得して認証を要求する（ステップＳ３１）。具体的には、認証要求部２１３は、介護者端末装置２１の取得した介護者Ｙの生体情報を施設ポイント管理装置１０に送信し、介護者Ｙの認証を要求する。
　次に、施設ポイント管理装置１０の認証可否判定部１１４は、生体情報を用いて認証を実行し、認証結果を施設側端末装置２０に通知する（ステップＳ３２）。具体的には、認証可否判定部１１４は、ステップＳ３１で取得した介護者Ｙの生体情報と、予め登録された生体情報とを比較することにより、介護者Ｙが予め登録された者であるか否かを判定し、判定結果を施設側端末装置２０に送信する。判定結果には、認証された介護者Ｙを特定する介護者特定情報が含まれる。なお、認証可否判定部１１４は、前述したように、他の生体認証端末装置に介護者Ｙの生体認証を依頼し、得た認証結果を施設側端末装置２０に送信してもよい。
　次に、施設側端末装置２０の認証要求部２１３は、被介護者Ｘの生体情報を取得して認証を要求する（ステップＳ３３）。具体的には、認証要求部２１３は、ステップ３２において施設ポイント管理装置１０から送信された認証結果が、認証成功であることを示す情報である場合、被介護者Ｘの生体情報を読み取るための管理画面を介護者端末装置２１に表示させる。認証要求部２１３は、管理画面の操作により介護者端末装置２１に入力された被介護者Ｘの生体情報を取得し、施設ポイント管理装置１０に送信する。なお、ステップＳ３２において施設ポイント管理装置１０から送信された認証結果が、認証失敗であることを示す情報である場合、認証要求部２１３は被介護者Ｘの生体情報の取得を抑制する。
　次に、施設ポイント管理装置１０の認証可否判定部１１４は、生体情報を用いて認証を実行し、認証結果を施設側端末装置２０に送信する（ステップＳ３４）。具体的には、認証可否判定部１１４は、ステップＳ３３で取得した被介護者Ｘの生体情報と、予め登録された生体情報とを比較することにより、被介護者Ｘが予め登録された者であるか否かを判定し、判定結果を施設側端末装置２０に送信する。判定結果には、認証された被介護者Ｘを特定する被介護者特定情報が含まれる。認証可否判定部１１４は、介護者Ｙの生体認証と同様に、他の生体認証端末装置に被介護者Ｘの生体認証を依頼し、得た認証結果を施設側端末装置２０に送信してもよい。
　次に、施設側端末装置２０の清算要求部２１１は、商品又はサービスの選択を受け付けて、清算要求情報を施設ポイント管理装置１０に送信する（ステップＳ３５）。具体的には、清算要求部２１１は、ステップ３４において施設ポイント管理装置１０から送信された認証結果が、認証成功であることを示す情報である場合、商品又はサービスの選択を受け付けるための管理画面を介護者端末装置２１に表示させる。清算要求部２１１は、管理画面の操作により介護者端末装置２１に入力された商品又はサービスのサービス識別情報と、商品の数量とを取得する。
　清算要求部２１１は、ステップＳ３１及びステップＳ３３において認証を要求した施設側端末装置２０を有する施設Ｓを特定する施設特定情報と、ステップＳ３４において取得した被介護者特定情報と、ステップＳ３５で取得したサービス識別情報とを含む清算要求情報を生成する。清算要求部２１１は、生成した清算要求情報を施設ポイント管理装置１０に送信する。なお、清算要求情報には、ステップＳ３２において取得した介護者特定情報が含まれていてもよい。付言すれば、ステップＳ３４において施設ポイント管理装置１０から送信された認証結果が、認証失敗であることを示す情報である場合、認証要求部２１３はサービス識別情報の取得を抑制する。
　次に、施設ポイント管理装置１０の使用情報取得部１１１は、使用する施設ポイントの金額を特定する（ステップＳ３６）。具体的には、使用情報取得部１１１は、ステップＳ３５において取得したサービス識別情報を用いて作業単価情報１２３を参照し、対応する単価１２３ｃを特定する。使用情報取得部１１１は、単価１２３ｃに対し、ステップＳ３５において取得した数量を乗算することにより、使用する施設ポイントの金額を特定する。
　次に、承認要求部１１６は、特定した金額と被介護者Ｘとを通知し、承認を要求する（ステップＳ３７）。具体的には、承認要求部１１６は、ステップＳ３６で特定した施設ポイントの金額と、ステップＳ３５で取得した被介護者特定情報とを含む承認要求を、施設側端末装置２０に送信する。承認要求には、ステップＳ３２で取得した介護者特定情報が含まれていてもよい。
　次に、施設側端末装置２０の承認受付部２１２は、承認の入力操作を受け付けると、承認を示す情報を施設ポイント管理装置１０に送信する（ステップＳ３８）。具体的には、承認受付部２１２は、ステップＳ３７で施設ポイント管理装置１０から送信された承認要求に含まれる情報を表示し、介護者Ｙ又は他の施設担当者から承認の入力操作を受け付ける。承認受付部２１２は、承認されたことを示す情報を、施設ポイント管理装置１０に送信する。
　なお、承認要求に介護者特定情報が含まれる場合、承認受付部２１２は、承認要求に含まれる介護者特定情報を用いて、対象の介護者端末装置２１を特定する。承認受付部２１２は、特定した介護者端末装置２１に、承認要求に含まれる被介護者Ｘと、商品の金額とを表示させ、承認の入力操作を受け付けることができる。
　次に、施設ポイント管理装置１０の使用情報取得部１１１は、清算内容をポイント発行機関端末装置３０に通知する（ステップＳ３９）。具体的には、使用情報取得部１１１は、ステップＳ３８において承認された承認要求に含まれる施設ポイントの金額と、被介護者特定情報と、施設側端末装置２０を有する施設Ｓの施設特定情報とをポイント発行機関端末装置３０に送信する。
　次に、ポイント発行機関端末装置３０の発行機関側ポイント管理部３１３は、発行機関側施設ポイント情報３２１を生成する（ステップＳ４０）。具体的には、発行機関側ポイント管理部３１３は、発行機関側施設ポイント情報３２１を参照し、ステップＳ３９で受信した通知に含まれる施設特定情報と、被介護者特定情報との組み合わせ対応する残高を特定する。発行機関側ポイント管理部３１３は、ステップＳ３９で受信した通知に含まれる施設ポイントの金額を、特定した残高から減算し、清算後の施設ポイントの残高を得る。発行機関側ポイント管理部３１３は、施設特定情報と、被介護者特定情報と、当該残高とを関連付けた発行機関側施設ポイント情報３２１のレコードを生成する。
　次に、施設ポイント管理装置１０の管理装置側ポイント管理部１１２は、施設ポイント情報１２１を生成する（ステップＳ４１）。具体的には、管理装置側ポイント管理部１１２は、施設ポイント情報１２１を参照し、ステップＳ３９においてポイント発行機関端末装置３０に送信した通知に含まれる施設特定情報と、被介護者特定情報との組み合わせに対応する残高１２１ｈを特定する。管理装置側ポイント管理部１１２は、ステップＳ３９で送信した通知に含まれる施設ポイントの金額を、特定した残高１２１ｈから減算し、清算後の施設ポイントの残高を得る。管理装置側ポイント管理部１１２は、特定した被介護者特定情報を被介護者ＩＤ１２１ａとし、特定した施設特定情報を施設ＩＤ１２１ｃとし、施設ポイントの金額を出金額１２１ｇとし、清算後の施設ポイントの残高を残高１２１ｈとした施設ポイント情報１２１のレコードを生成する。その後、本シーケンス図の処理が終了する。
　なお、本実施形態では、施設ポイント管理装置１０及びポイント発行機関端末装置３０の各々で、施設ポイント情報を管理している。しかしながら、施設ポイントの管理は、施設ポイント管理装置１０のみが行うものであってもよい。
　付言すれば、本実施形態では、施設ポイント管理装置１０は、施設ポイント情報１２１を参照し、ステップＳ３５において施設側端末装置２０から送信される清算要求情報に含まれる施設特定情報と、被介護者特定情報との組み合わせに関連する残高を用いて清算を行う。被介護者Ｘが２つの施設Ｓに所属しており、施設Ｓ１の施設ポイントを有している場合において、他の施設Ｓ２からの清算要求情報を施設ポイント管理装置１０が受信した場合、施設ポイント管理装置１０は施設Ｓ１の施設ポイントを使用した清算を抑制する。即ち、一方の施設Ｓ１において利用したサービスの対価を、他方の施設Ｓ２の施設ポイントで支払うことが抑制される。
　本実施形態により、施設Ｓごとに施設ポイントが発行され、他の施設Ｓでの施設ポイントの使用が制限されるため、施設ポイントの流出を防ぐことができる。特に、被介護者Ｘの金銭管理の能力が欠ける場合であっても、第三者の施設ポイントの不正使用を予防することができる。
　また、本実施形態では、認証可と判定された施設担当者から送信される清算要求情報を施設ポイント管理装置１０が受信すると、認証可と判定された被介護者Ｘの施設ポイントの清算が実行される。従って、他者の施設ポイントの使用を防ぎ、より適切に施設ポイントを管理することができる。
　図９は、施設ポイント管理装置１０における追加購入要求処理の一例を示すフローチャートである。本フローチャートの処理は、施設ポイント管理装置１０において、例えば定期的に実行される。
　まず、管理装置側ポイント管理部１１２は、対象の被介護者Ｘを特定する（ステップＳ５１）。具体的には、管理装置側ポイント管理部１１２は、被介護者情報１２５に含まれる被介護者ＩＤ１２５ａの中から、処理対象の被介護者特定情報を特定する。
　次に、管理装置側ポイント管理部１１２は、ひと月あたりの平均使用額を算出する（ステップＳ５２）。具体的には、管理装置側ポイント管理部１１２は、ステップＳ５１で特定した被介護者特定情報を用いて清算情報１２２を参照し、ひと月あたりの施設ポイントの金額１２２ｉを使用して平均使用額を算出する。
　次に、管理装置側ポイント管理部１１２は、残高が平均使用額以下であるか否かを判定する（ステップＳ５３）。具体的には、管理装置側ポイント管理部１１２は、ステップＳ５１で特定した被介護者特定情報を用いて施設ポイント情報１２１を参照し、残高１２１ｈを特定する。管理装置側ポイント管理部１１２は、特定した残高が、ステップＳ５２で算出した平均使用額以下であるか否かを判定する。
　管理装置側ポイント管理部１１２が、残高が平均使用額以下でないと判定する場合（ステップＳ５３で「ＮＯ」の場合）、処理部１１０は本フローチャートの処理を終了する。
　管理装置側ポイント管理部１１２が、残高が平均使用額以下であると判定する場合（ステップＳ５３で「ＹＥＳ」の場合）、管理装置側ポイント管理部１１２は、家族側端末装置４０に追加の施設ポイントの購入を促す通知を送信する（ステップＳ５４）。具体的には、管理装置側ポイント管理部１１２は、関係者情報１２６を参照し、ステップＳ５１で特定した被介護者特定情報を被介護者ＩＤ１２６ｄに含むレコードを特定する。管理装置側ポイント管理部１１２は、特定したレコードに含まれる関係者ＩＤ１２６ａを特定し、当該関係者の有する家族側端末装置４０に対し、施設ポイントの追加購入を促す通知を送信する。その後、処理部１１０は本フローチャートの処理を終了する。
　以上、本実施形態では、ひと月あたりの平均使用額を基準額とし、施設ポイントの残高が基準額を下回る場合に、施設ポイントの追加購入を促す通知を家族側端末装置４０に送信した。なお、基準額はひと月あたりの平均使用額に限定されるものではない。例えば、どの被介護者Ｘに対しても共通する固定額を基準額としてもよいし、特別な季節イベントがある月は基準額を増加するなど、補正値の入力操作を受け付けて基準額を決定してもよい。
　本実施形態では、被介護者Ｘの施設ポイントの使用状況に応じた基準値を設け、適切なタイミングで追加購入を促す通知を家族側端末装置４０に送信することができる。これにより、使用時に施設ポイントが不足する事態を予防することができる。
　図１０は、施設ポイント使用報告処理の一例を示すシーケンス図である。施設ポイント管理装置１０は、例えば定期的又は家族側端末装置４０からの問い合わせに応じて、施設ポイントの使用状況や介護サービスの内容に関する報告書を送信する。
　まず、施設側端末装置２０の清算要求部２１１は、施設ポイント管理装置１０に対し、施設ポイントの使用報告書の送信を要求する（ステップＳ６１）。清算要求部２１１が送信する情報には、施設ポイント使用報告書の対象となる被介護者特定情報が含まれている。清算要求部２１１は、施設側端末装置２０に対する入力操作に応じて、施設ポイントの使用報告書の送信を施設ポイント管理装置１０に要求してもよいし、設定に基づいて定期的に要求してもよい。付言すれば、ステップＳ６２以降の処理は、清算要求部２１１による要求を契機とせずに施設ポイント管理装置１０において定期的に実行されてもよい。
　次に、施設ポイント管理装置１０の使用報告部１１５は、所定期間の使用額に関する使用報告書を生成する（ステップＳ６２）。具体的には、使用報告部１１５は、ステップＳ６１で受信した要求に含まれる被介護者特定情報を被介護者ＩＤ１２２ａに含み、日付１２２ｅが現時点から所定期間遡った期間内に存在する清算情報１２２のレコードを抽出する。使用報告部１１５は、抽出したレコードを用いて使用報告書を生成する。生成した使用報告書には、所定期間の金額１２２ｉのほか、サービス識別情報１２２ｇにより特定されるサービス内容が含まれている。
　次に、使用報告部１１５は、ステップＳ６２で作成した使用報告書を家族側端末装置４０に送信する（ステップＳ６３）。
　次に、家族側端末装置４０の照会要求部４１２は、使用報告書に関する照会要求の入力操作を受け付ける（ステップＳ６４）。具体的には、照会要求部４１２は、ステップＳ６３により受信した使用報告書のレコードのうち、照会を要求したいレコードを指定する入力操作を受け付ける。なお、照会要求部４１２は、照会内容を選択するための選択肢を表示することができる。選択肢には、例えば費用の細目、サービス内容、サービス提供位置が含まれる。照会要求部４１２は、照会内容を選択する入力操作を受け付ける
　次に、家族側端末装置４０の照会要求部４１２は、照会要求を示す情報を施設ポイント管理装置１０に送信する（ステップＳ６５）。照会要求部４１２は、ステップＳ６４において指定された使用報告書のレコードと、照会内容とを特定した、照会要求を示す情報を送信する。
　次に、施設ポイント管理装置１０の使用報告部１１５は、照会要求の応答を表示する（ステップＳ６６）。具体的には、使用報告部１１５は、ステップＳ６５で指定された使用報告書のレコードと、照会内容に応じた情報とを含む応答を生成し、ディスプレイに表示する。なお、使用報告部１１５は、照会内容として、例えば費用の細目が選択された場合、対象の使用報告書のレコードに含まれるサービス識別情報を用いて作業単価情報１２３を参照し、サービス識別情報１２３ａに対応するサービス名１２３ｂと単価１２３ｃとを含む応答を生成する。
　また、照会内容として、例えばサービス内容が選択された場合、使用報告部１１５は、対象の使用報告書のレコードに含まれるサービス識別情報を用いて、記憶部１２０の図示しない領域に含まれるサービス内容関連情報を参照し、サービス識別情報により特定されるサービスの説明に関する情報を取得する。使用報告部１１５は、取得したサービスの説明に関する情報を含む応答を生成する。
　また、照会内容として、例えばサービス提供位置が選択された場合、使用報告部１１５は、対象の使用報告書のレコードに含まれる介護者識別情報と、日付とを特定する。使用報告部１１５は、記憶部１２０の図示しない領域に記憶された作業記録情報を参照する。作業記録情報には、介護者特定情報と、介護者端末装置２１が介護者Ｙの生体情報を読み取った時の日付及び位置情報が含まれている。使用報告部１１５は、特定した介護者識別情報と日付との組み合わせと関連する位置情報を特定し、該位置情報を含む応答を生成する。なお、使用報告部１１５が応答として家族側端末装置４０に送信する照会内容は、費用の細目、サービス内容、及びサービス提供位置に限定されない。
　次に、使用報告部１１５は、応答を家族側端末装置４０に送信する（ステップＳ６７）。使用報告部１１５は、ステップＳ６６で生成した応答を家族側端末装置４０に送信する。なお、使用報告部１１５は、施設ポイント管理装置１０を操作する施設ポイント管理サービスの事業者からの、応答への入力操作を受け付けてもよい。その後、本シーケンス図の処理が終了する。
　以上、本実施形態によれば、施設ポイントの使用状況について、任意のタイミングで家族側端末装置４０に報告書を送信することができ、費用清算の公正性が担保される。これにより、預り金を施設Ｓが不正使用する等の事態を抑止することができる。
　図１１は、施設ポイント換金処理の一例を示すシーケンス図である。本実施形態では、予め設定された換金条件を満たす場合に、発行した施設ポイントを換金することができる。
　まず、家族側端末装置４０の換金要求部４１３は、施設ポイントの換金要求情報を施設ポイント管理装置１０に送信する（ステップＳ７１）。換金要求情報には、対象の被介護者識別情報と、換金要求を行う家族を特定する関係者特定情報と、換金を要求する施設ポイントの金額と、が含まれている。
　次に、施設ポイント管理装置１０の管理装置側ポイント管理部１１２は、換金要求が所定の条件を満たすか否かを判定する（ステップＳ７２）。具体的には、管理装置側ポイント管理部１１２は、記憶部１２０の図示しない領域に記憶された換金条件を参照し、ステップＳ７１で受信した換金要求が換金条件を満たすか否かを判定する。換金条件とは、例えば被介護者Ｘの死亡診断書や、権限のある家族の身分証明書や、委任状等の提出である。なお、管理装置側ポイント管理部１１２が、換金条件を満たすと判定する場合、ステップＳ７３及びステップＳ７４の処理を省略する。
　次に、管理装置側ポイント管理部１１２は、換金条件を満たさない場合に、換金条件に含まれる情報を要求する（ステップＳ７３）。具体的には、管理装置側ポイント管理部１１２は、換金条件を満たすために必要な情報であって、まだ提出されていない情報がある場合に、家族側端末装置４０に対して情報の送信を要求する。なお、換金条件に、権限のある家族からの換金要求であることが含まれる場合、管理装置側ポイント管理部１１２は、関係者情報１２６を参照し、換金要求に含まれる関係者特定情報を関係者ＩＤ１２６ａに含むレコードを特定する。管理装置側ポイント管理部１１２は、特定したレコードの権限区分１２６ｆを参照することにより、換金要求を行った家族が換金権限を有するか否かを判定することができる。
　次に、家族側端末装置４０の換金要求部４１３は、要求された情報を送信する（ステップＳ７４）。換金要求部４１３は、ステップＳ７３で要求された情報の入力操作を受け付け、施設ポイント管理装置１０に送信する。
　次に、施設ポイント管理装置１０の管理装置側ポイント管理部１１２は、施設ポイントの換金要求を示す情報をポイント発行機関端末装置３０に送信する（ステップＳ７５）。具体的には、管理装置側ポイント管理部１１２は、家族側端末装置４０から受信した換金要求情報と、ステップＳ７４で家族側端末装置４０から送信された情報とを、ポイント発行機関端末装置３０に送信する。
　次に、ポイント発行機関端末装置３０の発行機関側ポイント管理部３１３は、施設ポイントを換金し、所定の口座に預金する（ステップＳ７６）。具体的には、発行機関側ポイント管理部３１３は、ステップＳ７５で施設ポイント管理装置１０から送信された換金要求情報に含まれる被介護者特定情報を参照し、被介護者Ｘの口座を特定する。また、発行機関側ポイント管理部３１３は、換金要求情報に含まれる施設ポイントの金額を特定する。その後、預金管理部３１１が、施設ポイントに相当する金額を被介護者Ｘの口座に預金する。
　なお、発行機関側ポイント管理部３１３は、被介護者Ｘの口座への預金に代えて、家族の有する口座に預金してもよい。その場合、発行機関側ポイント管理部３１３は、換金要求情報に含まれる関係者特定情報を用いて、換金対象の施設ポイントに相当する金額を関係者の口座に預金する。
　次に、発行機関側ポイント管理部３１３は、換金終了を施設ポイント管理装置１０に通知する（ステップＳ７７）。
　次に、施設ポイント管理装置１０の管理装置側ポイント管理部１１２は、換金終了を家族側端末装置４０に送信する。（ステップＳ７８）
　次に、施設ポイント管理装置１０の管理装置側ポイント管理部１１２は、施設ポイント情報１２１を更新する（ステップＳ７９）。具体的には、管理装置側ポイント管理部１１２は、施設ポイント情報１２１を参照し、ステップＳ７８で通知した換金終了の対象である換金要求情報に含まれる被介護者特定情報を被介護者ＩＤ１２１ａに含むレコードを特定する。管理装置側ポイント管理部１１２は、特定したレコードの残高１２１ｈから、換金要求情報に含まれる、換金対象の施設ポイントの金額を減額して新たなレコードを作成し、施設ポイント情報１２１を更新する。その後、本シーケンス図の処理が終了する。
　以上、本実施形態によれば、施設Ｓ内で利用する施設ポイントを効率的に管理する施設ポイント管理システム１において、施設ポイントを適正に換金することができ、被介護者Ｘや家族の利便性が向上する。
　以上、本発明に係る各実施形態の説明を行ってきたが、本発明は、上記した実施形態の一例に限定されるものではなく、様々な変形例が含まれる。例えば、上記した実施形態の一例は、本発明を分かり易くするために詳細に説明したものであり、本発明は、ここで説明した全ての構成を備えるものに限定されない。また、ある実施形態の一例の構成の一部を他の一例の構成に置き換えることが可能である。また、ある実施形態の一例の構成に他の一例の構成を加えることも可能である。また、各実施形態の一例の構成の一部について、他の構成の追加・削除・置換をすることもできる。また、上記の各構成、機能、処理部、処理手段等は、それらの一部又は全部を、例えば集積回路で設計する等によりハードウェアで実現してもよい。また、図中の制御線や情報線は、説明上必要と考えられるものを示しており、全てを示しているとは限らない。ほとんど全ての構成が相互に接続されていると考えてもよい。
　また、上記の施設ポイント管理装置１０、施設側端末装置２０、ポイント発行機関端末装置３０、及び家族側端末装置４０の機能構成は、理解を容易にするために、主な処理内容に応じて分類したものである。構成要素の分類の仕方や名称によって、本願発明が制限されることはない。上述に示す通り、施設ポイント管理装置１０、施設側端末装置２０、ポイント発行機関端末装置３０、及び家族側端末装置４０の構成は、処理内容に応じて、さらに多くの構成要素に分類することもできる。また、１つの構成要素がさらに多くの処理を実行するように分類することもできる。

Claims (12)

  1. 　特定の施設内で発生する対価の支払いに使用する施設ポイントの残高を含む施設ポイント情報を記憶する記憶部と、
    　前記施設が有する施設側端末装置と通信を行う通信部と、
    　前記施設側端末装置から、前記施設を特定する施設特定情報と、前記施設内でサービスを受ける受益者を特定する受益者特定情報と、前記サービスの内容とを含む清算要求情報を取得する使用情報取得部と、
    　前記清算要求情報を取得すると、前記サービスの金額を特定して前記受益者の前記施設ポイント情報を生成する管理装置側ポイント管理部と、
    　を備えることを特徴とする、施設ポイント管理装置。
  2. 　請求項１に記載の施設ポイント管理装置であって、
    　前記通信部は、施設ポイントを発行する機関が有するポイント発行機関端末装置と通信を行い、
    　前記ポイント発行機関端末装置から、前記受益者に対して発行した前記施設ポイントの金額を取得する発行ポイント情報取得部を備え、
    　前記管理装置側ポイント管理部は、前記発行ポイント情報取得部の取得した前記金額を用いて前記施設ポイント情報を生成することを特徴とする、施設ポイント管理装置。
  3. 　請求項２に記載の施設ポイント管理装置であって、
    　前記ポイント発行機関端末装置から、前記施設ポイントの発行申請受領通知を受信すると、前記施設側端末装置に対し、前記施設ポイントの発行の承認要求を送信する承認要求部を備え、
    　前記管理装置側ポイント管理部は、前記施設側端末装置により承認された前記施設ポイントの前記施設ポイント情報を生成することを特徴とする、施設ポイント管理装置。
  4. 　請求項１に記載の施設ポイント管理装置であって、
    　前記施設ポイント情報には、複数の前記施設について、各々前記施設特定情報と、前記施設内の前記受益者を特定する前記受益者特定情報と、前記残高とが関連付けられており、
    　前記管理装置側ポイント管理部は、前記清算要求情報に含まれる前記施設特定情報と前記受益者特定情報との組み合わせに関連する前記残高を用いて清算を行い、
    　前記施設ポイント情報の、あるレコードに含まれる前記施設と異なる施設からの前記清算要求情報を取得した場合に、前記レコードに関する清算を抑制することを特徴とする、施設ポイント管理装置。
  5. 　請求項１に記載の施設ポイント管理装置であって、
    　施設担当者及び前記受益者の生体情報を取得して認証可否を判定する認証可否判定部を備え、
    　前記管理装置側ポイント管理部は、認証可と判定された前記施設担当者から送信される前記清算要求情報を取得すると、認証可と判定された前記受益者に係る前記施設ポイントの清算を実行することを特徴とする、施設ポイント管理装置。
  6. 　請求項１に記載の施設ポイント管理装置であって、
    　前記通信部は、前記受益者の関係者が有する関係者側端末装置と通信を行い、
    　前記施設ポイントの清算に関する情報を前記関係者側端末装置に送信する使用報告部を備えることを特徴とする、施設ポイント管理装置。
  7. 　請求項６に記載の施設ポイント管理装置であって、
    　前記記憶部は、前記施設ポイントの換金条件を記憶しており、
    　前記管理装置側ポイント管理部は、前記関係者側端末装置から換金要求を示す換金要求情報を受信すると、前記換金要求に係る前記施設ポイント情報が前記換金条件を満たすか否かを判定し、満たさないと判定する場合に、前記換金条件に含まれる情報の送信を前記関係者側端末装置に要求することを特徴とする、施設ポイント管理装置。
  8. 　請求項１に記載の施設ポイント管理装置であって、
    　前記通信部は、前記受益者の関係者が有する関係者側端末装置と通信を行い、
    　前記管理装置側ポイント管理部は、所定期間内に使用した前記施設ポイントの金額を用いて基準額を特定し、前記残高が前記基準額を下回る場合に、前記施設ポイントの追加購入を促す通知を前記関係者側端末装置に送信することを特徴とする、施設ポイント管理装置。
  9. 　施設が有する１又は複数の施設側端末装置と、前記施設側端末装置と通信可能に接続される施設ポイント管理装置と、を有する施設ポイント管理システムであって、
    　前記施設側端末装置は、
    　前記施設を特定する施設特定情報と、前記施設内でサービスを受ける受益者を特定する受益者特定情報と、前記サービスの内容とを含む清算要求情報を前記施設ポイント管理装置に送信する清算要求部を備え、
    　前記施設ポイント管理装置は、
    　施設内で使用する施設ポイントの残高を含む施設ポイント情報を記憶する記憶部と、
    　前記施設側端末装置と通信を行う通信部と、
    　前記清算要求情報を取得すると、前記サービスの金額を特定して前記施設ポイントの清算を行う管理装置側ポイント管理部と、
    　を備えることを特徴とする、施設ポイント管理システム。
  10. 　請求項９に記載の施設ポイント管理システムであって、
    　前記施設ポイント管理装置と通信可能に接続される、施設ポイントを発行する機関が有するポイント発行機関端末装置を有し、
    　前記ポイント発行機関端末装置は、前記受益者の関係者からの要求に基づいて、前記施設ポイントを発行する施設ポイント発行部を備え、
    　前記施設ポイント管理装置は、前記ポイント発行機関端末装置から、発行した前記施設ポイントの金額を取得する発行ポイント情報取得部を備え、
    　前記施設ポイント管理装置の前記通信部は、前記ポイント発行機関端末装置と通信を行い、
    　前記管理装置側ポイント管理部は、前記発行ポイント情報取得部の取得した前記金額を用いて前記施設ポイント情報を生成することを特徴とする、施設ポイント管理システム。
  11. 　施設ポイント管理装置の有するコンピューターの処理部に施設ポイント管理方法を実行させるプログラムであって、
    　前記施設ポイント管理装置は、施設内で使用する施設ポイントの残高を含む施設ポイント情報を記憶する記憶部を備え、
    　前記施設が有する施設側端末装置と通信を行う通信手順と、
    　前記施設側端末装置から、前記施設を特定する施設特定情報と、前記施設内でサービスを受ける受益者を特定する受益者特定情報と、前記サービスの内容とを含む清算要求情報を取得する使用情報取得手順と、
    　前記清算要求情報を取得すると、前記サービスの金額を特定して前記施設ポイントの清算を行う施設ポイント管理手順と、
    　を実行させることを特徴とする、プログラム。
  12. 　施設ポイント管理装置により実行させる施設ポイント管理方法であって、
    　前記施設ポイント管理装置は、施設内で使用する施設ポイントの残高を含む施設ポイント情報を記憶する記憶部を備え、
    　前記施設が有する施設側端末装置と通信を行う通信手順と、
    　前記施設側端末装置から、前記施設を特定する施設特定情報と、前記施設内でサービスを受ける受益者を特定する受益者特定情報と、前記サービスの内容とを含む清算要求情報を取得する使用情報取得手順と、
    　前記清算要求情報を取得すると、前記サービスの金額を特定して前記施設ポイントの清算を行う施設ポイント管理手順と、
    　を実行することを特徴とする、施設ポイント管理方法。
