MTC业务引入了一些与传统移动通信不同的特性, 例如组管理特性, 该特性被激活时, 同一个用户的多个 MTC设备可能被划分为一个组, 网络 可以对整个组进行统一参数配置,这些参数应用于属于该组的所有 MTC设 备, 运营商在该组 MTC设备的签约信息中设置并激活组管理特性, 存储在 用户归属服务器(HSS ) 中。 HSS 是电信网络中负责保存用户或终端设备 的身份信息、 认证信息和授权信息等的实体。 根据不同情况, HSS 可用于 保存用户的身份信息及用户和终端设备的绑定信息, 或只保存用户的身份 信息(可由网关保存用户和终端设备的绑定信息 ), 或直接保存终端设备的 身份信息。 HSS 还负责用户的签约数据库, 以及执行用户的身份验证和授 权等。 业务平台可从 HSS查询用户或终端信息。
在 MTC设备附着到网络上时, 移动性管理实体(MME )从 HSS中获 得该 MTC设备的签约信息, 并保存在本地。 MME是核心网中用于管理用 户终端控制信令的实体, 负责接入控制, 包括: 鉴权控制、 标识(GUTI, TAI list )指配、 用户标识和设备标识验证、 信令面加密、 与 eNB之间的一 致性保护、 2G/3G与演进分组系统(EPS )之间安全参数和 QoS参数的转 换、 接入许可控制、 决定是否可以获得请求的资源并预留这些资源、 合法 监听、移动性管理(实现对 UE当前位置的跟踪和记录)、会话管理、对 EPS 承载的相关操作、 以及网元选择等。
引入 MTC技术后, 可能存在大量的 MTC设备, 当数量庞大的 MTC 设备都需要接入网络接受服务时, 可能由于同时发起的请求接入的信令数 量过于庞大而导致网络拥塞, 从而影响已连接到网络的其他普通终端的服 务。 为了对该拥塞进行控制, 通过广播方式来限制 MTC设备发起请求接入 的信令的方法被提出, 该方法能有效的避免不必要的信令, 从而避免了信 令过载。 当需要对 MTC设备进行接入控制时, 可以通过广播信道对接入控 制参数进行广播。 当广播新的系统消息时, 网络需要通过寻呼的方式来告 知终端。 网络在寻呼消息中指示系统消息发生变化, 这样所有的终端会立 即去读取新的系统消息, 从而获得接入控制参数。
因此, 广播接入控制参数的方式会使所有的终端(包括 MTC设备和普 通终端)都去读取系统消息、 获取接入控制参数, 然而拥塞控制的对象仅 仅是 MTC设备,如此让普通终端也去读取这类为阻止拥塞而广播的系统消 息, 必然会造成不必要的能量损耗。 发明内容
有鉴于此, 本发明的主要目的在于提供一种广播接入控制参数的方法 和系统,可以解决由于大量 MTC终端同时发起请求接入信令导致的网络拥 塞,还能够解决由于广播 MTC设备的接入控制参数导致的普通终端能量损 耗的问题。
为了实现上述目的, 本发明的技术方案是这样实现的:
一种广播接入控制参数的方法, 该方法包括:
基站通过广播消息将接入控制参数进行广播;
所述基站向终端发送寻呼消息;
机器类型通信(MTC )终端根据所述寻呼消息中是否包含有专用字段 判断是否读取所述广播消息,所述专用字段用于指示 MTC终端读取所述广 播消息。
所述基站通过广播消息将接入控制参数进行广播, 包括:
在广播消息中通过新增的系统信息块(SIB )携带所述接入控制参数; 或者,
在广播消息中的系统信息块 2 ( SIB2 ) 中增加接入等级(AC )指示参 数, 通过所述 AC指示参数携带所述接入控制参数。
所述 MTC终端确定所述寻呼消息中包含所述专用字段时 ,读取所述广 播消息。
所述 MTC终端读取所述广播消息为: 所述 MTC终端读取所述广播消 息中的所述新增的 SIB、 或者所述 SIB2中的 AC指示参数, 并获取所述接 入控制参数。 所述接入控制参数包括以下一种或多种:被限制接入的 MTC终端的等 级、 优先级、 类型、 和所述被限制接入的 MTC终端延迟接入的等待时间。

本发明广播接入控制参数的方案, 通过在寻呼信道中增加一个专用字 段, 用来指示 MTC终端读取携带接入控制参数的广播信息, 如此, 就可以 限制接入控制参数中指示的被限制接入的 MTC终端的接入,从而解决了网 路拥塞的问题; 同时, 由于上述新增的专用字段是专用于 MTC终端的, 因 此, 普通终端在获得寻呼信道后, 忽略该专用字段, 不会因为广播消息中 该专用字段的内容改变而导致普通终端也去读取广播消息, 因此, 节省了 普通终端的能量。 附图说明

其中, 接入控制参数包括: 被限制接入的 MTC终端的等级、 优先级、 类型、 和被限制接入的 MTC设备延迟接入的等待时间中的一种或几种; 或 者,
接入控制参数包括: 允许接入的 MTC终端的等级、 优先级、 类型、 和 允许接入的 MTC终端延迟接入的等待时间中的一种或几种; 或者,
接入控制参数包括: MTC终端的等级、 优先级、 类型、 接入指示、 和 MTC终端延迟接入的等待时间中的一种或几种。
其中, 确定网络拥塞, 并触发基站对接入控制参数进行广播的实施例 有以下两种:
1、 基站根据预设的网络负载门限值, 确定网络负载达到该网络负载门 限值时, 则网络发生拥塞, 此时, 基站通过广播消息对接入控制参数进行 广播;
2、 核心网实体根据预设的网络负载门限值, 确定网络负载达到该网络 负载门限值时, 则网络发生拥塞, 此时, 核心网实体向基站发送接入控制 指示信令, 其中携带接入控制参数, 则基站提取出接入控制参数、 并通过 广播消息进行广播。
其中, 网络负载门限值可以是: 网元负荷率 (单位百分比, 比如网元 负荷率达到 90% )、 或者占用的带宽的大小、 或者占用的带宽在网络提供的 总带宽的比率等。 当网络负载达到该预定的网络负载门限值时, 为了保障 普通终端的服务质量, 需要限制 MTC终端的接入。
较佳地, 本发明实施例中, 接入控制参数包括: 被限制接入的 MTC终 端的等级、 或优先级、 或类型、 和 /或被限制接入的 MTC设备延迟接入的 等待时间。 由此可见, 该接入控制参数指示了当前被限制接入的某个等级 的、 或者某类优先级的、 或某个类型的 MTC终端, 也有可能指示了这些被 限制接入的 MTC终端延迟接入的时间,则等待接入时间到达时,这些 MTC 终端就可以向网络发起请求接入的信令, 从而接入网络。 如果, 接入控制 参数中没有指示这些被限制接入的 MTC 终端延迟接入的时间, 那么这些 MTC终端就被禁止接入网络, 当允许这些 MTC终端接入网络时, 基站还 可以通过广播消息进行通知。
将接入控制参数携带在广播消息的方式有两种:
1、 接入控制参数作为一个独立的系统消息块: 在现有系统的广播消息 中增加一个新的系统信息块(SIB ), 该新的 SIB用于携带接入控制参数, 并且该新的 SIB是专用于 MTC终端的;
2、 接入控制参数作为已有系统消息块的一部分: 对现有系统的广播消 息中的系统信息块 2 ( SIB2 )进行扩展。 在 SIB2中增加 AC (接入等级) 指示参数, 用于指示该新增的 AC为 MTC终端专用的 AC, 同时还携带了 接入控制参数。
当终端需要读取广播消息、 获取接入控制参数时, 具体地: 读取广播 消息中的新增的 SIB、 或者 SIB2中的 AC指示参数, 便可获取接入控制参 数。
步骤 102, 基站向终端发送寻呼消息。
步骤 103, MTC终端根据寻呼消息中是否包含有专用字段判断是否读 取广播消息; 专用字段用于指示 MTC终端读取广播消息。
基站需要通过寻呼消息来指示 MTC 终端读取所述的广播消息, 具体 的, 在现有的寻呼消息中新增一个专用字段, 本发明将该专用字段称为 MTCJndication, 当然, 可以根据实际需要来对该专用字段进行命名, 只要 该专用字段可以指示 MTC终端读取广播消息即可。本发明基站设置的寻呼 消息的实施例如:
Paging: := SEQUENCE {
pagingRecordList (用于指示需要被寻呼的单个终端 ID ) systemlnfoModification (用于指示通用系统消息需要更新 ) etws-Indication (用于指示需要读取地震警报信息)
MTCJndication (新增的专用字段,用于指示需要读取 MTC相关信息、 即需要读取广播消息) 需要指出的是, 寻呼消息是发送给所有终端的, 包括所有的 MTC终端 和所有的普通终端。
当 MTC终端确定寻呼消息包含该专用字段时, MTC终端读取携带接 入控制参数的广播消息; 否则不读取。 对于普通终端而言, 其忽略专用字 段、 即普通终端是否读取广播消息不依赖专用字段。
进一步地, 还可以设置专用字段的值、 例如: 对于 MTC终端而言, 当 其确认专用字段为 true (也可以是其他值、 如 0或 1等)时, 则读取广播消 息、 并获取其中的接入控制参数; 反之, 则不读取广播信息; 对于普通终 端, 在读取寻呼消息时, 忽略专用字段, 只是读取 systemlnfoModification 和 etws-Indication字段, 当这两个字段的值都不为 true时,普通终端就不读 取广播消息。
因此, 如果广播消息只是用来广播接入控制参数的, 那么基站设置的 寻呼消息中 systemlnfoModification和 etws-Indication字段就不都为 true,则 所有终端接收到该寻呼消息后, 就只有 MTC终端会去读取广播消息, 普通 终端不去读取广播消息, 如此就节省了普通终端的能量。
需要指出的是, 本发明在寻呼消息中设置的专用字段是专门用于指示 MTC终端的, 所以普通终端会忽略该专用字段, 因此, 即使普通终端需要 读取广播消息时, 也不会去获取其中的接入控制参数。
如图 2所示, 在上述步骤 103之后, 本发明的广播接入控制参数的方 法还包括:
步骤 104, MTC终端读取广播消息之后, 根据获取的接入控制参数, 判断自身的等级、 或优先级、 或类型是否包含在其中, 并判断是否向网络 发起接入。
具体实现可以分为以下三种情况:
一、 接入控制参数包括: 被限制接入的 MTC终端的等级、 优先级、 类 型、 和被限制接入的 MTC 终端延迟接入的等待时间中的一种或几种时: MTC终端判断自身的等级、 或优先级、 或类型是否包含在接入控制参数中 的被限制接入的 MTC终端的等级、 或优先级、 或类型中; 如果判定结果为 是, 则 MTC终端不向网络发起接入、 或者延迟向网络发起接入; 如果判定 结果为否, 则 MTC终端向网络发起接入。
二、接入控制参数包括: 允许接入的 MTC终端的等级、优先级、类型、 和允许接入的 MTC终端延迟接入的等待时间中的一种或几种时: MTC终 端判断自身的等级、 或优先级、 或类型是否包含在接入控制参数中的允许 接入的 MTC 终端的等级、 或优先级、 或类型中; 如果判定结果为是, 则 MTC终端立刻向网络发起接入、 或者延迟向网络发起接入; 如果判定结果 为否, 则 MTC终端不向网络发起接入。
三、 接入控制参数包括: MTC终端的等级、 优先级、 类型、 接入指示、 和 MTC终端延迟接入的等待时间中的一种或几种时:
MTC终端判断自身的等级、 或优先级、 或类型是否包含在接入控制参 数中 MTC终端的等级、 或优先级、 或类型中;
如果判定结果为是, 且接入指示为限制接入, 则 MTC终端不向网络发 起接入、 或者延迟向网络发起接入;
如果判定结果为否, 且接入指示为限制接入, 则 MTC终端向网络发起 接入;
如果判定结果为是, 且接入指示为允许接入, 则 MTC终端立刻向网络 发起接入、 或者延迟向网络发起接入; 如果判定结果为否, 且接入指示为允许接入, 则 MTC终端不向网络发 起接入。
为了实现上述方法, 本发明提供了一种广播接入控制参数的系统, 如 图 3所示, 包括: 基站和 MTC终端; 其中,
基站, 通过广播消息将接入控制参数进行广播; 还用于向终端发送寻 呼消息;
MTC终端, 用于根据寻呼消息中是否包含有专用字段判断是否读取广 播消息; 专用字段用于指示 MTC终端读取广播消息。
其中, 基站, 还用于在广播消息中通过新增的 SIB携带接入控制参数 进行广播; 或者, 在广播消息中的 SIB2中增加 AC指示参数, 通过 AC指 示参数携带接入控制参数进行广播。
MTC终端, 还用于确定寻呼消息中包含专用字段时, 读取广播消息。
MTC终端, 还用于读取广播消息中的新增的 SIB、 或者 SIB2中的 AC 指示参数, 并获取接入控制参数。
接入控制参数包括以下一种或多种: 被限制接入的 MTC终端的等级、 优先级、 类型、 和被限制接入的 MTC终端延迟接入的等待时间。

该系统还可以包括: 核心网实体, 用于根据预设的网络负载门限值, 确定网络负载达到网络负载门限值时, 判定网络发生拥塞, 并向基站发送 携带接入控制参数的接入控制指示信令;
相应的, 基站, 还用于从接入控制指示信令中提取接入控制参数、 并 通过广播消息进行广播。

在广播消息中通过新增的系统信息块(SIB )携带所述接入控制参数; 或者,

3、 根据权利要求 1所述广播接入控制参数的方法, 其特征在于, 所述 MTC终端确定所述寻呼消息中包含所述专用字段时, 读取所述广播消息。

如果判定结果为是, 且所述接入指示为允许接入, 则所述 MTC终端立 刻向网络发起接入、 或者延迟向网络发起接入; 如果判定结果为否, 且所述接入指示为允许接入, 则所述 MTC终端不 向网给发起接入。
11、 根据权利要求 1 所述广播接入控制参数的方法, 其特征在于, 基 站将接入控制参数进行广播之前, 该方法还包括: 判定网络拥塞时, 触发 所述基站对接入控制参数进行广播。
12、 根据权利要求 11所述广播接入控制参数的方法, 其特征在于, 所 述判定网络拥塞时, 触发所述基站对接入控制参数进行广播, 包括:
所述基站根据预设的网络负载门限值, 确定网络负载达到所述网络负 载门限值时, 判定网络发生拥塞, 所述基站通过广播消息对接入控制参数 进行广播; 或者,
核心网实体根据预设的网络负载门限值, 确定网络负载达到所述网络 负载门限值时, 判定网络发生拥塞; 所述核心网实体向所述基站发送携带 接入控制参数的接入控制指示信令; 所述基站提取所述接入控制参数、 并 通过广播消息进行广播。
13、 一种广播接入控制参数的系统, 其特征在于, 包括: 基站和 MTC 终端; 其中,
所述基站, 通过广播消息将接入控制参数进行广播; 还用于向终端发 送寻呼消息;
所述 MTC终端,用于根据所述寻呼消息中是否包含有专用字段判断是 否读取所述广播消息, 所述专用字段用于指示 MTC 终端读取所述广播消 息。
14、 根据权利要求 13所述广播接入控制参数的系统, 其特征在于, 所述基站, 还用于在广播消息中通过新增的 SIB携带所述接入控制参 数进行广播; 或者, 在广播消息中的 SIB2中增加 AC指示参数, 通过所述 AC指示参数携带所述接入控制参数进行广播。
15、 根据权利要求 13所述广播接入控制参数的系统, 其特征在于, 所 述 MTC终端, 还用于确定所述寻呼消息中包含所述专用字段时, 读取所述 广播消息。
16、 根据权利要求 14或 15所述广播接入控制参数的系统, 其特征在 于,
所述 MTC终端, 还用于读取所述广播消息中的所述新增的 SIB、 或者 所述 SIB2中的 AC指示参数, 并获取所述接入控制参数。
17、 根据权利要求 16所述广播接入控制参数的系统, 其特征在于, 所述接入控制参数包括以下一种或多种:被限制接入的 MTC终端的等 级、 优先级、 类型、 和所述被限制接入的 MTC终端延迟接入的等待时间; 相应地, 所述 MTC终端, 还用于在读取所述广播消息之后, 判断自身 的等级、 或优先级、 或类型是否包含在所述接入控制参数中的被限制接入 的 MTC终端的等级、 或优先级、 或类型中, 如果判定结果为是, 则不向网 络发起接入、 或者延迟向网络发起接入; 如果判定结果为否, 则向网络发 起接入。
18、 根据权利要求 16所述广播接入控制参数的系统, 其特征在于, 所述接入控制参数包括以下一种或多种: 允许接入的 MTC 终端的等 级、 优先级、 类型、 和所述允许接入的 MTC终端延迟接入的等待时间; 相应地, 所述 MTC终端, 还用于在读取所述广播消息之后, 判断自身 的等级、 或优先级、 或类型是否包含在所述接入控制参数中的允许接入的 MTC终端的等级、 或优先级、 或类型中; 如果判定结果为是, 则立刻向网 络发起接入、 或者延迟向网络发起接入; 如果判定结果为否, 则不向网络 发起接入。
19、 根据权利要求 16所述广播接入控制参数的系统, 其特征在于, 所述接入控制参数包括以下一种或多种: MTC终端的等级、 优先级、 类型、 接入指示、 和 MTC终端延迟接入的等待时间;
相应地, 所述 MTC终端, 还用于在读取所述广播消息之后, MTC终 端判断自身的等级、或优先级、或类型是否包含在所述接入控制参数中 MTC 终端的等级、 或优先级、 或类型中;
如果判定结果为是, 且所示接入指示为限制接入, 则不向网络发起接 入、 或者延迟向网络发起接入;
如果判定结果为否, 且所示接入指示为限制接入, 则向网络发起接入; 如果判定结果为是, 且所示接入指示为允许接入, 则立刻向网络发起 接入、 或者延迟向网络发起接入;
如果判定结果为否, 且所示接入指示为允许接入, 则不向网络发起接 入。
20、 根据权利要求 13所述广播接入控制参数的系统, 其特征在于, 所述基站, 还用于根据预设的网络负载门限值, 确定网络负载达到所 述网络负载门限值时, 判定网络发生拥塞, 并通过广播消息对接入控制参 数进行广播。
21、 根据权利要求 13所述广播接入控制参数的系统, 其特征在于, 该 系统还包括: 核心网实体, 用于根据预设的网络负载门限值, 确定网络负 载达到所述网络负载门限值时, 判定网络发生拥塞, 并向所述基站发送携 带接入控制参数的接入控制指示信令;
相应的, 所述基站, 还用于从所述接入控制指示信令中提取所述接入 控制参数、 并通过广播消息进行广播。
