Le procédé de l'invention consiste à établir une relation de correspondance entre la cellule de réseau à accès restreint à laquelle le terminal a le droit d'accéder et la cellule du réseau commun qui est adjacente à la cellule de réseau à accès restreint du terminal, et si la cellule de service actuelle du terminal appartient à la cellule de réseau commun de la relation correspondante, alors le terminal mesure les cellules de réseau à accès restreint correspondant à la cellule de réseau commun de la relation correspondante. Le côté réseau peut envoyer un message comportant la relation correspondante au terminal selon les informations sauvegardées du terminal, après le démarrage de la cellule de réseau à accès restreint.
