Abstract
Automatic Number Plate Reading (ANPR) camera systems are being adoptedto compare the data collected against databases, inter alia,toensure that vehicle drivers or owners have adequately taxed or insured their vehicles. Thesuccess of ANPR cameras has lead to a minority of motorists altering e.g. the registration number displayed on their vehicle's number plate so as to avoid detection bytraffic enforcement cameras. The present invention seeks to solve these problems by providing an ANPR device which is able to read a vehicle number plate and provide information as to its authenticity. A data collection device (10) is disclosed comprising an optical character recognition means and a wireless detection means.
Description
DATA COLLECTION DEVICE AND METHOD
The present invention relates to data collection devices and methods for operating such devices.
Automatic Number Plate Reading (ANPR) camera systems are being adopted in a number of states as a method of road policing. The camera systems, which may be analogue or digital capture an image of a vehicle's number plate and use optical character recognition (OCR) technology to convert the image of the number plate into a digital record of the registration number itself.
Such ANPR systems are used in a number of traffic policing operations, such as in speed limit enforcement cameras, particularly those which measure the average speed of a vehicle over a distance between two ANPR cameras, and the enforcement of toll payments.
Moreover, ANPR cameras, whether or not they are used for any other purpose, may be used to track the movements of vehicles and/or compare the data collected against databases to ensure that vehicle drivers or owners have adequately taxed or insured their vehicles. Such cameras may also aid in the location of stolen vehicles.
However, the success of ANPR cameras has lead to a minority of motorists altering e.g. the registration number displayed on their vehicle's number plate so as to avoid detection by, inter alia, traffic enforcement cameras. This may
be achieved by, for example, applying false registration plates to a vehicle. Such motorists may be seeking to avoid speeding convictions and/or the payment of road tolls, or even detection for serious crime and terrorism.
It is necessary, therefore, that enforcement authorities are able to detect whether a given number plate is genuine and has not been tampered with. Past solutions to this problem have led to the use of specialist reflective paints to "watermark" number plates and/or the printing of the vehicle identification number (VIN) or serial number onto the plate itself. However, these solutions require a close-up inspection of a number plate to detect any wrongdoing and thus would pass inspection by an ANPR camera.
The present invention seeks to solve these problems by providing an ANPR device which is able to read a vehicle number plate and provide information as to its authenticity.
According to a first aspect of the invention there is provided a data collection device comprising an optical character recognition means and a wireless detection means.
The wireless detection means preferably comprises a radio-frequency identification (RFID) receiver. This RFID receiver may be configured to receive information from RFID tags located within or on a vehicle, e.g. in vehicle number plates.
The RFID tags store and transmit information relating to the registration details of the vehicle. Such tags are preferably embedded into the number plate or the or a secure mounting for the number plate by the number plate manufacturer or a trusted or officially sanctioned fitter. The tags are preferably stored within the plate or mounting in such a way that the removal of the plate changes the output signal to indicate that the plate has been stolen or tampered with.
Preferably, the wireless detection means comprises an antenna and/or a radio frequency reader.
Preferably, the data collection device further comprises a comparison means, such as a computer processor, for comparing data received from the optical character recognition means and the wireless detection means. The comparison means preferably compares the data received to ensure that both relate to the same registration number and/or vehicle.
Preferably, the data collection device further comprises communication means for providing an alert to a remote control centre in the event that data received by the wireless detection means and the optical character recognition means do not match. The communication means may comprise a wire, including a telegraphic wire. Alternatively, the communication means may comprise a wireless communication means for transmitting the alert via a wireless network, preferably a secure wireless network.
Preferably, the optical character recognition means and at least part of the wireless detection means are contained within a housing. Indeed, it is a great advantage of this embodiment of the present invention that a single piece of street furniture may be used to contain both the OCR means and the wireless detection means, as a corresponding space saving may be made and single communication means may be used to connect the data collection means to the or a remote control centre.
Preferably, the OCR means comprises a camera for providing recorded images of detected vehicles.
Preferably, the device further comprises data attachment means for attaching data collected from the OCR means and the wireless detection means to the recorded images. Such data attachment means may also enable attachment of further information, such as the date and time of the data capture, to the recorded images.
In some embodiments, the data attachment means is configured to attach the collected data to the recorded image in the event that a discrepancy between the data recorded by the OCR detection means and the wireless detection means is detected. Such a discrepancy may include when no signal is received by the wireless detection means or when an unrecognisable signal is received, such as when a motorist has jammed his or her vehicle's RFID transmission.
Additionally or alternatively, the data attachment means is configured to attach the collected data to the recorded image if the presence of a predetermined vehicle, such as a vehicle recorded as stolen, is detected.
Additionally or alternatively, the data attachment means is configured to attach the collected data to the recorded image in the event that an offence, such as a speeding offence, has been committed. Alternatively, the data attachment means is configured to attach the collected data to the recorded image of every detected vehicle.
In some embodiments, the data collection device comprises a vehicle speed detection means.
In some embodiments, the wireless detection means comprises an exciter means. Said exciter means preferably comprises a low frequency radio emitter which may induce a transmission from RFID devices within a certain distance, such as those embedded in the number plates of passing vehicles. The exciter may be configured to operate when an offence, such as a speeding offence, has been detected, enabling the collection of data regarding the vehicle of an offender. Alternatively, the exciter may be configured to operate at all times or whenever a vehicle is detected.
Preferably, the data collection device comprises a data storage medium, such as a hard disk drive or flash memory device.
Preferably, the data collection device comprises an onboard computer for controlling the operation of the device.
The device may be permanent or portable and/or may be mounted to a vehicle.
In a further aspect, the invention provides a method of collecting data comprising detecting a number displayed on a vehicle number plate by optical character recognition and detecting a radio signal emitted from the vehicle, the radio signal containing data relating to the registration details of the vehicle.
Preferably the method comprises comparing the number detected by OCR and the registration details contained in the radio signal, for example to detect a discrepancy between the data. Such a discrepancy may include the absence of a detected radio signal or the detection of a jamming radio signal.
Preferably the method comprises obtaining an image of the vehicle.
In some embodiments, the radio signal is induced by emitting a low frequency radio signal from an exciter.
In certain embodiments, the method further comprises detecting the speed of the vehicle.
Preferably the method comprises attaching the data collected to the image of the vehicle. Additionally or alternatively, the method may comprise attaching
further data, such as the date and time of data capture or vehicle speed, to the image of the vehicle.
Preferably, the data and/or the or a image are stored on or in a storage medium. Additionally or alternatively, the data and/or the or a image is transmitted to a remote control centre.
In certain embodiments, the data is stored and/or transmitted if a discrepancy has been detected or if an offence, such as a speeding offence, has been committed.
Embodiments of the invention will now be described in relation to the following drawing.
Figure 1 shows a device according to the invention detecting a passing vehicle.
A detection device 10 comprises an automatic number plate recognition (ANPR) camera 12 and an RFID detection device 14 mounted within a housing 16. Each is in electronic communication with a computer processing unit (CPU) 18 which in turn is connected to a telegraphic network 20.
As vehicle 22 approaches, the ANPR camera captures an image of the vehicle 22, including and image of the vehicle's number plate 24 and sends the image to the CPU 20. The inbuilt optical character recognition system provides a digital translation of the registration number displayed on the number plate 24.
Meanwhile, the RFID detection device 14 emits an excitement signal towards the vehicle 22 to induce the emission of an RF identification signal 26 from an RFID device (not shown) embedded in the number plate 24. The RF identification signal 26 contains information relating to the registration details of the vehicle, such as its registration number. RFID tags of this nature are known and are described in the British patent application published as GB2429828.
The RF identification signal 26 is detected by the RFID detector 14, which sends the signal to the CPU 18. The CPU 18 then compares the data received by the
ANPR camera 12 and the RFID detector 14. If the registration details collected by the RFID detector 14 do not match the registration number detected by the
ANPR camera 12, then the CPU 12 attaches those errant details, together with the date, time and location of the data capture, to the image of the vehicle and sends this image to a remote control centre (not shown) via the telegraphic network 20.
As will be understood by those skilled in the art, the CPU 18 may be programmed to send information to the remote control centre in the event that a particular vehicle, such as a vehicle registered as stolen, has been detected, or when an offence, such as a speeding offence, has been committed. In some embodiments, such as when data is being collected to assess vehicles using a congestion charging zone, data of each and every vehicle detected may be sent to the remote control centre.
No doubt many other effective alternatives will occur to the skilled person. It will be understood that the invention is not limited to the described embodiments and encompasses modifications apparent to those skilled in the art lying within the spirit and scope of the invention.
Claims
1 A data collection device comprising an optical character recognition means and a wireless detection means.
2 A data collection device according to claim 1, in which in that the wireless detection means comprises a radio-frequency identification (RFID) receiver.
3 A data collection device according to claim 2, in which that the RFID receiver is configured to receive information from RFID tags located within or on a vehicle, e.g. in vehicle number plates.
4 A data collection device according to claim 3, in which the RFID tags store and transmit information relating to the registration details of the vehicle.
5 A data collection device according to claim 3 or claim 4, in which the RFID tags are embedded into the number plate or the or a secure mounting for the number plate by the number plate manufacturer or a trusted or officially sanctioned fitter.
6 A data collection device according to claim 5, in which the RFID tags are stored within the plate or mounting in such a way that the removal of the plate changes the output signal to indicate that the plate has been stolen or tampered with.
7 A data collection device according to claim 1, in which the wireless detection means comprises an antenna and/or a radio frequency reader. 8 A data collection device according to any previous claim, in which the data collection device further comprises a comparison means, such as a computer processor, for comparing data received from the optical character recognition means and the wireless detection means.
9 A data collection device according to claim 8, in which the comparison means compares the data received to ensure that both relate to the same registration number and/or vehicle.
10 A data collection device according to any previous claim, in which the data collection device further comprises communication means for providing an alert to a remote control centre in the event that data received by the wireless detection means and the optical character recognition means do not match.
11 A data collection device according to claim 10, in which the communication means comprises a wire.
12 A data collection device according to claim 11, in which the wire comprises a telegraphic wire.
13 A data collection device according to claim 10, in which the communication means may comprise a wireless communication means for transmitting the alert via a wireless network.
14 A data collection device according to claim 13, in which the wireless network comprises a secure wireless network.
15 A data collection device according to any previous claim, in which the optical character recognition means and at least part of the wireless detection means are contained within a housing.
16 A data collection device according to claim 15, in which the housing comprises a single piece of street furniture.
17 A data collection device according to claim 16, in which a single communication means may be used to connect the data collection means to the or a remote control centre.
18 A data collection device according to any previous claim, in which the optical character recognition means comprises a camera for providing recorded images of detected vehicles.
19 A data collection device according to any previous claim, in which the device further comprises data attachment means for attaching data collected
from the optical character recognition means and the wireless detection means to the recorded images.
20 A data collection device according to claim 19, in which the data attachment means also enables attachment of further information to the recorded images.
21 A data collection device according to claim 20, in which the further information comprises one or both of the date and time of the data capture.
22 A data collection device according to any of claims 19 to 21, in which the data attachment means is configured to attach the collected data to the recorded image in the event that a discrepancy between the data recorded by the optical character recognition means and the wireless detection means is detected.
23 A data collection device according to claim 22, in which the discrepancy comprises no signal being received by the wireless detection means or an unrecognisable signal being received.
24 A data collection device according to any of claims 19 to 23, in which the data attachment means is configured to attach the collected data to the recorded image if the presence of a predetermined vehicle, such as a vehicle recorded as stolen, is detected.
25 A data collection device according to any of claims 19 to 24, in which the data attachment means is configured to attach the data collected to the recorded image in the event that an offence, such as a speeding offence, has been committed.
26 A data collection device according to any of claims 19 to 24, in which the data attachment means is configured to attach the data collected to the recorded image of every detected vehicle.
27 A data collection device according to any previous claim, in which the data collection device comprises a vehicle speed detection means.
28 A data collection device according to any previous claim, in which the wireless detection means comprises an exciter means.
29 A data collection device according to claim 28, in which the exciter means preferably comprises a low frequency radio emitter which may induce a transmission from RFID devices within a certain distance, such as those embedded in the number plates of passing vehicles.
30 A data collection device according to claim 28 or claim 29, in which the exciter may be configured to operate when an offence has been detected.
31 A data collection device according to claim 28 or claim 29, in which the exciter may be configured to operate either at all times or whenever a vehicle is detected.
32 A data collection device according to any previous claim, in which the data collection device further comprises a data storage medium, such as a hard disk drive or flash memory device.
33 A data collection device according to any previous claim, in which the data collection device comprises an onboard computer for controlling the operation of the device.
34 A data collection device according to any previous claim, in which the data collection device may be permanent or portable and/or may be mounted to a vehicle.
35 A method of collecting data comprising detecting a number displayed on a vehicle number plate by optical character recognition and detecting a radio signal emitted from the vehicle, the radio signal containing data relating to the registration details of the vehicle.
36 A method according to claim 35 further comprising comparing the number detected by optical character recognition and the registration details contained in the radio signal to detect a discrepancy between the data and the number.
37 A method according to claim 36 in which the discrepancy includes either the absence of a detected radio signal or the detection of a jamming radio signal.
38 A method according to any of claims 35 to 37, further comprising obtaining an image of the vehicle.
39 A method according to any of claims 35 to 38, in which the radio signal is induced by emitting a low frequency radio signal from an exciter.
40 A method according to any of claims 35 to 39, in which the method further comprises detecting the speed of the vehicle.
41 A method according to any of claims 35 to 40, further comprising attaching the data detected to the image of the vehicle.
42 A method according to any of claims 35 to 41, further comprising attaching further data to the image of the vehicle.
43 A method according to claim 42, in which the further data comprises one or more of the date of data capture, the time of data capture or vehicle speed.
44 A method according to any of claims 35 to 43, in which the data and/or the or a image are stored on or in a storage medium.
45 A method according to any of claims 35 to 44, in which the data and/or the or a image is transmitted to a remote control centre.
46 A method according to any of claims 35 to 45, in which the data is stored and/or transmitted if a discrepancy has been detected or if an offence, such as a speeding offence, has been detected.
