- the eNB 200 performs handover of the UE 100 based on the MBMS interest notification.
- Group communication in MBMS is transmitted by broadcast or multicast on the downlink, but transmitted by unicast on the uplink. Since the current MBMS interest notification does not take into account such speciality of group communication, there is a possibility that inappropriate handover is performed based on the MBMS interest notification. For example, in a case where unicast cannot be used in the uplink at the handover destination, there is a problem that group communication is interrupted.

- the predetermined information is MBMS priority information E2.
- the UE 100 adds MBMS priority information E2 to the MBMS interest notification when the MBMS reception is prioritized over the unicast reception and the MBMS reception prioritized over the unicast reception is MBMS reception other than group communication. To do. Otherwise, the MBMS priority information E2 is not added to the MBMS interest notification.
- pattern 1 of the seventh embodiment even when the UE 100 prioritizes MBMS reception over unicast reception, if the MBMS reception prioritized over unicast reception is group communication, the MBMS priority information Do not add E2 to the MBMS interest notice.
- the MBMS priority information E2 is added to the MBMS interest notification only when the MBMS reception having priority over the unicast reception and the group communication reception is an MBMS reception other than the group communication (for example, broadcast-type MBMS reception). Will be. Thereby, UE100 can identify whether there exists MBMS reception which has priority over reception of unicast reception and group communication.
- the predetermined information is identification information (that is, a new information element) indicating whether or not MBMS reception having priority over unicast reception is group communication.
- the UE 100 adds MBMS priority information E2 indicating that MBMS reception has priority over unicast reception to the MBMS interest notification.
- UE 100 determines that MBMS reception with priority over unicast reception is group communication when MBMS reception with priority over unicast reception is group communication. Is further added to the MBMS interest notification.

- the eNB 200 includes the network reference time in the MBMS measurement setting information and transmits it to the UE 100. However, the eNB 200 may transmit it to the UE 100 by including it in the MBMS measurement start notification.
- the eNB 200 starts the timer corresponding to the MBMS measurement log period after receiving the MBMS measurement start notification.
- the eNB 200 may start at the timing when the MBMS measurement setting information is received.
- the eNB 200 includes the trace related information in the MBMS measurement setting information and transmits it to the UE 100, but may include the MBMS measurement start notification and transmit it to the UE 100.
- the measurement configuration was deleted at the timing of shifting to the idle state, but the MDT based on the measurement configuration is restarted at the timing of returning to the connected state without deleting. May be.
- the LTE system is exemplified as the mobile communication system.
- the present invention may be applied not only to the LTE system but also to a system other than the LTE system.
- Collection of UE geographical location and MBSFN UE measurements can be realized by MDT.
- MDT In order to reduce both NW and UE complexity, it is desirable to reuse existing MDT mechanisms as much as possible.
- existing MDT the main purpose was to collect measurements on coverage and QoS. It is reasonable to expect that the collection of coverage-related measurements is applicable to all UEs (both idle and connected).
- MBMS related measurements it is not expected that all UEs are interested in MBMS services. Therefore, it is not reasonable to expect that all UEs need to support the collection of MBMS related measurements.
- part of the MDT problem may be the need to determine UEs applicable for MBMS related measurements. And it is necessary to consider whether these UEs are configured for MBMS related measurements and reports.
- Another issue to be addressed is the need for recorded MDT (Logged MDT) and immediate MDT (Immediate MDT).
- MBMS related measurement The following three MBMS related measurements are required.
- Proposal 1 Collection of MBMS-related measurements by MDT includes at least MBSFN RSRP, MBSFN RSRQ, MCH BLER for each MCS, and these should all be in MBSFN area units.
- the NW has only been able to determine UE interest for connected UEs.
- the connected UE can send an MBMS interest notification and a counting response (if requested) to notify the NW of interest in MBMS. This means that the NW can only know the MBMS interest from the connected UE.
- MDT is based on recorded MDT and / or immediate MDT, is MDT configured per UE or per cell, is MDT supported on both idle connected UEs
- Proposal 2 Collection of MBMS related measurements should be applicable only to UEs interested in receiving MBMS services.
- MDT for connected UEs is based only on immediate MDT. This seems to be easy to extend this approach to collecting MBMS related measurements.
- MBMS related measurements are not based on existing RRC measurements like Release 10 MDT. Therefore, the eNB needs to provide MBMS specific settings to the UE in order to support immediate MDT.
- MBSFN transmissions are not UE specific and the network is not expected to dynamically change MBSFN transmissions. Even if recording MDT is supported, the network has the option of not getting a log if the network has sufficient information related to a particular MDT configuration. Thereby, unnecessary signaling can be reduced.
- Proposal 3 It is necessary to consider whether to use recorded MDT or immediate MDT for collecting MBMS related measurements for connected UEs.
- the network needs to explicitly set the measurements on the UE.
- the UE does not need to be explicitly configured for immediate MDT other than the obtainLocation IE.
- the UE may need to be explicitly configured for MBMS related measurements. If MBMS related measurements are configured with dedicated signaling, the eNB will have the opportunity to apply UE specific settings that include the applicable MBMS frequencies of interest within the measurement configuration. This comes at the price of increased signaling load. Except for the specific frequency of interest, it is unlikely that the eNB needs to set up different measurements for one UE and another UE.
- the eNB may configure MBMS related measurements by SIB and indicate the frequencies associated with the measurements. This means that measurement and event triggers can be applied only to UEs that are receiving MBMS services at the frequency specified in the SIB.
- Proposal 4 For connected UEs, it should be considered whether eNB should have the option to set MBMS related measurements and event triggers by SIB.
- idle UE (MDT setting for idle UE) As explained in view 1, the measurement results from idle UEs are also valuable. The main concern for idle UEs is the difficulty of the eNB setting up an appropriate UE for MBMS related measurements. If idle UEs are included for the collection of MBMS related measurements, idle recording MDT should be supported. It would also be easy to assume that the UE configuration for idle measurements is the same as in Release 10. That is, the UE is set in the connected state, and the setting is held in the idle state so that measurement is performed when the UE transitions to the idle state (see FIG. 18).
- idle UEs In the broadcast setting of MDT, it is not necessary for the idle UE to transition to connected in order to set for MDT. Also, idle UEs can start performing MBMS related measurements as soon as they start receiving MBMS services without notifying the eNB in advance. It is necessary to consider how the details of the broadcast setup mechanism and the trace function are guaranteed.
- Proposal 5 Whether eNB should have the option to set MBMS related measurements and event triggers by SIB for idle UEs.
- Proposal 6 When Proposal 5 is agreed, it is necessary to consider the details of the broadcast setting mechanism and how the trace function is guaranteed.
- trace control and configuration parameters are sent directly to the network entity.
- the UE selection for MDT is determined by the eNB. Since the eNB already has many opportunities to get MBMS interest from a particular UE, it would be reasonable to consider management-based tracing as a baseline tracing mechanism.
- Option 7 Whether management-based tracing can be a baseline tracing mechanism should be considered.
- the UE can send an MBMS interest notification message to the eNB so that the eNB can direct the UE to a cell where the MBMS service of interest is provided via PTM. .
- the UE if the UE prioritizes reception of all indicated MBMS frequencies over reception of any of the unicast bearers, the UE assigns an MBMS priority to the MBMS interest notification message. Can be included. This is important when the network is congested.
- the eNB may not know about the MBMS service (eg, group communication or television channel) that the UE is interested in.
- E-UTRAN can release the UE's unicast bearer if the cell providing interest in MBMS service is congested and indicates that the UE prefers MBMS over unicast. is there.
- the worst case scenario is that the eMBMS bearer is used for downlink based on the eNB's interest of the UE (eg, MBMS priority is set to true) Move to a congested cell providing MBMS and release the unicast bearer.
- a unicast bearer is used for uplink communication.
- the UE cannot transmit UL traffic until the UE moves to a new cell that is not congested. It is not preferable to go back and forth between the two frequencies depending on whether or not the UE transmits uplink traffic. Therefore, it is necessary to consider whether the current E-UTRAN procedure can be reused for continuation of group communication service especially in the case of NW congestion.
- Proposal 1 It is necessary to evaluate whether the Release 11 MBMS interest notice satisfies the requirements for service continuity for group communication.
- UE Mobility One typical use case is for a UE that receives group communication services via a multicast bearer to move to a cell that does not have the ability to provide MBMS (eg, outside the MBSFN area). In this case, the UE will notice that the received group communication service is not provided by the eMBMS on the target cell only after reading the MBMS control channel. Since the UE will ask the GCSE-AS to provide the group communication service by unicast after losing MBSFN coverage, service continuity is not guaranteed. The UE should have a mechanism to notify the GCSE-AS of changes from multicast bearers to unicast bearers so that any gaps in service continuity are avoided and group communication packets are not interrupted at the UE.
- the UE Since the UE has better knowledge of whether or not group communication data reception is continued by multicast signaling depending on the reception level of the MBMS related signal, it is considered preferable to be a UE-based solution. If a UE-based solution is applied, MBMS related measurements must be used. Two options are possible. When the MBMS related signal is weaker than the threshold, the UE notifies the eNB of it, or receives the group communication service directly via the unicast bearer (after setting up the unicast bearer if necessary) The UE notifies the GCSE-AS of this. The first approach is preferred because it is consistent with the current 3GPP architecture. The eNB / NW needs to be responsible for determining which UE should receive the group communication service via PTM or PTP.
- the reporting threshold is predefined or set by the eNB. It is believed that it should be configured by the eNB as flexible operations become available. For example, it is assumed that there is a low possibility of losing an MBMS signal at the center of the MBSFN area. Thus, the eNB at the center of the MBSFN area has the option of not setting up MBMS related measurements on the UE in order to reduce signaling. Therefore, NW support UE based solutions should be considered as a baseline. This procedure can also be applied to pre-release 12 MBMS services such as television broadcasts.
- Proposal 2 To support service continuity while switching group communication data reception from PTM to PTP, NW support UE-based solutions should be considered as a baseline.
- MBMS service suspension One typical use case for MBMS is that depending on the number of terminals trying to receive the same MBMS service, the NW decides whether the MBMS service should be delivered via PTM. Is to be able to do it. In order to provide better efficiency in resource utilization, MBMS services with little interest should not be broadcast. Therefore, MBMS service stop mechanism also needs to be supported for group communication.
- the counting procedure is supported for the network to receive feedback from MBMS UEs regarding interest in future and ongoing MBMS services. This mechanism allows the NW to determine whether an MBMS service delivered via MBSFN is desirable. A simple consideration would be to apply a counting procedure to group communications.
- the assumption of group communication via MBMS is slightly different from MBMS prior to Release 12, and may require further consideration. Even if eMBMS is used, the UE can use unicast uplink transmission to GCSE-AS for ACK / NACK of downlink transmission. Therefore, it is necessary to consider whether an alternative mechanism is needed to support MBMS service outages.
- Proposal 3 MBMS service stop mechanism should be supported in group communication.
- the NW needs to notify the UE before stopping the service via MBMS in order to provide service continuity.
- the notification there may be sufficient time for the UE to inform the GCSE-AS to receive the same service via the unicast bearer. Since MBMS service outage decisions can also be determined by the RAN (ie, MCE), it would be reasonable to provide notification via AS layer signaling.
- Proposal 4 If Proposal 3 is agreed, the NW needs to notify the UE before stopping the service provision via MBMS using AS layer signaling.
- Proposal 5 When a UE moves between two different PTMs belonging to different MBMS service areas, the same solution should be used as in the case of switching from PTM to PTP to provide service continuity .
- the present invention is useful in the mobile communication field.
