  1.  第1の移動機から第2の移動機へ所定のメッセージを通知する無線通信システムであって、
     前記無線通信システムは、少なくとも、前記第1の移動機と、前記第2の移動機と、セル報知センタと、ファイルサーバとを含み、
     前記セル報知センタは、
     前記第1の移動機の在圏するセルの回線交換網が規制されていることを表す規制情報を生成する規制情報生成部と、
     該規制情報生成部により生成された前記規制情報を送信する規制情報送信部と
     を有し、
     前記規制情報生成部により作成される前記規制情報は、前記規制情報を受信した前記第1の移動機により選択される、前記第1の移動機の状況を登録する際に前記第1の移動機がアクセスするアドレスを含み、
     前記第1の移動機は、
     前記セル報知センタにより送信される前記規制情報を受信する規制情報受信部と、
