所述 PCRF设备根据所述第一用户的标识确定所述第一用户和所述第二 用户是共享使用配额的用户具体包括如下三种情况:
第一种情况: 所述 PCRF设备根据所述第一用户的标识查询存储的信息 确定所述第一用户是群组的成员, 并确定所述群组的主用户为所述第二用 户; 则所述 PCRF设备确定所述第一用户和所述第二用户是共享使用配额的 用户;
第二种情况: 所述 PCRF设备根据所述第一用户的标识查询存储的信息 确定存在与所述第一用户有关联关系的第二用户; 所述 PCRF设备确定所述 第一用户和所述第二用户是共享使用配额的用户;
第三种情况:所述 PCRF设备根据所述第一用户的标识查询存储的信息, 确定所述第一用户是所述第二用户所标识的群组的成员; 其中, 所述第二用 户是由多个用户所组成的群组的标识; 则所述 PCRF设备确定所述第一用户 和所述第二用户是共享使用配额的用户。
本发明实施例中, 所述存储的信息可以保存在 PCRF设备内部, 或者保 存在 PCRF设备的外部实体, 如 SPR、 UDR ( User Data Repository, 用户数 据存储实体 ) , PCRF设备通过查询 PCRF设备内部或外部存储的信息确定所 述第一用户和所述第二用户是可以共享使用配额的用户。
本发明实施例中, 所述 PCRF设备获取所述第二用户的累积项的当前状 态具体包括: 所述 PCRF设备通过所述 PCRF设备与计费系统之间建立的所 述第二用户的会话获取所述第二用户的累积项的当前状态, 具体可以包括如 下三种情况:
第一种情况: 若所述 PCRF设备接收网关设备发送的第一用户的策略请 求之前, 所述 PCRF设备与计费系统之间已建立所述第二用户的会话, 且所 述 PCRF设备已通过所述第二用户的会话获取并保存所述第二用户的累积项 的当前状态, 所述 PCRF设备读取自身所保存的所述第二用户的累积项的当 前状态;
第二种情况: 若所述 PCRF设备接收网关设备发送的第一用户的策略请 求之前, 所述 PCRF设备与计费系统之间已建立所述第二用户的会话获取, PCRF设备则所述 PCRF设备通过所述第二用户的会话, 向所述计费系统获 取所述第二用户的累积项的当前状态。 优选的, 所述 PCRF设备未保存所述 第二用户的累积项的当前状态, 则 PCRF通过第二用户会话获取累积项的当 前状态, 这里未保存所述第二用户的累积项的当前状态指未获取过该累积项 的当前状态,或者获取后未保存该累积项的当前状态。具体包括:所述 PCRF 设备通过所述第二用户的会话, 向所述计费系统发送累积项当前状态获取请 求, 所述累积项当前状态获取请求包括所述累积项的标识; 所述 PCRF设备 接收所述计费系统发送的所述累积项状态获取请求的应答消息, 所述应答消 息包括所述计费系统根据所述累积项的标识查询得到的所述第二用户的累 积项的当前状态。 此种情况下, 所述第二用户的会话是已经存在的会话, 所 述 PCRF设备通过所述已经存在的所述第二用户的会话来获取所述第二用户 的累积项的当前状态;
第三种情况: 所述 PCRF设备向计费系统发送所述第二用户的会话建立 请求, 所述会话建立请求携带所述第二用户的标识; 所述 PCRF设备接收所 述计费系统发送的所述会话建立请求的应答消息, 所述应答消息包括所述计 费系统根据所述第二用户的标识所述计费系统根据所述第二用户的标识建 立会话的结果, 和获取到的所述第二用户的累积项的当前状态。 该会话建立 请求可以携带该累积项的标识, 则计费系统直接返回该累积项的当前状态, 也可以不携带该累积项的标识, 当不不携带该累积项的标识时, 则计费系统 返回所有可用的累积项的当前状态, 其中包括该累积项的当前状态。 此种情 况下, 所述第二用户的会话是在需要所述第二用户的累积项的当前状态时新 建立的会话, 所述 PCRF设备通过所述新建立的所述第二用户的会话来获取 所述第二用户的累积项的当前状态。
上述第二种情况和第三种情况中, 所述 PCRF设备可以保存所获取的所 述第二用户的累积项的当前状态; 在所述第二用户的会话结束时, 或者所述 第二用户的会话未结束但 PCRF设备确定不再需要该第二用户的累积项的当 前状态时, 所述 PCRF设备删除所述保存的所述第二用户的累积项的当前状 态。 其中, 第二用户会话的结束指: 与该第二用户可以共享使用配额的所有 第一用户的业务结束,或者所有第一用户的业务不再依赖于该第二用户的该 累积项进行策略控制时, PCRF设备中断该第二用户的会话。 第二用户的会 话未结束但 PCRF设备确定不再需要所述第二用户的累积项的当前状态指: 所有第一用户的业务仍然在使用中, 第一用户业务依赖于第二用户的其他累 积项进行策略控制,但所有第一用户业务不再依赖于该第二用户的该累积项 进行策略控制时, PCRF设备不再保存该累积项的当前状态, 同时, PCRF 设备会取消对该累积项的订阅。
本发明实施例中, 在所述 PCRF设备获取所述累积项的当前状态之后, 所述方法进一步包括: 所述 PCRF设备接收计费系统发送的通知消息, 所述 通知消息携带所述第二用户的累积项的变化后的状态; 所述 PCRF设备确定 所述第二用户的累积项变化后的状态影响第一用户; 所述 PCRF设备根据所 述累积项的变化后的状态, 为所述受影响的第一用户重新生成控制策略, 并 将所述重新生成的控制策略通过所述网关设备和所述 PCRF设备间的第一用 户的会话发送给所述网关设备。
当然, 本发明实施例中, 所述第二用户的累积项变化后的状态所影响的 第一用户具体包括: 所述 PCRF设备查询存储的信息确定所述第二用户和所 述第一用户是共享使用配额的用户,且所述第一用户当前在线,则所述 PCRF 设备确定所述第二用户的累积项变化后的状态影响所述第一用户。
本发明实施例中, PCRF设备在接收到计费系统发送的携带第二用户的 累积项状态变化的通知后, 该 PCRF设备可以保存所获取的第二用户的累积 项的当前状态; 在该第二用户的会话结束时, 或者该第二用户的会话未结束 但 PCRF设备确定不再需要该第二用户的累积项的当前状态时, 所述 PCRF 设备删除所保存的该第二用户的累积项的当前状态。
图 3描述了本发明一个实施例提供的进行策略决策的方法的流程,包括:
301、 计费系统维护第二用户的累积数据对应的累积项, 该累积数据是 用户的业务使用信息的累积;
302、 所述计费系统接收 PCRF设备发送的所述第二用户的会话建立请 求;
303、 所述计费系统根据所述第二用户的会话建立请求建立所述计费系 统与所述 PCRF设备间的所述第二用户的会话;
304、 所述计费系统通过所述建立的会话接收用于请求第二用户的累积 项的累积项状态获取请求, 具体的可以是在所述会话建立时或建立后接收所 述用于请求第二用户的累积项的累积项状态获取请求;
305、 所述计费系统根据所述累积项状态获取请求从所维护的累积数据 对应的累积项中获得所述第二用户的累积项的当前状态;
306、 所述计费系统通过所述第二用户的会话向所述 PCRF设备返回所 述第二用户的累积项的当前状态, 以使得所述 PCRF设备根据所述第二用户 的累积项的当前状态确定受影响的第一用户, 并根据所述第二用户的累积项 的当前状态为所述受影响的第一用户生成第一用户的控制策略, 并将所述生 成的控制策略通过网关设备和所述 PCRF设备间的第一用户的会话发发送给 所述网关设备。
从本发明实施例提供的以上技术方案可以看出, 由于本发明实施例中计 费系统维护第二用户的业务使用信息的累积数据及该累积数据对应的累积 项的状态, 并在接收到第二用户的累积项状态获取请求时, 从所维护的累积 项中获取第二用户的累积项的当前状态并将所述第二用户的累积项的当前 状态发送给 PCRF设备, 以使得 PCRF设备确定该第二用户的累积项的当前 状态所影响的第一用户,从而根据所述第二用户的累积项的当前状态为所述 受影响的第一用户生成控制策略; 由此实现了第一用户和第二用户的累积数 据的共享, 这样计费系统只需要维护一份第二用户的累积数据, 使得一个 PCRF设备仅需要与 OCS建立一个会话并通过该会话获取一次第二用户的累 积数据的状态, 即可对与第二用户有关联关系的所有第一用户实现基于该累 积数据的策略控制, 减少了计费系统对于共享的累积数据的维护和通知等处 理压力, 同时, 减少了计费系统与 PCRF设备建立的会话数和交互次数, 进 一步减轻了对计费系统的性能损耗。
本发明实施例的方法在计费系统将第二用户的累积项的当前状态发送 给 PCRF设备之后, 如果第二用户的累积项当前状态发生了变化, 则本发明 实施例所述的方法还可以进一步包括: 所述计费系统在所述累积项状态发生 变化时, 通过所述第二用户的会话向所述 PCRF设备发送通知消息, 所述通 知消息携带所述第二用户的所述累积项变化后的状态, 以使得所述 PCRF设 备才艮据所述累积项变化后的状态确定所影响的第一用户, 并才艮据所述累积项 变化后的状态为所述受影响的第一用户重新生成第一用户的控制策略, 并将 所述重新生成的控制策略发送给网关设备。 累积项状态发生变化可以是第二 用户的累积项的值变化导致累积项的当前值(即累积量)超过或低于设定值, 例如超过设定的阈值时, 计费系统再向所述 PCRF设备发送通知消息。
本发明实施例中, 所述计费系统通过所述第二用户的会话接收用于请求 第二用户的累积项的累积项状态获取请求具体包括: 所述计费系统接收所述 PCRF设备发送的所述累积项状态获取请求, 所述累积项状态获取请求包括 所述累积项的标识; 所述计费系统向所述 PCRF设备发送所述累积项状态获 取请求的应答消息, 所述应答消息包括所述计费系统根据所述累积项的标识 查询得到的所述第二用户的累积项的当前状态。 当然, 本发明实施例所述的 方案中, 所述累积项状态获取请求也可以在获取累积项的当前状态的同时, 订阅所述累积项的当前状态。
图 4描述了本发明另一个实施例提供的进行策略决策的方法的流程, 包 括:
401计费系统维护第二用户的累积项; 其中, 所述累积项是用户的业务 使用信息的累积数据进行累积所得到的累积项; 具体的过程可以参见步骤 402的相关描述;
402、 所述计费系统在接收到与所述第二用户共享使用配额的第三用户 的累积数据(需要累积的业务使用信息)后, 所述计费系统将所接收到的所 述第三用户的累积数据累积到所述第二用户的所述累积项。
403、 所述计费系统在接收到策略和计费控制功能 PCRF发送的所述第 二用户的会话建立请求后,根据所述第二用户的会话建立请求建立所述计费 系统与所述 PCRF间的所述第二用户的会话;
404、 所述计费系统通过所述第二用户的会话接收用于请求所述第二用 户的累积项的所述累积项状态获取请求;
405、 所述计费系统根据所述累积项状态获取请求从所维护的所述第二 用户的累积项中获得所述第二用户的累积项的当前状态;
406、 所述计费系统向所述 PCRF发送所述第二用户的累积项的当前状 态, 以使得所述 PCRF才艮据所述第二用户的累积项的当前状态确定受影响的 第一用户, 并根据所述第二用户的累积项的当前状态为所述受影响的第一用 户生成第一用户的业务流控制策略, 并将所述生成的业务流控制策略通过网 关设备和所述 PCRF间的第一用户的会话发发送给所述网关设备。
本实施例中, 与第二用户共享使用配额的第三用户的可以有如下三种情 况:
第一种情况: 所述第三用户是群组的成员, 且所述群组的主用户为所述 第二用户; 则所述第二用户和所述第三用户是共享使用配额的用户。
第二种情况: 所述第二用户和所述第三用户是存在关联关系的用户, 则 所述第二用户和所述第三用户是共享使用配额的用户。
第三种情况: 所述第三用户是群组的成员, 所述第二用户标识由多个用 户所组成的群组, 其中所述第三用户是所述第二用户这个群组的成员, 则所 述第三用户和所述第二用户是共享使用配额的用户。
这里, 第一用户、 第二用户和第三用户共享使用配额, 其中, 第一用户 指当前需要基于该第二用户的累积项进策略控制的用户, 第三用户指当前在 线的用户, 不管该第三用户是否需要基于该第二用户的累积项进行策略控 制, 也就是说, 第三用户包括第一用户, 第一用户和第二用户是可以共享使 用配额的用户、及第二用户的累积项的当前状态所影响的第一用户的相关描 述, 可以参照本发明其他实施例的相关描述, 这里不再赘述。
当然, 图 4所示实施例所揭示的技术方案可以与图 3所示实施例的技术 方案合并在一起使用, 即计费系统既可以实现第一用户和第二用户之间的累 积数据的共享, 也可以累积与第二用户共享使用配额的第三用户的累积数 据, 并将该第三用户的累积数据累积到第二用户的累积项上。
图 5描述了本发明另一个实施例提供的进行策略决策的方法的流程, 包 括:
步骤 501、 网关设备在接收到用户 A的客户端发送的用户 A的业务承 载层建立请求后, 确定需要向 PCRF设备请求控制策略;
其中,所述业务承载层建立请求可以是 IP(互联网协议, Internet Protocol ) 连接访问网络承载 (IP CAN Bearer )或者 GPRS 网络对应分组数据协议 ( Packet Data Protocol, PDP )上下文( PDP Context )业务 载层建立请求 中包括用户 A的标识, 该标识可以是为用户 A分配的 IP地址; 具体的, 网关设备可以根据预先配置的信息确定需要向 PCRF设备请求 用户 A的控制策略。
步骤 502、 PCRF设备接收网关设备发送的用户 A的策略请求用于请求 所述用户 A的控制策略;
所述控制策略是 PCRF设备分配给该用户 A的业务数据流的控制策略, 所述控制策略包括: 业务数据流的服务质量(Quality of Service, QoS ), 是 否允许业务数据流通过、业务数据流重定向或业务数据流的计费控制等中的 一个或多个, 该控制策略将下发给网关设备, 以便网关设备根据该控制策略 进行网络资源的分配。
网关设备通过用户 A的 Gx或者 Sd会话 (网关设备和 PCRF设备间的 会话 ) 向 PCRF设备请求控制策略。 其中 Gx会话是 PCEF和 PCRF设备间 的会话, Sd会话是 TDF和 PCRF设备间的会话。
步骤 503、 PCRF设备确定该用户 A的控制策略的决策是否需要共享使 用配额的用户 B的累积数据;
其中, 该用户 A和用户 B是共享使用配额的用户, 有如下三种情况: 第一种情况, 用户 A是群组的成员, 且该群组的主用户是用户 B, 则 用户 A需要使用该群组的主用户 B的累积数据。
具体的, PCRF设备通过查询用户 A的签约信息, 确定该用户是否属于 用户组, 若属于, 则获取该用户组的主用户 (假定用户 A所属用户组的主 用户为用户 B ),查询的信息可能如下表 1所示,通过查询该表获知:用户 A 属于群组 1即 group 1这个群组, group 1群组的主用户为用户 B, 而且相关 联的累积数据的累积项为 counterl23。

第二种情况, 用户 A与用户 B存在关联关系, 这种关联关系可以是在 签约时确定, 或者签约后确定, 当用户 A与用户 B存在关联关系时, 则用 户 A需要使用用户 B的累积数据。
本发明实施例中的关联关系也可以为依赖关系, 例如用户 A依赖于用 户 B, 则用户 B销户会导致用户 A销户, 或者其他绑定关系, 例如用户 A 和用户 B的账户互相依赖但有各自的生命周期。
具体的, PCRF设备可以查询用户 A的签约信息, 通过查询所得的用户 A和用户 B的关联关系确定是否用户 A是否需要用户 B的累积数据, 当用 户 A和用户 B存在关联关系时, 用户 A需要用户 B的累积数据, 查询到 的信息可能如下表 2所示;

第三种情况, 用户 A是用户 B所标识的群组的成员, 用户 B是该群组 的标识, 则用户 A需要使用该用户 B的累积数据。
具体的, PCRF通过查询 User A的签约信息,确定该用户 A是否是用户 组成员,则获取该用户组的标识(假定用户 A所属用户组的标识为用户 User B ),查询的信息可能如下表 3所示,通过查询该表 3获知:用户 A属于 User B这个群组, User B群组成员共享的配额为 counter 456 , 因此用户 A共享用 户 B的使用配额 counter 456。

PCRF设备查询用户 A 的签约信息的过程可以是从内部或外部订阅关 系存储实体获取, 外部订阅实体如 SPR。
若通过上述三种情况 PCRF设备确定用户 A的策略决策需要用户 B的 累积数据时, 则 PCRF设备进一步确定所需的用户 B的累积项 counter, 并 执行步骤 504, 否则 PCRF设备根据用户 A的信息生成控制策略, 并执行步 骤 506。
步骤 504、 PCRF设备确定 PCRF设备和计费系统间是否有用户 B的 Sy 会话, 如果有, 则执行步骤 505 , 否则参见图 6所示的实施例建立 Sy会话的 相关描述。
具体的, PCRF设备根据其所管理的所有该 PCRF设备和计费系统间的
Sy会话信息, 查询确定是否有用户 B的 Sy会话。
步骤 505、 PCRF设备确定其是否有所需的用户 B的该累积项的当前状 态, 即: PCRF设备确定其是否已经通过该 PCRF设备和计费系统间的 Sy 会话获取并保存了该用户 B 的该累积项, 如果已经获取并保存了该累积项 的当前状态,则 PCRF设备直接根据其所 PCRF设备保存的用户 B的该累积 项的当前状态进行策略决策, 并将策略决策生成的业务流的控制策略下发给 网关设备。
具体的, PCRF设备通过该 PCRF设备和计费系统间的 Sy会话向计费系 统发送累积项的状态获取请求的同时, 也相当于订阅了该累积项的当前状 态, OCS在后续该累积项的状态发生变化时,如其累积量超过或低于某一阈 值时, 计费系统通知 PCRF设备该累积项变化后的状态。
步骤 506、 PCRF设备向网关设备下发并激活该控制策略;
该控制策略通过步骤 502的请求消息对应的应答消息下发给网关设备。 步骤 507、 网关设备接收所述应答消息后, 执行所述控制策略, 业务继 续。
PCEF在接收到 PCRF设备下发的控制策略后, 根据控制策略中分配的 QoS、 带宽等数据, 为业务数据流分配相应的网络资源。
从本发明实施例提供的以上技术方案可以看出, 由于本发明实施例中 PCRF设备在接收到第一用户的策略请求后, 确定该第一用户可以使用第二 用户的累积数据, 实现第一用户和第二用户的累积数据的共享, 这样计费系 统只需要维护一份第二用户的累积数据,使得一个 PCRF设备仅需要与 OCS 建立一个会话并通过该会话获取一次第二用户的累积数据的状态, 即可对与 第二用户有关联关系的所有第一用户实现基于该累积数据的策略控制, 减少 了计费系统对于共享的累积数据的维护和通知等处理压力, 同时, 减少了计 费系统与 PCRF设备建立的会话数和交互次数, 进一步减轻了对计费系统的 性能损耗。
图 6描述了本发明另一个实施例提供的策略决策的方法的流程, 包括: 步骤 601~603的相关描述可以参考图 5所示实施例的步骤 501~503的相 关描述, 这里不再赘述;
步骤 604、 PCRF设备确定 PCRF设备和计费系统间是否有用户 B的 Sy 会话, 如果有, 则执行步骤 605 , 否则参见图 7所示的实施例的建立 Sy会话 的相关描述;
具体的, PCRF设备根据其所管理的所有该 PCRF设备和计费系统间的 Sy会话信息, 查询确定是否有用户 B的 Sy会话。
步骤 605、 如果有用户 B的会话, PCRF设备确定其是否保存有所需的 用户 B的累积项的当前状态, 即: 是否已经通过该 Sy会话获取和保存了该 累积项的当前状态, 如果没有保存该累积项的当前状态, 则 PCRF设备通过 该 Sy会话向计费系统获取该用户 B的累积项的当前状态。
具体的, 这里没有保存该第二用户的累积项的当前状态指未通过该 Sy 会话获取过该累积项的当前状态, 或者通过该 Sy会话获取该累积项状态后 未在 PCRF设备保存该累积项的当前状态。
步骤 606、 PCRF设备向计费系统请求所需的用户 B的累积项的当前状 态;
具体的, PCRF设备通过用户 B的 Sy会话, 向计费系统发送该累积项 的当前状态的获取请求。
具体的, 计费系统接收该请求后, 返回该累积项的当前状态, 并订阅该 累积项的状态变化通知机制, 即在后续该累积项的状态发生变化时通知 PCRF设备, PCRF设备获取并订阅用户 B的累积项的当前状态的请求消息 格式如下 (仅包含部分相关参数):

图 7描述了本发明一个实施例提供的一种策略决策的方法的流程, 该实 施例包括:

步骤 704、 PCRF设备确定 PCRF设备和计费系统间是否有用户 B的 Sy 会话, 如果无, 则执行步骤 705;
具体的, PCRF设备根据其所管理的所有该 PCRF设备和计费系统间的 Sy会话信息, 查询确定是否有用户 B的 Sy会话。
步骤 705、 PCRF设备确定其与计费系统间若无用户 B的 Sy会话, 则 PCRF设备向计费系统发起用户 B的 Sy会话建立请求,在该 Sy会话建立请 求中携带所需的用户 B标识。 如果用户 B为群组, 则携带群组标识, 否则 携带用户的 IP或者 MSISDN等标识。
具体的, 该会话建立请求可以携带该累积项的标识, 则计费系统直接返 回该累积项的当前状态, 也可以不携带, 则计费系统返回所有可用累积项的 当前状态, 其中包括该累积项的当前状态。
具体的, PCRF设备向计费系统发送获取该累积项的当前状态的获取请 求的同时,也相当于订阅了该累积项, OCS在后续该累积项的状态发生变化 时, 如其累积量超过或低于某一阈值时, 计费系统通知 PCRF设备该累积项 变化后的状态;

801、 计费系统维护用户 B的累积项;
具体的,计费系统可以根据签约将用户组中各个用户的使用信息或者其 共享配额的用户的使用信息累积到用户 B 的累积项上。 不管该用户是否需 要基于该用户 B的累积项进行策略控制, 也就是说, 用户 A的使用信息会 累积到该用户 B的累积项, 其他的与用户 B有关联关系的用户的使用信息 也会累积到该用户 B的累积项中。
若用户 B是群组, 则需要在计费系统专门为群组设定一个账户, 以便保 存和管理群组的累积项。
当然, 有些情况下, 也不是所有的流量都累积到用户 B 累积项上的, 才艮据订阅关系确定, 有些流量可能不累积到用户组的流量中, 例如: 某一包 括用户 A、 B、 C的用户组共享 2G流量,但共享该 2G流量的业务不包括 P2P , 即: 除 P2P外的业务共享 2G流量, 则这里的需要累积的流量就是除 P2P业 务之外的其他业务流量。
802、 计费系统监测用户 B的累积项的变化;
803、 当用户 B的累积项达到设定值时, 计费系统向 PCRF设备发送通 知消息, 以通知 PCRF设备 用户 B的累积项变化后的状态;
具体的, 当用户 B 的累积项的累积量变化达到设定值, 例如达预先设 定的阈值时, 计费系统可以通过计费系统与 PCRF设备之间的 Sy会话通知 PCRF设备该用户 B的累积项变化后的状态。

从本发明实施例提供的以上技术方案可以看出, 由于本发明实施例中 PCRF设备在接收到第一用户的策略请求后, 确定该第一用户可以使用第二 用户的累积数据, 实现第一用户和第二用户的累积数据的共享, 这样 PCRF 设备只需要去计费系统获取第二用户的累积项, 而计费系统也只需维护第二 用户的累积项, 减少了计费系统对于第一用户的累积项的累积, 也减少了计 费系统和 PCRF设备的内部处理压力; 并且由于需要计费系统进行累积的用 户数量减少, 及计费系统与 PCRF设备之间需要交互累积项的用户数量也减 少, 因此也减少了 PCRF设备与计费系统之间的交互次数。

从本发明实施例提供的以上技术方案可以看出, 由于计费系统中维护了 第二用户的业务使用信息, 该第三用户和第二用户是可以共享使用配额的用 户, 所以计费系统将该第三用户的业务使用信息累积到第二用户的所述累积 项上, 并在接收到第二用户的累积项状态获取请求时, 计费系统从所维护的 累积项中获取第二用户的累积项的当前状态并将所述第二用户的累积项的 当前状态发送给 PCRF设备, 以使得 PCRF设备确定该第二用户的累积项的 当前状态所影响的第一用户, 从而 PCRF设备根据所述第二用户的累积项的 当前状态为所述受影响的第一用户生成控制策略; 由此实现了第一用户可以 使用第二用户和第三用户累积数据, 实现了第一用户可以共享第二用户的累 积数据, 这样计费系统只需维护第二用户和第三用户的累积项, 减少了计费 系统对于第一用户的累积项的累积, 也减少了计费系统的内部处理压力; 并 且由于需要计费系统进行累积的用户数量减少, 及计费系统与 PCRF设备之 间需要交互累积项的用户数量也减少, 因此也减少了 PCRF设备与计费系统 之间的交互次数。

从上可知, 从本发明实施例提供的以上技术方案可以看出, 由于本发明 实施例中 PCRF设备在接收到第一用户的策略请求后, 确定该第一用户可以 使用第二用户的累积数据, 在第一用户和第二用户之间实现累积数据的共 享, 这样计费系统只需要维护一份第二用户的累积数据, 使得一个 PCRF设 备仅需要与 OCS建立一个会话并通过该会话获取一次第二用户的累积数据 的状态, 即可对可以与第二用户共享使用配额的所有第一用户实现基于该累 积数据的策略控制, 减少了计费系统对于共享的累积数据的维护和通知等处 理压力, 同时, 减少了计费系统与 PCRF设备建立的会话数和交互次数, 进 一步减轻了对计费系统的性能损耗。

从上可知, 从本发明实施例提供的以上技术方案可以看出, 由于本发明 实施例中计费系统维护第二用户的业务使用信息的累积数据及该累积数据 对应的累积项的状态, 并在接收到第二用户的累积项状态获取请求时, 从所 维护的累积项中获取第二用户的累积项的当前状态并将所述第二用户的累 积项的当前状态发送给 PCRF设备, 以使得 PCRF设备确定该第二用户的累 积项的当前状态所影响的第一用户,从而根据所述第二用户的累积项的当前 状态为所述受影响的第一用户生成控制策略; 由此实现了第一用户和第二用 户的累积数据的共享, 这样计费系统只需要维护一份第二用户的累积数据, 使得一个 PCRF设备仅需要与 OCS建立一个会话并通过该会话获取一次第 二用户的累积数据的状态, 即可对与第二用户有关联关系的所有第一用户实 现基于该累积数据的策略控制, 减少了计费系统对于共享的累积数据的维护 和通知等处理压力, 同时, 减少了计费系统与 PCRF设备建立的会话数和交 互次数, 进一步减轻了对计费系统的性能损耗。
本发明实施例还提供了进行策略决策的系统, 本发明实施例提供的策略 决策的系统可以包括本发明任一实施例提供的策略和计费规则功能 PCRF设 备和计费系统。 图 13描述了本发明一个实施例提供的计费系统的结构, 该计费系统包 括策略和计费规则功能 PCRF设备 1301和网关设备 1302。

所述 PCRF设备通过所述 PCRF设备与计费系统之间建立的所述第二用 户的会话获取所述第二用户的累积项的当前状态;
所述 PCRF设备根据所述第二用户的累积项的当前状态生成所述第一用 户的控制策略, 并将所述控制策略发送给所述网关设备。
2、 如权利要求 1所述的策略决策的方法, 其特征在于,
所述 PCRF设备根据所述策略请求确定所述第一用户需要使用所述第二 用户的累积项包括:
所述 PCRF设备从所述策略请求获取所述第一用户的标识;
所述 PCRF设备根据所述第一用户的标识确定所述第一用户和所述第二 用户是共享使用配额的用户, 则所述 PCRF设备确定所述第一用户需要使用 所述第二用户的累积项。

则所述 PCRF设备确定所述第一用户和所述第二用户是共享使用配额的 用户。

所述 PCRF设备根据所述第一用户的标识确定所述第一用户和所述第二 用户是共享使用配额的用户具体包括: 所述 PCRF设备根据所述第一用户的标识查询存储的信息, 确定存在与 所述第一用户有关联关系的第二用户;
所述 PCRF设备确定所述第一用户和所述第二用户是共享使用配额的用 户。

所述 PCRF设备根据所述第一用户的标识确定所述第一用户和所述第二 用户是共享使用配额的用户具体包括:
所述 PCRF设备根据所述第一用户的标识查询存储的信息, 确定所述第 一用户是所述第二用户所标识的群组的成员, 其中, 所述第二用户是由多个 用户所组成的群组的标识;
则所述 PCRF设备确定所述第一用户和所述第二用户是共享使用配额的 用户。

所述 PCRF设备通过所述 PCRF设备与计费系统之间建立的所述第二用 户的会话获取所述第二用户的累积项的当前状态具体包括:
所述 PCRF设备接收网关设备发送的第一用户的策略请求之前, 所述 PCRF设备与所述计费系统之间已建立所述第二用户的会话, 且所述 PCRF 设备已通过所述已经建立的第二用户的会话获取并保存所述第二用户的累 积项的当前状态。

所述 PCRF设备接收网关设备发送的第一用户的策略请求之前, 所述 PCRF设备与计费系统之间已建立所述第二用户的会话;
则所述 PCRF设备通过所述 PCRF设备与计费系统之间建立的所述第二 用户的会话获取所述第二用户的累积项的当前状态具体包括:
所述 PCRF设备通过所述第二用户的会话, 向所述计费系统获取所述第 二用户的累积项的当前状态。

所述 PCRF设备通过所述第二用户的会话, 向所述计费系统发送累积项 状态获取请求, 所述累积项状态获取请求包括所述累积项的标识;
接收所述计费系统发送的所述累积项状态获取请求的应答消息, 所述应 答消息包括所述计费系统根据所述累积项的标识查询得到的所述第二用户 的累积项的当前状态。
9、 如权利要求 1所述的策略决策的方法, 其特征在于,
所述 PCRF设备通过所述 PCRF设备与计费系统之间建立的所述第二用 户的会话获取所述第二用户的累积项的当前状态具体包括:
所述 PCRF设备向计费系统发送所述第二用户的会话建立请求, 所述会 话建立请求携带所述第二用户的标识;
接收所述计费系统发送的所述会话建立请求的应答消息, 所述应答消息 包括所述计费系统根据所述第二用户的标识建立会话的结果, 和获取的所述 第二用户的累积项的当前状态。
10、 如权利要求 1、 2、 3、 4或 5所述的策略决策的方法, 其特征在于, 在所述 PCRF设备获取所述累积项的当前状态之后, 所述方法进一步包 括:
所述 PCRF设备接收计费系统发送的通知消息, 所述通知消息携带所述 第二用户的累积项的变化后的状态;
所述 PCRF设备确定所述第二用户的累积项变化后的状态影响所述第一 用户;
所述 PCRF设备 居所述累积项的变化后的状态, 为所述受影响的第一 用户重新生成控制策略, 并将所述重新生成的控制策略通过所述网关设备和 所述 PCRF设备间的第一用户的会话发送给所述网关设备。
11、 如权利要求 10所述的策略决策的方法, 其特征在于,
所述第二用户的累积项变化后的状态影响第一用户具体包括: 所述 PCRF设备查询存储的信息确定所述第二用户和所述第一用户是共 享使用配额的用户, 且所述第一用户当前在线, 则所述 PCRF设备确定所述 第二用户的累积项变化后的状态影响所述第一用户。
12、 如权利要求 1、 7、 9或 10所述的策略决策的方法, 其特征在于, 所述 PCRF设备保存所获取的所述第二用户的累积项的当前状态; 在所述第二用户的会话结束时, 或者所述第二用户的会话未结束但 PCRF设备确定不需要所述第二用户的累积项的当前状态时, 所述 PCRF设 备删除所述保存的所述第二用户的累积项的当前状态。
13、 一种进行策略决策的方法, 其特征在于, 包括:
计费系统维护第二用户的累积项;
所述计费系统接收策略和计费规则功能 PCRF设备发送的所述第二用户 的会话建立请求;
所述计费系统根据所述第二用户的会话建立请求建立所述计费系统与 所述 PCRF设备间的所述第二用户的会话;
所述计费系统通过所述第二用户的会话接收用于请求第二用户的累积 项的累积项状态获取请求;
所述计费系统根据所述累积项状态获取请求从所维护的所述第二用户 的累积项中获得所述第二用户的累积项的当前状态;
所述计费系统通过所述第二用户的会话向所述 PCRF设备返回所述第二 用户的累积项的当前状态, 以使得所述 PCRF设备根据所述第二用户的累积 项的当前状态确定受影响的第一用户, 并根据所述第二用户的累积项的当前 状态为所述受影响的第一用户生成第一用户的控制策略, 并将所述生成的控 制策略通过网关设备和所述 PCRF设备间的第一用户的会话发发送给所述网 关设备。
14、 如权利要求 13所述的策略决策的方法, 其特征在于,
所述方法进一步包括:
所述计费系统在所述累积项状态发生变化时, 通过所述第二用户的会话 向所述 PCRF设备发送通知消息, 所述通知消息携带所述第二用户的所述累 积项变化后的状态, 以使得所述 PCRF设备根据所述累积项变化后的状态确 定所影响的第一用户, 并根据所述累积项变化后的状态为所述受影响的第一 用户重新生成第一用户的控制策略, 并将所述重新生成的控制策略发送给网 关设备。
15、 如权利要求 13或 14所述的策略决策的方法, 其特征在于, 所述计费系统在所述累积项状态发生变化时, 通过所述第二用户的会话 向所述 PCRF设备发送通知消息, 具体包括:
所述计费系统在所述累积项的值变化导致累积项的当前值超过或低于 设定值时, 确定所述累积项的状态发生变化, 并通过所述第二用户的会话向 所述 PCRF设备发送通知消息。
16、 如权利要求 13或 14所述的策略决策的方法, 其特征在于, 所述计费系统通过所述第二用户的会话接收用于请求第二用户的累积 项的累积项状态获取请求具体包括:
所述计费系统接收所述 PCRF设备发送的所述累积项状态获取请求, 所 述累积项状态获取请求包括所述累积项的标识;
所述计费系统向所述 PCRF设备发送所述累积项状态获取请求的应答消 息, 所述应答消息包括所述计费系统根据所述累积项的标识查询得到的所述 第二用户的累积项的当前状态。
17、 如权利要求 13或 14所述的策略决策的方法, 其特征在于, 包括: 所述计费系统维护第二用户的累积项具体包括:
所述计费系统接收到与所述第二用户共享使用配额的第三用户的累积 数据;
所述计费系统将所接收到的所述第三用户的累积数据累积到所述第二 用户的所述累积项。

所述计费系统在接收到所述第三用户的累积数据后, 查询存储的信息, 确定所述第三用户是群组的成员, 且所述群组的主用户为所述第二用户; 则 所述计费系统确定所述第二用户和所述第三用户是共享使用配额的用户。
19、 如权利要求 17所述的策略决策的方法, 其特征在于,
所述计费系统在接收到所述第三用户的累积数据后, 查询存储的信息, 确定所述第二用户和所述第三用户是存在关联关系的用户, 则所述计费系统 确定所述第二用户和所述第三用户是共享使用配额的用户。
20、 如权利要求 17所述的策略决策的方法, 其特征在于,
所述计费系统在接收到所述第三用户的累积数据后, 查询存储的信息, 确定所述第三用户是群组的成员, 所述第二用户是由多个用户所组成的群 组, 其中所述第三用户是所述第二用户这个群组的成员, 则所述计费系统确 定所述第三用户和所述第二用户是共享使用配额的用户。
21、 一种执行策略和计费规则功能 PCRF设备, 其特征在于, 包括: 第一接收单元, 用于接收网关设备发送的第一用户的策略请求; 查询单元, 用于根据所述策略请求确定所述第一用户需要使用第二用户 的累积项;
第一获取单元, 用于获取所述第二用户的累积项的当前状态; 决策单元, 用于根据所述第二用户的累积项的当前状态生成所述第一用 户的控制策略,
第一发送单元, 用于将所述控制策略发送给所述网关设备。
22、 如权利要求 21所述的 PCRF设备, 其特征在于,
所述查询单元具体用于:
从所述策略请求获取所述第一用户的标识; 根据所述第一用户的标识确 定所述第一用户和所述第二用户是共享使用配额的用户, 则所述 PCRF设备 确定所述第一用户需要使用所述第二用户的累积项。
23、 如权利要求 22所述的 PCRF设备, 其特征在于,
所述查询单元具体用于:
根据所述第一用户的标识查询存储的信息确定所述第一用户是群组的 成员, 并确定所述群组的主用户为所述第二用户, 则所述查询单元确定所述 第一用户和所述第二用户是共享使用配额的用户。

所述查询单元具体用于:

根据所述第一用户的标识查询存储的信息,确定所述第一用户是所述第 二用户所标识的群组的成员; 其中, 所述第二用户是由多个用户所组成的群 组的标识; 则所述查询单元确定所述第一用户和所述第二用户是共享使用配 额的用户。
26、 如权利要求 21、 22、 23、 24或 25所述的 PCRF设备, 其特征在于, 所述第一获取单元具体用于:
建立所述 PCRF设备与计费系统之间的所述第二用户的会话, 并通过所 述建立的所述第二用户的会话获取所述第二用户的累积项的当前状态。
27、 如权利要求 26所述的 PCRF设备, 其特征在于,
在所述第一接收单元接收所述网关设备发送的第一用户的策略请求之 前, 所述第二用户的会话已经建立, 且所述第一获取单元已经通过所述建立 的第二用户的会话获取并保存所述第二用户的累积项的当前状态;
所述第一获取单元具体用于: 获取所保存的所述第二用户的累积项的当 前状态。
28、 如权利要求 26所述的 PCRF设备, 其特征在于,
在所述第一接收单元接收所述网关设备发送的第一用户的策略请求之 前, 所述第二用户的会话已经建立;
所述第一获取单元具体用于: 通过所述第二用户的会话, 向所述计费系统获取所述第二用户的累积项 的当前^大态。
29、 如权利要求 28所述的 PCRF设备, 其特征在于,
所述第一获取单元具体用于: 通过所述第二用户的会话, 向所述计费系 统发送累积项状态获取请求, 所述累积项状态获取请求包括所述累积项的标 识;
所述第一接收单元具体用于: 接收所述计费系统发送的所述累积项状态 获取请求的应答消息, 所述应答消息包括所述计费系统根据所述累积项的标 识查询得到的所述第二用户的累积项的当前状态。

所述第一获取单元具体用于: 向计费系统发送所述第二用户的会话建立 请求, 所述会话建立请求携带所述第二用户的标识;
所述接收单元具体用于: 接收所述计费系统发送的所述会话建立请求的 应答消息, 所述应答消息包括所述计费系统根据所述第二用户的标识查询得 到的所述第二用户的累积项的当前状态。

所述查询单元具体用于确定所述第二用户的累积项变化后的状态影响 所述第一用户; 并根据所述累积项的变化后的状态, 为所述受影响的第一用 户重新生成控制策略;
所述第一发送单元具体用于: 向所述计费系统返回所述通知消息的响应 消息, 并将所述重新生成的控制策略通过所述网关设备和所述 PCRF设备间 的第一用户的会话发送给所述网关设备。
32、 如权利要求 31所述的 PCRF设备, 其特征在于,
所述查询单元具体用于: 所述 PCRF设备查询存储的信息确定所述第二 用户和所述第一用户是共享使用配额的用户, 且所述第一用户当前在线, 则 所述查询单元确定所述第二用户的累积项变化后的状态影响第一用户。
33、 如权利要求 26、 28、 30或 31所述的 PCRF设备, 其特征在于, 所述第一获取单元具体用于:
保存所获取的所述第二用户的累积项的当前状态; 在所述第二用户的会 话结束时,或者所述第二用户的会话未结束但所述获取单元确定不需要所述 第二用户的累积项的当前状态时, 所述获取单元删除所述保存的所述第二用 户的累积项的当前状态。
34、 一种计费系统, 其特征在于, 包括:
监测单元, 用于维护第二用户的累积项;
第二接收单元, 用于接收策略和计费规则功能 PCRF设备发送的所述第 二用户的会话建立请求, 并根据所述第二用户的会话建立请求建立所述计费 系统与所述 PCRF设备间的所述第二用户的会话; 通过所述第二用户的会话 接收用于请求第二用户的累积项的累积项状态获取请求;
第二获取单元, 用于根据所述累积项状态获取请求从所述监测单元所维 护的所述第二用户的累积项中获得所述第二用户的累积项的当前状态; 第二发送单元, 用于通过所述第二用户的会话向所述 PCRF设备返回所 述第二用户的累积项的当前状态, 以使得所述 PCRF设备根据所述第二用户 的累积项的当前状态确定受影响的第一用户, 并根据所述第二用户的累积项 的当前状态为所述受影响的第一用户生成第一用户的控制策略, 并将所述生 成的控制策略通过网关设备和所述 PCRF设备间的第一用户的会话发发送给 所述网关设备。
35、 如权利要求 34所述的计费系统, 其特征在于,
所述监测单元具体用于: 监测所述第二用户的累积项状态是否发生变 化, 并在所述第二用户的累积项状态发生变化时, 通知所述第二发送单元; 所述第二发送单元具体用于: 通过所述第二用户的会话向所述 PCRF设 备发送通知消息, 所述通知消息携带所述第二用户的所述累积项变化后的状 态, 以使得所述 PCRF设备根据所述累积项变化后的状态确定所影响的第一 用户, 并根据所述累积项变化后的状态为所述受影响的第一用户重新生成第 一用户的控制策略, 并将所述重新生成的控制策略发送给网关设备。
36、 如权利要求 34或 35所述的计费系统, 其特征在于,
所述监测单元具体用于: 监测所述第二用户的累积项的值变化导致累积 项的当前值是否超过或低于设定值, 当所述第二用户的累积项的值变化导致 累积项的当前值是否超过或低于设定值时, 确定所述累积项的状态发生变 化, 并通过所述第二用户的会话将所述累积项变化后的状态通知所述第二发 送单元;
所述第二发送单元具体用于: 通过所述第二用户的会话向所述 PCRF设 备发送通知消息。

所述第二获取单元具体用于: 接收所述 PCRF设备发送的所述累积项状 态获取请求, 所述累积项状态获取请求包括所述第二用户的标识;
所述第二发送单元具体用于: 向所述 PCRF设备发送所述累积项状态获 取请求的应答消息, 所述应答消息包括所述计费系统根据所述第二用户的标 识查询得到的所述第二用户的累积项的当前状态。
