本发明涉及交通运输设施,具体是一种防违章占用应急车道的高速公路。
背景技术
应急车道,主要在城市环线、快速路及高速路两侧施划,专门供工程救险、消防救援、医疗救护或民警执行紧急公务等处理应急事务的车辆使用,任何社会车辆禁止驶入或者以各种理由在车道内停留。
根据《中华人民共和国道路交通安全法实施条例》第八十二条第四项的规定:机动车在高速公路上行驶,不得有下列行为:非紧急情况时在应急车道行驶或者停车。非紧急情况下在高速公路应急车道上行驶的根据《中华人民共和国道路交通安全法》第九十条关于机动车驾驶人违反道路交通安全法律、法规关于道路通行规定的,处警告或者20元以上200元以下罚款。本法另有规定的,依照规定处罚。
高速公路应急车道主要用于高速公路事故处理,供执行紧急任务的警车、消防车、工程救险车、救护车等使用,被称为生命通道。应急通道如果被占用,一旦发生拥堵,这些特殊车辆就无法通行,将严重影响生命救援;并且乱占应急车道,容易引发交通事故,加重车辆拥堵,不利于通畅出行。高速公路应急车道常常发生堵塞现象,主要包括以下方面:一旦遇到前方堵车或者行车缓慢,一些驾驶员就会驶入应急车道以便超车;还有一种就是在连续行驶的过程中,驾驶员产生疲劳后,将车辆随意停在应急车道内,自顾自地在应急车道内休息。据相关部门的统计数据显示,20%的道路交通伤害患者因未得到及时现场救治而死 亡。
针对违章占用应急车道的行为,即使道路交通管理部门已经出台了罚款及扣分规定,还是有不少人抱着侥幸心理,行使在交警监督不到的应急车道内,与交警玩起了捉迷藏的游戏。殊不知,这将会给处理应急事务的车辆正常使用应急通道带来极大的不便,甚至会延误救险工作从而危害到被抢救人员的生命安全。因此,在推行违章占用应急车道的处罚措施的同时,还需要借助于公众的监督力度,实现应急车道的安全畅通。
发明内容
本发明的目的在于提供一种防违章占用应急车道的高速公路,通过高速公路上的车主与车主之间相互自觉地进行监督,借助于公众的监督力度,更好地防止了少数车主违章占用应急车道的行为,保障生命通道的畅通性。
为实现上述目的,本发明提供如下技术方案:
一种防违章占用应急车道的高速公路,包括依次连接的中间带、超车道、行车道、应急车道和土路肩,所述应急车道的宽度为1.6-1.8m;所述中间带由中央分隔带和内侧路缘带组成。
作为本发明进一步的方案:所述超车道、行车道、应急车道和土路肩的数量至少为1个。
作为本发明进一步的方案:所述行车道的数量为超车道的数量的N倍,N为整数,N=1,2,3。
作为本发明进一步的方案:所述行车道靠近高速公路的出口或入口右侧处设置有匝道。
作为本发明进一步的方案:所述匝道的长度为150-200m。
作为本发明进一步的方案:所述匝道通过加速车道与高速公路的入口连接。
作为本发明进一步的方案:所述加速车道内的车速不低60km/h。
作为本发明进一步的方案:所述匝道通过减速车道与高速公路的出口连接。
与现有技术相比,本发明的有益效果是:与现有的交警管制、监督并进行处罚手段(罚款200元,扣6分)相比,本发明通过高速公路上的车主与车主之间相互自觉地进行监督,借助于公众的监督力度,更好地防止了少数车主违章占用应急车道的行为。在使用本发明一段时间后,驾驶人员将逐渐养成不占用应急车道的习惯,最终完全摒弃这一违章行为,保障了生命通道的安全畅通性。

下面将结合本发明实施例及附图,对本发明实施例中的技术方 案进行清楚、完整地描述,显然,所描述的实施例仅仅是本发明一部分实施例,而不是全部的实施例。基于本发明中的实施例,本领域普通技术人员在没有做出创造性劳动前提下所获得的所有其他实施例,都属于本发明保护的范围。
请参阅图1-图3,本发明实施例中,一种防违章占用应急车道的高速公路,包括依次连接的中间带1、超车道4、行车道5、应急车道6和土路肩7,应急车道6的宽度为1.6-1.8m;中间带1由中央分隔带2和内侧路缘带3组成,当高速公路为双向通车时,超车道4、行车道5、应急车道6和土路肩7的数目分别为2个,且2个超车道4、行车道5、应急车道6和土路肩7分别以中间带1为对称线对称分布,即从高速公路的宽度方向上依次排列有土路肩7、应急车道6、行车道5、超车道4、内侧路缘带3、中央分隔带2、内侧路缘带3、超车道4、行车道5、应急车道6和土路肩7。
在高速公路的出口或入口靠右侧处设置有匝道8,匝道8的长度一般在150-200m,匝道8内的车速一般要求低于40km/h,在匝道8与高速公路入口附近的行车道5之间还连接有一段加速车道9,加速车道9内的车速一般要求不低于60km/h,在匝道8与高速公路出口附近的行车道5之间还连接有一段减速车道10,用于车辆驶离高速公路进入非高速公路段之前的减速作用。
当高速公路为双向四车道时,单边的车道由左侧的超车道4和右侧的行车道5组成,左边的超车道4上的限速范围为100-120km/h,右边的行车道5上的限速范围为60-100km/h,如图1所示。
当高速公路为双向六车道时,单边的车道由左侧的超车道4、中间的行车道5和右侧的行车道5组成,左边的超车道4上的限速范围为110-120km/h,中间的行车道5上的限速范围为90-110km/h,右边的 行车道5上的限速范围为60-90km/h,如图2所示。
当高速公路为双向八车道时,单边的车道由左侧的超车道4、中间的2个行车道5和右侧的行车道5组成,左边的超车道4上的限速范围为110-120km/h,中间的2个行车道5上的限速范围为90-110km/h,右边的行车道5上的限速范围为60-90km/h,如图3所示。
本发明实施例中,中间带1的宽度至少为1m,超车道4和行车道5的宽度为2.5-3.75m。
本发明通过改小应急车道6的宽度,从原来的2.2-2.5m左右改为1.6-1.8m的宽度,起到了以下两个方面的作用:
一,当高速公路出现拥堵时,在不占用行车道5的情况下,那些想违章驶入应急车道6的车辆根本无法进入应急车道6,此时行车道5上的车主可以相互监督,不让违法的车辆通过行车道5驶入应急车道6,如此应急车道6就可以保持1.6-1.8m的空余宽度;
二,当120急救车、警车或救援车辆要从应急车道6通过时,行车道5上的车主可以积极而方便地让出0.4-0.6m左右的宽度,使得120急救车、警车或救援车辆顺利地通过应急通道6,如此救险工作可以更快、更及时地实施。
与现有的交警管制、监督并进行处罚手段(罚款200元,扣6分)相比,本发明通过高速公路上的车主与车主之间相互自觉地进行监督,借助于公众的监督力度,更好地防止了少数车主违章占用应急车道6的行为。在使用本发明一段时间后,驾驶人员将逐渐养成不占用应急车道6的习惯,最终完全摒弃这一违章行为,保障了生命通道的安全畅通性。
对于本领域技术人员而言,显然本发明不限于上述示范性实施例的细节,而且在不背离本发明的精神或基本特征的情况下,能够以其他的具体形式实现本发明。因此,无论从哪一点来看,均应将实施例看 作是示范性的,而且是非限制性的,本发明的范围由所附权利要求而不是上述说明限定,因此旨在将落在权利要求的等同要件的含义和范围内的所有变化囊括在本发明内。

  1. 一种防违章占用应急车道的高速公路,其特征在于,包括依次连接的中间带(1)、超车道(4)、行车道(5)、应急车道(6)和土路肩(7),所述应急车道(6)的宽度为1.6-1.8m;所述中间带(1)由中央分隔带(2)和内侧路缘带(3)组成。
  2. 根据权利要求1所述的防违章占用应急车道的高速公路,其特征在于,所述超车道(4)、行车道(5)、应急车道(6)和土路肩(7)的数量至少为1个。
  3. 根据权利要求1-2任一所述的防违章占用应急车道的高速公路,其特征在于,所述行车道(5)的数量为超车道(4)的数量的N倍,N为整数,N=1,2,3。
  4. 根据权利要求1所述的防违章占用应急车道的高速公路,其特征在于,所述行车道(5)靠近高速公路的出口或入口右侧处设置有匝道(8)。
  5. 根据权利要求4所述的防违章占用应急车道的高速公路,其特征在于,所述匝道(8)的长度为150-200m。
  6. 根据权利要求4所述的防违章占用应急车道的高速公路,其特征在于,所述匝道(8)通过加速车道(9)与高速公路的入口连接。
