구직자 side(S1)는 구직자(10A) 및 이에 대응하는 구직자 단말(10B)을 포함할 수 있으며, 구직자 단말(10B)에는 긱워커 노임 간편 전자결제 게이트웨이(100)가 제공하는 서비스를 이용하기 위한 어플리케이션 프로그램이 설치될 수 있다. 상기 어플리케이션 프로그램은 구직자 전용 프로그램일 수 있다.
구직자 단말(10B)은 전자지갑을 긱워커 노임 간편 전자결제 게이트웨이(100)에 등록할 수 있다. 구직자 단말(10B)은 주민등록번호, 주민등록 상　주소 및 전화번호, 범죄 경력 정보, 근로시간 및　노임 내역, 노임 수령을 위한 은행명, 계좌번호(스캔한 통장 사본 포함), 건설 일용직 근로자의 경우　기초안전보건교육증(https://www.koshats.or.kr/support/assist/buildinfo)　 스캔이미지　정보, 보유 기술 자격증 스캔 이미지 정보, 대형 건설 현장 일용직의 경우 혈압, 체온 등 개인 건강정보(https://conpaper.tistory.com/100938), 코로나로 인해 백신 접종 여부 및 발열 환자 사전 출입 금지, 근태확인을 위한 실시간 GPS, WPS 위치 측위 정보, 앱 업데이트 및 푸쉬메시지를 위한 앱 플랫폼 및 버전, 단말 고유　식별자(UDID,　SSAID)　　등 중 적어도 하나의 개인 민감정보를 입력하거나 단말에서 정보를 획득하여 전자지갑을 생성한 후, 생성된 전자지갑(13)을 긱워커 노임 간편 전자결제 게이트웨이(100)에 등록할 수 있다.
구직자 단말(10B)은 생성된 전자지갑(13)에 대응하는 구직자 인증키(15)를 이용하여, 구직 신청을 할 수 있으며, 전자지갑(13) 및 구직자 인증키(15)는 별도 사업자에 의해 제공될 수 있으나, 실시 예가 이에 한정되는 것은 아니다.
구인처 side(S2)는 구인처(20A), 구인처 단말(20B), 구인처 카드(30), 구인처 계좌(40) 등을 포함할 수 있으며, 구인처 카드(30) 및 구인처 계좌(40)는 소유자 및 사용자가 구분되어 관리될 수 있다. 구인처 단말(20B)은 긱워커 노임 간편 전자결제 게이트웨이(100)가 제공하는 서비스를 이용하기 위한 어플리케이션 프로그램이 설치될 수 있다. 어플리케이션 프로그램은 구인처 전용 프로그램일 수 있다.
구인처 단말(20)은 전자지갑을 긱워커 노임 간편 전자결제 게이트웨이(100)에 등록할 수 있다.
구인처 단말(20B)은 법인(개인사업자)인 경우, 회사명(대표자 명), 사업자번호(사업자 등록증 스캔 이미지), 임금 체불 사업자 이력 정보, 사업자등록 주소 및 담당자 휴대폰(사업자 전화번호), 근로내역확인신고서 파일 전달을 위한 이메일 및 팩스 번호, 작업 현장 주소, 정산 확인 후 결산을 위한　회사　계좌번호(스캔한 통장 사본), 작업　현장　위치 확인을 위한 GPS, WPS 위치 측위 정보, 앱 업데이트 및 푸쉬메시지를 위한　앱 플랫폼 및 버전, 단말 고유　식별자(UDID,　SSAID)　　등의 민감정보를 입력하거나 단말에서 정보를 획득하여 전자지갑을 생성한 후, 생성된 전자지갑(53)을 긱워커 노임 간편 전자결제 게이트웨이(100)에 등록할 수 있다.
구인처 단말(20B)은 개인인 경우, 성명, 주민등록번호, 임금체불자 여부, 주민등록 주소 및 휴대폰 번호, 근로내역확인신고서 파일 전달을 위한　이메일 주소, 작업 현장 주소, 정산 확인 후 청구 납부 및 결산을 위한 계좌번호, 작업　현장　위치　확인을 위한　GPS, WPS 위치 측위 정보, 앱　업데이트 및 푸쉬메시지를 위한　앱 플랫폼 및 버전, 단말 고유　식별자(UDID,　SSAID)　등의 민감정보를 입력하면서 전자지갑을 생성한 후, 생성된 전자지갑(53)을 긱워커 노임 간편 전자결제 게이트웨이(100)에 등록할 수 있다.
가맹 중개 사업자(50)는 인력 알선 사업자, 인력 공급 사업자 및/또는 인력 파견 사업자, 특수형태근로종사자 중개 사업자, 플랫폼노동종사자 중개 사업자 등을 광범위하게 포함할 수 있는 유료 직업소개소, 직업정보제공 사업자, 인력 파견(공급) 사업자 등일 수 있다. 가맹 중개 사업자(50)는 상술한 구직자(10A)나 구인처(20A)의 민감정보를 직접 수집하지 않더라도 긱워커 노임 간편 전자결제 게이트웨이(100)의 전자지갑 정보 기반의 구직 신청 및/또는 인력 알선을 수행할 수 있다.
긱워커 노임 간편 전자결제 게이트웨이(100)는 구직자 단말(10B), 구인처 단말(20B), 가맹 중개 사업자(50)의 장치 등과 통신할 수 있으며, 다양한 전자지갑 업체, 다양한 인증 업체, 다양한 카드 결제 서버, 은행 계좌 등과 연동될 수 있다. 긱워커 노임 간편 전자결제 게이트웨이(100)는 다양한 서비스를 구직자의 단말(10B), 구인처의 단말(20B) 및 가맹 중개 사업자(의 단말, 50) 등에 제공할 수 있다.
긱워커 노임 간편 전자결제 게이트웨이(100)는 구직자 단말(10B)로부터 전자지갑 인증키를 이용하여 구직 신청을 접수할 수 있으며, 구직자 단말(10B)은 열람 기간과 열람 범위가 한정된 전자문서를 긱워커 노임 간편 전자결제 게이트웨이(100)에 제공할 수 있다. 이때, 가맹 중개 사업자(50)는 구직자 전자지갑의 상태를 조회할 수 있는 권한을 가진 인증키 값을 저장할 수 있으며, 구인처 전자지갑의 상태를 조회할 수 있는 권한을 가진 인증키 값을 저장할 수 있다. 가맹 중개 사업자(50)는 구직자, 구인처의 전자지갑 인증키를 동의없이 임의로 생성하거나 변경, 삭제할 수 없다.
긱워커 노임 간편 전자결제 게이트웨이(100)는 구직자 단말(10B)의 구직 신청에 대한 개인 전자지갑 정보를 구인처 단말(20B)에 전달할 수 있으며, 열람 기간과 열람 범위 및 고용 조건이 한정된 전자문서를 구인처 단말(20B)로 제공할 수 있다.
구인처 단말(20B)은 정부/공단(70)에 세금 신고문서 및 사회 보험 신고문서를 전자 전송하거나, 전자근로내용 확인서를 전송할 수 있다.
구인처 단말(20B)은 민간 보험사에 상해보험, 배상보험 및 민간보험 신고문서를 전자 전송할 수 있다.
도 2는 본 개시의 긱워커 노임 간편 전자결제 게이트웨이(100)의 구성을 나타내는 블록도이다.
도 2에 도시된 긱워커 노임 간편 전자결제 게이트웨이(100)는 통신부(110), 입력부(120), 디스플레이(130), 메모리(150) 및 제어부(190)를 포함할 수 있다. 도 2에 도시된 구성요소들은 본 개시에 따른 긱워커 노임 간편 전자결제 게이트웨이(100)를 구현하는데 있어서 필수적인 것은 아니어서, 본 명세서 상에서 설명되는 긱워커 노임 간편 전자결제 게이트웨이(100)는 위에서 열거된 구성요소들 보다 많거나, 또는 적은 구성요소들을 가질 수 있다.
상기 구성요소들 중 통신부(110)는 외부 장치와 통신을 가능하게 하는 하나 이상의 구성 요소를 포함할 수 있으며, 예를 들어, 방송 수신 모듈, 유선통신 모듈, 무선통신 모듈, 근거리 통신 모듈, 위치정보 모듈 중 적어도 하나를 포함할 수 있다.
입력부(120)는 영상 정보(또는 신호), 오디오 정보(또는 신호), 데이터, 또는 사용자로부터 입력되는 정보의 입력을 위한 것으로서, 적어도 하나의 카메라, 적어도 하나의 마이크로폰 및 사용자 입력부 중 적어도 하나를 포함할 수 있다. 입력부에서 수집한 음성 데이터나 이미지 데이터는 분석되어 사용자의 제어명령으로 처리될 수 있다.
사용자 입력부는 사용자로부터 정보를 입력받기 위한 것으로서, 사용자 입력부를 통해 정보가 입력되면, 제어부(190)는 입력된 정보에 대응되도록 본 장치의 동작을 제어할 수 있다. 이러한, 사용자 입력부는 하드웨어식 물리 키(예를 들어, 본 장치의 전면, 후면 및 측면 중 적어도 하나에 위치하는 버튼, 돔 스위치 (dome switch), 조그 휠, 조그 스위치 등) 및 소프트웨어식 터치 키를 포함할 수 있다. 일 예로서, 터치 키는, 소프트웨어적인 처리를 통해 터치스크린 타입의 디스플레이부 상에 표시되는 가상 키(virtual key), 소프트 키(soft key) 또는 비주얼 키(visual key)로 이루어지거나, 상기 터치스크린 이외의 부분에 배치되는 터치 키(touch key)로 이루어질 수 있다. 한편, 상기 가상키 또는 비주얼 키는, 다양한 형태를 가지면서 터치스크린 상에 표시되는 것이 가능하며, 예를 들어, 그래픽(graphic), 텍스트(text), 아이콘(icon), 비디오(video) 또는 이들의 조합으로 이루어질 수 있다.
디스플레이(130)는 노임 간편 전자결제 게이트웨이(100)에서 처리되는 정보를 표시(출력)할 수 있다. 예를 들어, 디스플레이(130)는 노임 간편 전자결제 게이트웨이(100)에서 구동되는 응용 프로그램(일 예로, 어플리케이션)의 실행화면 정보, 또는 이러한 실행화면 정보에 따른 UI(User Interface), GUI(Graphic User Interface) 정보를 표시할 수 있다.
메모리(150)는 노임 간편 전자결제 게이트웨이(100)의 다양한 기능을 지원하는 데이터와, 전자지갑 고유주소 데이터, 제어부의 동작을 위한 프로그램을 저장할 수 있고, 입/출력되는 데이터들(예를 들어, 음악 파일, 정지영상, 동영상 등)을 저장할 있고, 본 장치에서 구동되는 다수의 응용 프로그램(application program 또는 애플리케이션(application)), 노임 간편 전자결제 게이트웨이(100)의 동작을 위한 데이터들, 명령어들을 저장할 수 있다. 이러한 응용 프로그램 중 적어도 일부는, 무선 통신을 통해 외부 서버로부터 다운로드 될 수 있다.
이러한, 메모리(150)는 플래시 메모리 타입(flash memory type), 하드디스크 타입(hard disk type), SSD 타입(Solid State Disk type), SDD 타입(Silicon Disk Drive type), 멀티미디어 카드 마이크로 타입(multimedia card micro type), 카드 타입의 메모리(예를 들어 SD 또는 XD 메모리 등), 램(random access memory; RAM), SRAM(static random access memory), 롬(read-only memory; ROM), EEPROM(electrically erasable programmable read-only memory), PROM(programmable read-only memory), 자기 메모리, 자기 디스크 및 광디스크 중 적어도 하나의 타입의 저장매체를 포함할 수 있다. 또한, 메모리는 본 장치와는 분리되어 있으나, 유선 또는 무선으로 연결된 데이터베이스가 될 수도 있다.
제어부(190)는 긱워커 노임 간편 전자결제 게이트웨이(100) 내의 구성요소들의 동작을 제어하기 위한 알고리즘과 전자지갑을 생성/발급, 배포, 단말 저장, 사용, 삭제/폐기를 제어하기 위한 알고리즘 또는 알고리즘을 재현한 프로그램에 대한 데이터를 저장하는 메모리, 및 메모리에 저장된 데이터를 이용하여 전술한 동작을 수행하는 적어도 하나의 프로세서(미도시)로 구현될 수 있다. 이때, 메모리와 프로세서는 각각 별개의 칩으로 구현될 수 있다. 또는, 메모리와 프로세서는 단일 칩으로 구현될 수도 있다.
또한, 제어부(190)는 이하의 도 3 내지 도 14에서 설명되는 본 개시에 따른 다양한 실시 예들을 긱워커 노임 간편 전자결제 게이트웨이(100) 상에서 구현하기 위하여, 위에서 살펴본 구성요소들 중 어느 하나 또는 복수를 조합하여 제어할 수 있다.
도 2에 도시된 구성 요소들의 성능에 대응하여 적어도 하나의 구성요소가 추가되거나 삭제될 수 있다. 또한, 구성 요소들의 상호 위치는 시스템의 성능 또는 구조에 대응하여 변경될 수 있다는 것은 당해 기술 분야에서 통상의 지식을 가진 자에게 용이하게 이해될 것이다.
한편, 도 2에서 도시된 각각의 구성요소는 소프트웨어 및/또는 Field Programmable Gate Array(FPGA) 및 주문형 반도체(ASIC, Application Specific Integrated Circuit)와 같은 하드웨어 구성요소를 의미한다.
도 3은 본 개시에 따른 긱워커 노임 간편 전자결제 게이트웨이(100)에 의해 수행되는 전자지갑　기반　긱워커　노임　간편　전자결제　및　개인 민감정보　관리　제공 방법이다. 도 4(a) 내지 도 4(c)는 본 개시에 따른 구직자 전자지갑을 등록하는 과정을 설명하기 위한 도면들이고, 도 5(a)는 구직자 전자문서지갑 도면이고, 도 5(b)는 구직자 전자결제지갑 도면이며, 도 6(a) 내지 도 6(c)는 본 개시에 따른 구인처 전자지갑을 등록하는 과정을 설명하기 위 한 도면들이다. 도 7(a) 내지 도 7(d)는 본 개시에 따른 근로 또는 작업이 매칭된 상황을 설명하기 위한 도면들이다.
먼저, 긱워커 노임 간편 전자결제 게이트웨이(100)의 제어부(190)는 긱워킹 관련 구직자 전자지갑 및 구인처 전자지갑을 등록할 수 있다(S310, 전자지갑 등록 단계).
여기서, 구직자 전자지갑 및 구인처 전자지갑은 모두 전자문서지갑 및 전자결제지갑을 포함할 수 있다. 구직자 전자지갑 및 구인처 전자지갑은 구직자 및 구인처의 단말에 각각 생성/저장될 수 있으며, 제어부(190)는 생성된 구직자 전자지갑 및 구인처 전자지갑을 등록할 수 있다. 등록 방법은 구직자 전자지갑의 인증키 및 구인처 전자지갑의 인증키를 PKI, FIDO, 블록체인을 통해 디지털 인증을 수행할 수 있으며, 각 인증키 값은 구직자 및 구인처에 의해 PIN번호를 통해 본인 확인될 수 있으나, 실시 예가 이에 한정되는 것은 아니다. 전자지갑이 등록되면 고유 주소 정보 생성을 통해 구직자, 구인처 본인 식별 확인을 위한 개인 민감정보(주민번호, 휴대폰번호, 통장계좌번호)를 대체할 수 있다.
도 4(a) 내지 도 4(c)를 참고하면, 구직자 전자지갑은 기본경력정보, 전문분야, 기술자격증 정보를 입력받을 수 있으며, 사진 정보, 주민등록 정보, 계좌번호 정보(도 4(a)), 기초안전교육증 취득 여부, 기술 자격증 취득 여부(도 4(b)) 등을 입력받을 수 있으며, 도 1 및 도 11에 개시된 다양한 정보를 입력받을 수 있다.
구직자의 동의가 입력된 후, 구직 전자지갑이 구직자 입력에 의해 등록될 수 있다. 구직자 전자지갑은 PIN 번호를 등록하여 근로 계약 및 노무비 지급, 노무 신고를 위한 전자문서 생성 및 전송을 위한 본인 확인, 부인 방지, 시점 확인을 위해 사용될 수 있다. 구직자 전자지갑은 PIN 번호가 입력되면, 전자지갑 기반 구직 신청 관리를 위한 전자문서함과 전자문서가 생성될 수 있다(도 4(c)).
구직자 전자지갑이 제공됨으로써, 개인정보에 대한 자기주도권리가 보다 효과적으로 보장될 수 있다.
도 6(a) 내지 6(c)를 참고하면, 구인처 전자지갑은 기본경력정보, 사업자 정보, 현장 정보를 입력받을 있다. 구인처 전자지갑은 법인/개인 사업자 번호, 주민번호, 사업자 등록증 정보 등을 입력받을 수 있다(도 6(a)).
구인처 전자지갑은 현장명, 현장 담당자 이름, 휴대폰 번호, 현장 주소를 포함하는 현장 정보를 입력받을 수 있다. 구인처의 동의를 입력 받아서, 구인 전자지갑이 등록될 수 있다(도 6(b)). 구인처 전자지갑은 PIN 번호를 등록하여 근로 계약 및 노무비 지급, 노무 신고를 위한 전자문서 생성 및 전송을 위한 본인 확인과 부인 방지, 시점 확인을 위해 사용될 수 있다. 구인처 전자지갑에서 PIN 번호가 입력되면, 전자지갑 기반 구직 신청 등록을 위한 전자문서와 전자결제 지갑이 생성될 수 있다(도 6(c)).
전자지갑 등록 단계(S310) 이후, 제어부(190)는 구직자 전자지갑에 하나 이상의 구인 정보를 제공할 수 있다(S320, 구인 정보 등록 단계). 특히, 제어부(190)는 열람 기간이 한정된 구인처 일자리 구인 정보를 전자지갑에 등록할 수 있다.
실시예에서, 등록된 구직자 전자지갑 및 구인처 전자지갑에서 상호 전자 계약 체결 정보 및 근로내역확인신고서 작성을 위한 노임 정보, 소개비 정보, 공과금 정보를 열람 허용 기간에 전송 및 조회 가능하나, 본 개시가 이에 한정되는 것은 아니다.
도 7(a)를 참고하면, 구직자 전자지갑은 하나 이상의 구인처 정보를 디스플레이할 수 있다.(S330, 구인정보 제공 단계) 특히, 가맹 중개 사업자가 구인처 전자지갑 연동을 통해 일자리 정보를 확인 후 구직자의 전자지갑에 하나 이상의 구인 정보가 제공될 수 있다.
제어부(190)는 제공된 특정 구인 정보에 근로 또는 작업 신청되는 경우 고용 컴플라이언스 분석과 공제 요율을 반영한 고용 형태와 보수 정보를 산출하여 구직자 전자지갑에 제공할 수 있다(S340, 고용 형태와 보수 정보 산출 및 제공 단계).
제어부(190)는 적립 노임에서 본인 계좌로 현금 이체 신청을 지원할 수 있으며, 에스크로 사업자가 등록된 계좌로 현금 이체를 실행할 수 있다. 에스크로 계좌로 적립되면, 실거래 트랜잭션이 감소하여 이체 수수료가 절감될 수 있다.
구직자 단말은 근로 또는 작업 신청을 인증키 값 입력 방식으로 수행할 수 있다(도 7(b)). 인증키 값은 PIN 번호일 수 있으나, 실시 예가 이에 한정되는 것은 아니다.
제어부(190)는 공과금 및 중개 소개비 공제 요율을 반영한 고용 형태와 보수 정보를 산출하여 구직자 전자지갑에 제공할 수 있다.
선택적 실시 예로, 제어부(190)는 근로 또는 작업 신청을 수행하기 전에 먼저 공제 요율을 반영한 고용 형태와 보수 정보를 산출하여 구직자 전자지갑에 제공하고, 그 후에, 근로 또는 작업 신청을 수행할 수 있다.
도 6(c)를 참고하면, 구직자 전자지갑은 본인 사진 정보, 기술 정보, 적립 노임 이체하기 메뉴, 체불 노임 체당금 신청, 사회 보험 가입 현황 보기, 환급금 신고 등을 위한 전자증명서 신청하기 등의 편의 기능을 제공할 수 있다.
제어부(190)는 상기 산출된 고용 형태와 보수 정보를 포함하는 근로 또는 작업 계약서를 구인처 전자지갑 및 구직자 전자지갑으로 전송할 수 있다(S350, 전자지갑 전송 단계). 특히, 구직자와 구인처가 상호 승인 시 산출된 노임 또는 고용 형태와 보수 정보를 포함하는 근로 또는 작업 계약서를 생성하여 구인처 전자지갑 및 구직자 전자 지갑에 동시 전송될 수 있다.
선택적 실시 예로, 제어부(190)는 근로 또는 작업 계약서, 근로 내역확인신고서, 민간 보험 신고 양식만 제공하고, 민감정보가 필요한 부분에 대해서는 구직자 전자지갑 및/또는 구인처 전자지갑에서 입력되게 할 수 있다.
가맹 중개 사업자에 의해 구인처 및 구직자의 근로 또는 작업 계약이 성립하고 이에 따른 근로 또는 작업이 완료되는 경우,　산출된 보수 정보에 따른 대가가 상기 구직자 전자지갑에 제공되고, 중개 소개비가 가맹 중개 사업자에게 제공될 수 있다(S360, 전자지갑결제 제공 단계). 특히, 대가를 구인처가 에스크로 사업자에게 지불하고 에스크로 사업자는 구직자와 가맹 중개 사업자에게 대가를 표시할 수 있다.
실시예에서, 가맹 중개 사업자를 포함하여 구인처 및 구직자가 직접 근로 또는 작업 계약이 성립하고 이에 따른 근로 또는 작업이 완료되는 경우,　산출된 보수 정보에 따른 대가가 구인처 전자지갑에서 에스크로 사업자로 송금될 수 있다.
제어부(190)는 구직자의 선호하는 다른 방식(계좌 입금 등)이 아닌 한, 구직자 노임을 전자지갑에 포인트 또는 가상자산 형태로 대가가 입금되게 할 수 있다. (S370, 노임 에스크로 보관 및 지급 단계). 구직자 전자 지갑에 표시된 대가에 대해 인출을 요청하면 에스크로 사업자에게 보관된 현금을 구직자 등록 은행계좌로 송금될 수 있다.
선택적 실시 예로, 제어부(190)는 가맹 중개 사업자 요청에 의해 에스크로 사업자나 금융 대출 사업자가 구직자에게 먼저 비용을 지급한 후, 가맹 중개 사업자가 구인처에게 후청구하는 방식을 수행할 수 있다.

실시예에서, 구직자나 가맹 중개 사업자가 인출을 요청하면 에스크로 사업자에 의해 현금이 구직자 및 가맹 중개 사업자의 등록된 은행 계좌로 송금될 수 있다.
실시예에서, 에스크로 사업자를 통해 구직자 및 가맹 중개 사업자의 전자지갑에 포인트나 가상자산 형태로 표시한 후, 구직자나 가맹 중개 사업자가 송금을 요청하면 에스크로 사업자에 의해 현금이 구직자 및 가맹 중개 사업자의 등록된 은행 계좌로 송금되고 계약이 종료될 수 있다.
살핀 바와 같이, 제어부(190)는 전자지갑 기반 견적/계약/서명, 전자지갑 기반 노임(중개 소개비) 전자결제, 전자지갑 기반 세무 노무 전자문서 전송, 원천세 공제, 납부고지서 확인, 세금 환급과 긱워커 노임 간편 전자결제 게이트웨이 결제수수료 정산, 환급 및 에스크로, 공과금 납부 및 정산, 세금 환급 대행 등을 수행할 수 있다.
노임전용 전자결제 서비스에서, 노임 총액은 임금, 공제액(근로소득세, 지방세, 사회보험료, 긱워커 노임 간편 전자결제 게이트웨이 결제수수료, 부가세, 중개 소개비 등을 포함할 수 있으며, 중개 소개비 총액은 가맹 중개 사업자 소개비, 긱워커 노임 간편 전자결제 게이트웨이 이용수수료 및 부가세 등을 포함할 수 있다.
이와 같이, 구직자/구인처의 전자지갑이 제공됨으로써, 개인 민감정보에 대한 자기주도권리에 대한 관리가 보다 효과적으로 보장될 수 있다. 또한, 도 7(b)에서, 구직자 전자지갑 조회(723)를 통한 구직자 민감정보 확인 후 구인처가 승인 시 상태값을 근태 정보(출근상태 또는 작업개시)로 변경될 수 있다.
도 8은 본 개시에 따른 납부 예정 공과금을 안내하는 구인처 전자지갑을 설명하기 위한 도면이다.
구인처 전자지갑은 본인 사진 정보, 지급결제 정보, 정산 관리, 노무관리, 공과금 관리, 공과금 고지서 수령, 고지서 확인, 공과금 납부, 환급금 통지/수령, 노무신고자 등록 관리 등의 편의 기능을 제공할 수 있다.

구직자/구인처 단말 전자지갑으로부터 작업 종료가 확인되면(S6a, S6b), 구직자 단말은 신고 서류 전송 요청을 받을 수 있다(S7).
이때, 가맹 중개 사업자는 근로 또는 작업이 완료되는 경우, 근로내역확인신고서 작성을 위해 필요한 개인 민감정보를 구직자 전자지갑에서 구인처 전자지갑으로 다이렉트로 전송되게 할 수 있다(S8). 이에 따라, 가맹 중개 사업자는 개인 민감정보를 취급하지 않아서 개인 정보 유출 피해 및 관리 부담이 경감될 수 있다.
구인처의 근로내역확인신고서의 작성 여부를 상기 구직자 전자지갑에서 조회 가능하며, 상기 구직자가 전자지갑의 개인 민감정보 전송 전 개인민감정보 열람 가능 기간이나 열람 범위를 설정될 수 있다(S9, 일정 기간이나 신고 이후 전자문서 조회 만료되어 구인처가 더 이상 개인 민감정보를 열람할 수 없음).
실시예에서, 근로 또는 작업이 완료되는 경우, 근로내역확인신고서 작성을 위한 열람 가능 기간이나 일부 개인민감정보 열람 제한이 있는 데이터가 구직자 전자지갑에서 구인처 전자지갑으로 다이렉트로 전송될 수 있다.
실시예에서, 근로내역확인신고서의 열람 가능한 구직자 개인민감정보를 기반으로 노무대장과 임금명세서를 포함하는 구인처 신고 서류가 자동 생성될 수 있다.
실시예에서, 생성된 근로내역확인신고서와 신고 서류의 구인처 사용 및 신고 신청 여부를 구직자 전자지갑에서 조회 가능하며, 구인처 전자지갑에서 구직자의 개인민감정보 열람 가능 기간이나 일부 개인민감정보 열람 제한이 설정될 수 있다.

제어부(190)는 구인처 또는 구직자의 단말로부터 알선 요청을 받아 구인처 및 구직자를 매칭할 수 있다. 가령, 가맹 중개 사업자(50)의 단말은 구인처 단말(20B)로부터 인력 알선 요청을 받고, 구직자의 단말(10B)에 인력 알선을 위한 메시지를 전송할 수 있다. 이때, 구직자 단말은 알선 요청을 PKI 사설인증서, FIDO, 블록체인 기술 기반에 전자지갑을 이용하여, 본인확인, 부인방지, 시점확인을 위한 인증키를 전송할 수 있다.
선택적 실시 예에서, 구인처 단말(20B)은 인력 알선 요청 시, 우선 순위 정보를 부여하여 인력 알선을 요청할 수 있는데, 나이, 성별, 작업 지역과의 거리, 숙련 정도, 근로 일시 등에 우선 순위를 부여하여 인력 알선을 요청할 수 있다. 선택적 실시 예에서, 가맹 중개 사업자(50)의 단말은 선착순으로 가장 빨리 인력 알선에 응한 구직자를 선택하여 구인처와 매칭하거나, 가맹사업자(50)는 구인처의 우선 순위에 가장 적합한 구직자 순으로 인력 알선 및 배정을 수행하여 구인처와 매칭할 수 있다. 이때, 구인처 단말(20B)은 인력 알선 요청 시, PKI 사설인증서, FIDO, 블록체인 기술 기반에 전자지갑을 이용하여 본인확인, 부인방지, 시점확인을 위한 인증키를 전송할 수 있다.
제어부(190)는 구직자 전자지갑 또는 계좌에 입금 확인과 동시에 구인처와 가맹 중개 사업자 간의 비용을 정산할 수 있다.
여기서, 가맹 중개 사업자(50)는 자신의 전자지갑 결제 계좌의 잔액을 조회한 후, 중개 소개비 지급이 확인되면, 구직자의 단말(10B)로 임금 수령 여부 확인 푸쉬 메시지를 제공하거나, 구직자의 단말(10B)에서 임금 수령을 확인하도록 요청할 수 있다.
가맹 중개 사업자(50)의 단말은 구직자의 단말(10B)로부터 입금 확인을 받고, 구인처(20A)와 비용(가령, 기성금, 중개 소개비 등)을 정산할 수 있다. 이때, 가맹 중개 사업자(50)는 대불 결제를 통해 구직자에게 임금을 먼저 지불(가령, 구직자의 계좌가 아닌 구인처의 노무 전용 계좌)하였다면, 해당 비용을 정산받을 수 있다. 해당 비용은 일, 주, 월 등의 단위로 정산될 수 있다. 이에, 당일 바로 지급하는 직불 결제 및 기간을 정한 대불 결제가 모두 합법적으로 수행될 수 있다.
제어부(190)는 노무대장 및 임금대장에 해당 작업에 대한 내역을 저장할 수 있다. 선택적 실시 예로, 제어부(190)는 작업을 완료한 일시, 구직자의 작업 숙련도 정보, 근태 정보, 노임 지급 내용 등을 해당 대장에 함께 기입할 수 있다.
제어부(190)는 일용직 근로자의 노임 결제를 구인처의 카드 및 계좌를 이용하여 수행하는 과정을 시각적으로 설명하기 위한 시스템도이다.
제어부(190)는 사전 등록된 구인처 명의의 카드를 통해 카드 결제가 요청되면 가맹 중개 사업자를 통해 카드 결제 가능 여부를 확인하고, 소유권과 사용권이 분리된 구인처 명의의 노무비 전용 계좌를 통해 구직자 계좌로 임금을 송금할 수 있다.
제어부(190)는 임금 지급 요청을 구인처의 카드(30)에 할 수 있으며, 구인처의 단말(20B)은 카드 결제 승인 메시지를 가맹 중개 사업자(50)에 전달할 수 있으며, 가맹 중개 사업자(50)는 구인처의 카드(30)의 결제 가능 범위를 확인할 수 있으며, 카드 결제 내역을 확인할 수 있다. 이때, 가맹 중개 사업자(50)는 구인처의 카드(30) 결제 대금에 대한 담보를 제공할 수도 있다.
가맹 중개 사업자(50)는 구인처의 노무 대금 계좌에 임금을 송금한 후, 제어부(190)는 구인처의 계좌에서 구직자의 계좌로 임금을 송금할 수 있다. 여기서, 가맹 중개 사업자(50)의 알선 수수료, 보험료 등을 선공제한 후, 임금이 송금될 수 있다.
제어부(190)는 구직자 계좌에 입금이 확인되면, 구인처와 가맹 중개 사업자(50) 간의 비용을 정산하게 할 수 있다. 제어부(190)는 구인처에서 작업을 수행한 구직자에 대한 임금대장 및 노무 대장에 내역을 기입할 수 있다.
선택적 실시 예로, 제어부(190)는 매칭된 구직자가 구인처에서 전자 서명이 포함된 근로 계약서 날인 후 또는 근로 관계를 개시하는 시점에 사전 등록된 구인처 명의의 카드를 통해 에스크로 기능이 포함된 카드 결제가 수행되고, 작업을 수행한 후 구인처의 전자 서명이 포함된 작업 확인서 및 임금 지급 승인 메시지를 수신할 수 있다.
이때, 구인처의 승인이 완료되면, 구인처 명의의 노무비 전용 계좌를 통해 구직자 계좌나 전자결제지갑으로 소개비, 세금, 보험료 중 적어도 하나 이상을 공제한 임금이 에스크로 지불될 수 있다. 선택적 실시 예로, 작업 완료 시 임금이 변경되는 경우, 수행된 카드 결제가 취소되는 과정이 추가될 수 있다.
한편, 제어부(190)는 노무비 전용 계좌에서 구직자 계좌나 전자결제지갑으로 임금을 에스크로 지불할 때, 구직자의 작업 일수에 기초하여, 일, 주 또는 월 단위로 임금을 송금할 수 있다. 선택적 실시 예로, 제어부(190)는 임금을 송금할 때, 발생된 임금에서 가맹 중개 사업자의 소개비, 세금, 보험료 중 적어도 하나를 공제한 금액을 송금할 수 있다. 선택적 실시 예로, 제어부(190)는 임금을 송금할 때, 가맹 중개 사업자(50)에서 구인처 명의의 노무비 전용 계좌로 비용을 선입급할 수 있다.
또한, 제어부(190)는 구인 직종 별 정액 임금 및 추가 임금에 대한 정보를 구인처의 단말(20B)의 전자지갑으로부터 수집하여, 매칭된 구직자의 단말(10B)의 전자지갑으로 제공할 수 있다.
선택적 실시 예로, 제어부(190)는 작업을 마친 구직자의 시간 준수 여부, 작업 기대치 완성 여부 등을 고려하여 평가점수를 할당할 수 있으며, 추후에 구직 매칭할 때, 평가점수를 고려하여 매칭할 수 있다.
한편, 상술한 구인처 단말(20B)(20) 및 구직자 단말(10B)(10)은 이동 단말로 구성될 수 있으며, 각자의 이동 단말은 통신부, 디스플레이 및 단말 제어부를 포함할 수 있다.
구직자 단말(10B)(10)은 구직자 전자지갑의 인증키를 상술한 바와 같이, PKI, FIDO, 블록체인을 통해 디지털 인증을 수행할 수 있으며, 각 인증키 값은 구직자 에 의해 PIN번호를 통해 본인 확인될 수 있다. 전자지갑이 등록되면 고유 주소 정보 생성을 통해 구직자, 구인처 본인 식별 확인을 위한 개인 민감정보(주민번호, 휴대폰번호, 통장계좌번호)를 대체할 수 있다.
구직자 단말(10B)(10)의 단말 제어부는, 긱워킹 관련 구직자 전자지갑을 긱워커 노임 간편 전자결제 게이트웨이(100)를 통해 등록하고, 구인처 전자지갑을 통해 등록된 하나 이상의 구인 정보를 통신부를 통해 수신하여 디스플레이를 통해 출력할 수 있다.
상기 단말 제어부는, 구인 정보에 대한 신뢰성과 보안성을 보장하기 위해 일자리 신청을 전자지갑의 인증키 기반으로 수행하여, 개인 민감정보를 전송하지 않고, 일자리 매칭에 필요한 최소한의 개인 정보를 상기 통신부를 통해 구인처 단말에 제공할 수 있다. 또한, 가맹 중개 사업자(50)에게 개인 민감정보를 전송하지 않고, 중개 및 회원 가입에 필요한 정보만 제공할 뿐, 주민번호, 휴대폰 번호, 통장계좌 번호 등의 개인 민감정보를 직접적으로 전송하지 않을 수 있다.
단말 제어부는 작업 또는 근로가 완료되고, 구직자 전자지갑을 통해 대가 수령이 확인되는 경우, 구인처 노무 신고를 위한 전자 신고서 양식에 열람 기간과 열람 범위가 한정된 하나 이상의 구직자 개인 정보를 통신부를 통해 구인처 단말로 다이렉트로 전송할 수 있다. 이에 따라, 가맹 중개 사업자(50)에게는 개인 민감정보가 전달되지 않게 되며, 열람 조건이 있어서, 개인 민감정보가 보다 효과적으로 보호될 수 있다.
한편, 개시된 실시예들은 컴퓨터에 의해 실행 가능한 명령어를 저장하는 기록매체의 형태로 구현될 수 있다. 명령어는 프로그램 코드의 형태로 저장될 수 있으며, 프로세서에 의해 실행되었을 때, 프로그램 모듈을 생성하여 개시된 실시예들의 동작을 수행할 수 있다. 기록매체는 컴퓨터로 읽을 수 있는 기록매체로 구현될 수 있다.

  1. 긱워커 노임 간편 전자결제 게이트웨이 상에 의해 수행되는 전자지갑을 탑재한 긱워커　노임　간편　전자결제　및　개인 민감정보　관리　제공 방법에서, 상기 긱워커 노임 간편 전자결제 게이트웨이는,
    통신부; 및 긱워킹(gig working) 관련 구직자 전자지갑 및 구인처 전자지갑을 사전에 등록하고, 상기 구직자 전자지갑에 하나 이상의 구인 정보를 통신부를 통해 제공하며, 근로 또는 작업 신청되는 경우 고용 컴플라이언스 분석과 공제 요율을 반영한 고용 형태와 보수 정보를 산출하여 상기 통신부를 통해 구직자 전자지갑에 제공하고, 상기 산출된 고용 형태와 보수 정보를 포함하는 근로 또는 작업 계약서를 상기 통신부를 통해 구인처 전자지갑 및 구직자 전자지갑으로 전송하는 제어부를 포함하며,
    상기 가맹 중개 사업자를 포함하여 구인처 및 구직자가 직접 근로 또는 작업 계약이 성립하고 이에 따른 근로 또는 작업이 완료되는 경우,　산출된 보수 정보에 따른 대가가 상기 구인처 전자지갑에서 에스크로 사업자로 송금되고,

    상기 대가 수령이 확인된 구직자 전자지갑은 구인처 노무 신고를 위해 열람 기간과 열람 범위가 한정된 하나 이상의 구직자 개인 민감 정보를 상기 통신부를 통해 제공하는, 전자지갑 기반 긱워커 노임 간편 전자결제 게이트웨이.

    상기 등록된 구직자 전자지갑 및 구인처 전자지갑 각각은 전자문서지갑 및 전자결제지갑을 포함하는, 전자지갑 기반 긱워커 노임 간편 전자결제 게이트웨이.

  4. 제3항에 있어서,
    근로내역확인신고서의 열람 가능한 구직자 개인민감정보를 기반으로 노무대장과 임금명세서를 포함하는 구인처 신고 서류를 자동 생성하는, 전자지갑 기반 긱워커 노임 간편 전자결제 게이트웨이.
  5. 제4항에 있어서,
    생성된 근로내역확인신고서와 신고 서류의 구인처 사용 및 신고 신청 여부를 상기 구직자 전자지갑에서 조회 가능하며, 상기 구인처 전자지갑에서 상기 구직자의 개인민감정보 열람 가능 기간이나 일부 개인민감정보 열람 제한이 설정되는, 전자지갑 기반 긱워커 노임 간편 전자결제 게이트웨이.
  6. 제5항에 있어서,
    구인처 전자지갑에 세금, 사회보험료 및 민간보험료 중 적어도 하나를 포함하는 공과금의 전자 고지서 수령 확인 및 납부 결제 서비스가 제공되며,
    상기 공과금의 전자 고지서 확인 및 납부 서비스는,
    공과금 전자 고지서 수령, 전자고지서 확인, 공과금 납부 결제, 납부 마감일 통지 알람, 자동 이체 등록 신고, 납부 여부 확인, 연체 알람, 과오납 확인 및 공과금, 환급금 통지 및 수령 , 정부 지원 제도 혜택 확인 중 적어도 하나를 포함하는, 전자지갑 기반 긱워커 노임 간편 전자결제 게이트웨이.
  7. 제6항에 있어서,
    상기 제어부는,
    근로 또는 작업 직종과 관련된 신청 정보를 수집하고, 상기 수집된 신청 정보에 기초하여,　고용 컴플라이언스 분석을 수행하여 관련 법률에 맞는 합법적인 고용 형태와 노임과 공과금을 절약할 수 있는 최적의 고용 형태를 구인처와 구직자에게 추천하는, 전자지갑 기반 긱워커 노임 간편 전자결제 게이트웨이.
  8. 제7항에 있어서,
    상기 제어부는,
    신청일, 신청 직종,　업무 내용,　고용 형태, 계약 방식,　근무 위치, 근무 일수,지불 방식, 지급 금액, 전자지갑 사용 여부 중 적어도 하나를 포함하는 작업과 관련된 구직 신청 정보를 수집하는, 전자지갑 기반 긱워커 노임 간편 전자결제 게이트웨이.
  9. 제8항에 있어서,
    상기 제어부는,
    상기 수집된 구직 신청 정보에 기초하여,　근로기준법,　건설근로자법, 산업재해보상보험법 및 플랫폼종사자보호법 중 적어도 하나의 직종 적용 대상 여부를 확인하거나, 월 고용일 수, 세금 납부 및 보험 가입 의무를 확인하여 일용직 근로자,　특수형태근로종사자, 플랫폼노동종사자 중 하나를 맞춤 고용 형태로 추천하는, 전자지갑 기반 긱워커 노임 간편 전자결제 게이트웨이.
  10. 긱워커 노임 간편 전자결제 게이트웨이에 의해 수행되는 전자지갑　기반　긱워커　노임　간편　전자결제　및　개인민감정보　관리　제공 방법으로서,
    긱워킹(gig working) 관련 구직자 전자지갑 및 구인처 전자지갑을 등록하는 단계;
    상기 구직자 전자지갑에 열람 기간과 고용 조건이 한정된 하나 이상의 구인 정보를 제공하는 단계;
    상기 제공된 특정 구인 정보에 근로 또는 작업 신청되는 경우 고용 컴플라이언스 분석과 공제 요율을 반영한 보수 정보를 산출하여 구직자 전자지갑에 제공하는 단계;
    상기 산출된 보수 정보를 포함하는 근로 또는 작업 계약서를 구인처 전자지갑 및 구직자 전자지갑으로 전송하는 단계; 및
    가맹 중개 사업자를 포함하여 구인처 및 구직자의 근로 또는 작업 계약이 성립하고 이에 따른 근로 또는 작업이 완료되는 경우,　산출된 중개 소개비는 가맹 중개 사업자 전자지갑에, 보수 정보에 따른 대가는 구직자 전자지갑에 자동 구분되어 제공되는 단계를 포함하는, 전자지갑 기반 긱워커　노임　간편　전자결제　및　개인 민감정보　관리　제공 방법.
  11. 제10항에 있어서,
    상기 등록된 구직자 전자지갑 및 구인처 전자지갑에서 상호 전자 계약 체결 정보 및 근로내역확인신고서 작성을 위한 노임 정보, 소개비 정보, 공과금 정보를 열람 허용 기간에 전송 및 조회가능한, 전자지갑　기반　긱워커　노임　간편　전자결제및　개인 민감정보　관리　제공 방법.
  12. 제11항에 있어서,
    생성된 근로내역확인신고서의 구인처 사용 및 신고 신청 여부를 상기 구직자 전자지갑에서 조회 가능하며, 상기 구인처 전자지갑에서 상기 구직자의 개인민감정보 열람 가능 기간이나 일부 개인민감정보 열람 제한이 설정되는, 전자지갑　기반　긱워커　노임　간편　전자결제　및　개인 민감정보　관리　제공 방법.
  13. 제12항에 있어서,
    에스크로 사업자를 통해 구직자 및 가맹 중개 사업자의 전자지갑에 포인트나 가상자산 형태로 표시한 후, 구직자나 가맹 중개 사업자가 송금을 요청하면 에스크로 사업자에 의해 현금이 구직자 및 가맹 중개 사업자의 등록된 은행 계좌로 송금되고 계약이 종료되는, 전자지갑　기반　긱워커　노임　간편　전자결제　및　개인 민감정보　관리　제공 방법.
  14. 제13항에 있어서,
    구인처 전자지갑에 세금, 사회보험료 및 민간보험료 중 적어도 하나를 포함하는 공과금의 전자 고지서 수령 확인 및 납부 결제 서비스를 제공하는 단계를 더 포함하며,
    상기 공과금의 전자 고지서 확인 및 납부 서비스는,
    공과금 전자 고지서 수령, 전자고지서 확인, 공과금 납부 결제, 납부 마감일 통지 알람, 자동 이체 등록 신고, 납부 여부 확인, 연체 알람, 과오납 확인 및 공과금, 환급금 통지 및 수령 , 정부 지원 제도 혜택 확인 중 적어도 하나를 포함하는, 전자지갑　기반　긱워커　노임　간편　전자결제　및 민감정보　관리　제공 방법.
  15. 전자지갑　기반　긱워커　노임　간편　전자결제　및　개인 민감정보　관리　제공 방법을 수행하는 긱워커 노임 간편 전자결제 게이트웨이와 통신하는 구직자 단말로서,
    통신부; 디스플레이; 및 긱워킹(Gig Working) 관련 구직자 전자지갑을 상기 긱워커 노임 간편 전자결제 게이트웨이를 통해 등록하고, 구인처 전자지갑을 통해 등록된 하나 이상의 구인 정보를 상기 통신부를 통해 수신하여 상기 디스플레이를 통해 출력하는 제어부를 포함하며,
    상기 제어부는,
    구인 정보에 대한 신뢰성과 보안성을 보장하기 위해 일자리 신청을 전자지갑의 인증키 기반으로 수행하여, 개인 민감정보를 전송하지 않고, 일자리 매칭에 필요한 최소한의 개인 정보를 상기 통신부를 통해 구인처 단말의 전자지갑에 제공하며,
    상기 제어부는,
    작업 또는 근로가 완료되고, 구직자 전자지갑을 통해 대가 수령이 확인되는 경우, 구인처 노무 신고를 위한 전자 신고서 양식에 열람 기간과 열람 범위가 한정된 하나 이상의 구직자 개인 정보를 상기 통신부를 통해 구인처 단말로 다이렉트로 전송하도록 구성되는, 구직자 단말.
