- International Patent Document No. WO2018057750 a system is disclosed, where the image of the surroundings of a patrol vehicle is captured by means of a camera installed on the patrol vehicle such that traffic violations are detected. The images taken by the image capturing device on the patrol vehicle are recorded first in a local storage unit then in a server, and the images are viewed by means of an interface so as to decide whether there is a violation or not.
- the aim of the present invention is the realization of a hidden patrolling system that is disposed on the vehicle so as not to be seen from the outside and that performs functions such as license plate detection, image capturing, etc. and detects traffic violations such as speeding, parking violation, etc.
- Another aim of the present invention is the realization of a hidden patrolling system that, in case of the occurrence of a traffic violation, automatically detects the traffic violation committed by the vehicle, that designates the violation to the license plate of the vehicle and that enables a penalty corresponding to the traffic violation to be automatically imposed.

- the hidden patrolling system (1) of the present invention detects whether there is any traffic violations committed by the surrounding vehicles by capturing the images of the surroundings of the patrol vehicle and records the relevant image, comprising:
- At least one image capturing unit (2) that is disposed on the vehicle and that captures the images of the surroundings of the patrol vehicle
- At least one license plate detection unit (3) that detects the license plate information of the vehicles present in the images captured by the image capturing unit (2)
- At least one location detection unit (4) that is disposed on the patrol vehicle and that instantaneously detects the location of the patrol vehicle
- At least one sensor (6) that is disposed on the patrol vehicle and that detects the speeds of the surrounding vehicles
- - at least one violation detection unit (7) that is in communication with the image capturing unit (2), the license plate detection unit (3), the location detection unit (4) and the database, and that detects the traffic violations in the images captured by the image capturing unit (2) so as to assign the violation to the relevant license plate and location and record the same
- - at least one warning unit (8) that warns the driver of the patrol vehicle in case of the detection of a traffic violation by the violation detection unit (7)
- reporting unit (9) that reports the traffic violations detected by the violation detection unit (7) at certain periods
- At least one communication unit (11) that enables the transfer of the image, license plate and location information related to the traffic violations detected by the violation detection unit (7) to the central server (10), and
- the image capturing unit (2) is installed on the patrol vehicle so as not to be seen from the outside and is configured to capture a complete image of the surroundings of the patrol vehicle.
- the image capturing unit (2) can be at least one camera and/or a 360-degree camera that is mounted at a plurality of areas on the patrol vehicle so as to capture a complete image of the surroundings of the patrol vehicle.
- the image capturing unit (2) that can be a camera is mounted on the front and rear bumpers in a concealed manner.
- the images captured at certain intervals by the image capturing unit (2) are recorded in a cache memory on the violation detection unit (7) and the incident is recorded in the memory.
- the image capturing unit (2) captures images at 50 millisecond intervals and the images are recorded on the 2-second cache memory.
- the violation detection unit (7) is configured to delete said captured images from the cache memory in case said images are taken before a certain time period.
- the license plate detection unit (3) provided in the hidden patrolling system (1) is configured to read the license plates of the vehicles present in the images captured by the image capturing unit (2).
- the license plate detection unit (3) is configured to assign a unique number to the obtained license plate information.
- the location detection unit (4) provided in the hidden patrolling system (1) is mounted on the patrol vehicle and is configured to detect the instantaneous location if the occurrence of a traffic violation is detected.
- the location detection unit (4) for instance, can be a GPS module that can detect location with satellite connection. Thus, the locations of the vehicles violating traffic rules can be detected.
- the database (5) provided in the hidden patrolling system (1) is configured to store the license plate information related to at least one wanted vehicle. Thus, the locations of the wanted vehicles can be detected.
- the sensor (6) provided in the hidden patrolling system (1) is mounted on the patrol vehicle and is configured to detect the speeds of the vehicles around the patrol vehicle. Thus, the speeds of the surrounding vehicles can be monitored by means of the speed sensor (6), and the vehicles that exceed the speed limit can be detected.
- the violation detection unit (7) provided in the hidden patrolling system (1) is in communication with the image capturing unit (2) and is configured to examine the images received from the same and detect whether there is a traffic violation or not.
- the violation detection unit (7) is configured to examine the images captured at certain intervals by the image capturing unit (2) so as to obtain the image, license plate, location and time information of the traffic violation detected.
- the violation detection unit (7) checks whether the vehicle committed the same violation in the last one minute and whether the location of the vehicle on the image has been determined, and if the occurrence of a traffic violation cannot be detected after the evaluation of the data obtained, the detected traffic violation is ignored.
- the violation detection unit (7) is in communication with the location detection unit (4) and is configured to receive location information from the same and to detect parking zones around depending on the location. In case a vehicle parked at a zone different than the detected parking zones around the patrol vehicle, the violation detection unit (7) decides that there is a parking violation and records the images related to the vehicle received from the image capturing unit (2) together with the license plate, location and date information so as to punish the vehicle by a fine. If the parked vehicle is in an area designated as the parking zone, it is considered as a parking violation and no action is taken.
- the violation detection unit (7) compares the license plate information of the vehicles around the patrol vehicle with the information in the database (5) with which the violation detection unit (7) is in communication and wherein the license plate information of the wanted vehicles in the traffic is stored, and gives a warning in case of the detection of a wanted vehicle.
- the violation detection unit (7) is configured to give a warning to the driver of the patrol vehicle and/or to the relevant institutions and/or organizations together with the date, time, location and image information related to the detection of the vehicle.
- the warning unit (8) provided in the hidden patrolling system (1) is configured to give a warning to the driver of the patrol vehicle and/or to the relevant institutions and/or organizations together with the date, time, location and image information related to the detection of the traffic violation.
- the reporting unit (9) provided in the hidden patrolling system (1) is configured to report at predetermined periods such as daily, monthly, annually, etc. to the central server (10) the violation type, image, date, time, location and issued fine information related to the traffic violations detected by the violation detection unit
- the central server (10) provided in the hidden patrolling system (1) is configured to record the information received from the violation detection unit (7) and to display the image information related to the occurrence of the traffic violation for third parties.
- the communication unit (11) provided in the hidden patrolling system (1) is configured to provide information exchange by establishing a connection via a data network such as Internet, etc. between the violation detection unit (7) and the central server (10) by using a state-of-the-art remote communication protocol.
- the interface (12) provided in the hidden patrolling system (1) is provided on the central server (10) and configured to provide access to the traffic violation information recorded therein.
- the interface ( 12) is configured to establish a connection with the central server (10) via an application running on an electronic device (E) and/or a web site so as to receive the information related to the traffic violation.
- the data related to the traffic violation for instance the video recording, can be viewed by the owner of the vehicle.
- the image capturing unit (2) is mounted on the patrol vehicle in a concealed manner.
- the violation detection unit (7) examines the images periodically captured by the image capturing unit (2) and detects whether there is a traffic violation.
- the images received from the image capturing unit (2), the license plate information related to the vehicle violating the traffic rules is received from the license plate detection unit (3) and the location information of the traffic violation is received from the location detection unit (4), and then said images, license plate information and location information are matched with the vehicle violating the traffic rules and sent to the central server (10) via the communication unit (11).
