  1.  複数の観察領域のそれぞれに設けられ、該観察領域における対象者の動きを検出する検出部と、
     前記検出部の出力に基づいて、前記観察領域のそれぞれにおける前記対象者に関する所定のイベントの発生の有無を判定する判定部と、
     前記判定部によって前記イベントが発生したと判定された場合、前記検出部の出力に関する情報と、前記イベントを発生させた前記対象者に関する情報とを送信する管理部と、
     前記管理部から前記検出部の出力に関する情報と、前記対象者に関する情報とを受信して表示するとともに、前記対象者への対応に関する情報管理者による指示を受け付けて、前記指示に前記対象者に関する情報を付加情報として付加する情報管理者端末と、
     前記対象者への対応を行うスタッフに携帯される携帯端末であって、前記情報管理者端末によって受け付けられた前記指示と、前記指示に付加された前記付加情報とを受信可能なスタッフ端末と、
     を有するシステム。

     前記情報管理者端末によって、前記検出部の出力に関する情報と、前記対象者に関する情報とを受信して表示すると共に、前記イベントを発生させた前記対象者への対応に関する情報管理者による指示を受け付けて、前記指示に前記対象者に関する情報を付加情報として付加するステップ(d)と、
     前記ステップ(d)において受け付けられた前記指示と、前記指示に付加された前記付加情報とを前記スタッフ端末に送信するステップ(e)と、
     を含む制御方法。
