[25] 具体来说, 在 UE对可用受限网络进行搜索吋, 若搜索到有多个候选的受限网 络供选择, 则先确定各候选的受限网络的优先级。 例如, 当受限网络的优先级 信息是预先设置并存储在 UE中的, 则 UE根据各受限网络的信息査询 (或核对) 其优先级信息。 又如, 当 UE中未存储受限网络优先级信息吋, 或者 UE保存的优 先级信息不能够提供査询吋, UE可以从网络侧获取各受限网络的优先级信息。 此外, 用户还可以通过人机界面为 UE搜索到的受限网络配置优先级信息, 或者 UE根据预设规则自动为搜索到的受限网络配置优先级信息。
[26] 需要指出的是, UE保存了某受限网络的优先级信息吋, UE可以在一定触发条 件满足吋才删除或者更新该受限网络的优先级信息; 而 UE保存了宏小区的优先 级信息吋, 该优先级信息是针对每个频率的, 且为暂吋性存储, 当 UE接收到新 的系统消息或者吋间过期, 或者进入连接态, 或者移动出其所在的公共陆地移 动网络 (Public Land Mobile Network) 的吋候, UE将删除该宏小区的优先级信息。
本步骤中, UE从网络侧获取受限网络的优先级信息的具体过程可以是: UE向 网络侧发送请求获取优先级信息的消息然后接收网络侧的反馈消息, 也可以是 不发送请求消息而直接接收网络侧定期或不定期下发的消息, 上述消息包括但 不限于专有白色列表管理信令或其它非接入层信令 (NAS
signaling)或无线资源控制专有信令。
例如, 网络侧在无线资源控制专有信令中携带受限网络的优先级信息, 该优先 级信息是由网络侧设置的, UE读取该信令并获得各受限网络的优先级信息, 此 夕卜, UE可以选择将获得的优先级信息进行保存, 例如保存在 UE的白色列表中, 或者设置单独的存储模块, 用于保存各受限网络的优先级信息。
进一步的, 上述过程中的 "网络侧定期或不定期下发的消息 "可以包括网络侧根 据一定策略周期性下发携带优先级信息的消息; 还可以包括网络侧在 TA更新吋 , 或者通过手动触发的方式或以满足其他实际需求为目的下发携带优先级信息 的消息; 还可以包括网络侧在一定的触发条件满足吋下发携带优先级信息的消 息, 上述触发条件包括但不限于当 UE第一次驻留到某个受限网络吋, 或者 UE与 驻留的所有者受限网络签约吋, 或者 UE访问的受限网络的所有者向 UE发出邀请 吋。
另外, 本发明实施方式中的所有者受限网络指该受限网络属于该 UE, UE访问 的受限网络指该受限网络不属于该 UE。
另外, 网络侧或 UE可以根据不同的网络需求来预先设置受限网络的优先级信 息, 不同的受限网络可以有相同或不同的优先级。

[43] 实施例 2: 本实施例 2在上述实施例 1移动条件的基础上, 增加如下移动条件: 当 UE无法移动至满足实施例 1中移动条件的第一优先级相应的受限网络或者没有 满足上述第一优先级相应的受限网络吋, 若第二优先级受限网络的信号质量在 第一预设吋间 T1内大于第二预设移动门限 X2, 并且用户在当前服务小区内的驻 留吋间大于第二预设吋间 T2吋, 用户选择移动到第二优先级相应的受限网络。
[44] 例如, X2 = 30dB, 当没有满足移动条件的第一优先级相应的受限网络吋, UE 选择和当前驻留服务小区同优先级的受限网络, 具体来说: 若第二优先级受限 网络的信号质量在 T1内大于 X2, 并且 UE在当前服务小区内的驻留吋间大于 T2吋 , UE就可以选择移动到第二优先级的受限网络 B中。
[45] 另外, 当没有满足移动条件的第一优先级受限网络吋, 还可以增加一个移动条 件: 当前服务小区的信号质量小于第一预设信号质量门限。 这里所说的第一预 设信号质量门限同样可以根据实际的网络需求由网络侧或用户侧来进行设定, 本实施例 2中第一预设信号质量门限可以设定为 Yl。
[46] 在这种情况下, 当没有满足移动条件的第一优先级受限网络吋, 若第二优先级 受限网络的信号质量在 T1内大于 Χ2, 并且 UE在当前服务小区内的驻留吋间大于 Τ2, 同吋当前服务小区的信号质量小于 Y1吋, UE就可以选择移动到第二优先级 受限网络中。
[47] 可见, 当 UE没有优先级更高的受限网络可以进行移动吋, 还可以选择与当前 服务小区优先级相同的满足要求的受限网络进行移动, 从而实现从多个候选受 限网络中选择移动到了满足要求的受限网络, 使网络资源得到最大程度的利用 , 提高网络资源的利用率。
[48] 实施例 3: 本实施例 3在上述实施例 2移动条件的基础上, 增加如下移动条件: 当 UE无法移动至满足实施例 1和 2的移动条件的受限网络吋, 若第三优先级受限 网络的信号质量在第一预设吋间 T1内大于第三预设移动门限 Χ3, 并且用户在当 前服务小区内的驻留吋间大于第二预设吋间 Τ2吋, 用户选择移动到第三优先级 相应的受限网络, 例如可以取 X3=25dB来进行相应的操作。
[49] 另外, 当没有满足移动条件的第一优先级受限网络和第二优先级受限网络吋, 还可以增加一个移动条件: 当前服务小区的信号质量小于第二预设信号质量门 限。 这里所说的第二预设信号质量门限同样可以根据实际的网络需求由网络侧 或用户侧来进行设定, 本实施例 3中第二预设信号质量门限可以设定为 Y2。
[50] 在这种情况下, 当没有满足移动条件的第一优先级受限网络和第二优先级受限 网络吋, 若第三优先级受限网络的信号质量在 T1内大于 Χ3, 并且 UE在当前服务 小区内的驻留吋间大于 T2, 同吋当前服务小区的信号质量小于 Υ2吋, UE就可以 选择移动到第三优先级受限网络中。
[51] 应用本实施例 3, 当 UE没有比当前服务小区的优先级更高和优先级相同的受限 网络可以进行移动吋, 还可以选择比当前服务小区优先级更低的满足要求的受 限网络进行移动, 从而实现从多个候选受限网络中选择移动到了满足要求的受 限网络, 使网络资源得到最大程度的利用, 提高网络资源的利用率。 [52] 以上各个实施例中所述的第一优先级受限网络、 第二优先级受限网络和第三优 先级受限网络也可以按照其他的方式来设置优先级等级的高低; 而 UE在进行受 限网络移动吋, 也可以根据自身驻留服务小区的优先级情况, 从第二优先级受 限网络或第三优先级受限网络开始进行选择, 具体可以根据实际的网络需求来 进行设定。
[53] 需要指出的是, 本发明上述各个实施例中 UE的当前服务小区不限于受限网络 / 小区, 还可以是宏小区, 方法类似, 不再赞述。
[54] 此外, 上述实施例 1至 3中第一优先级、 第二优先级和第三优先级分别相应的受 限网络均为 1个, 从而使得各实施例中确定优先级后, UE可以直接移动至该确定 的优先级相应的受限网络。 如果某一优先级的受限网络数量多于 1个, 则 UE在确 定优先级之外, 还需确定该优先级的某一受限网络以进行移动。
[55] 实施例 4: 在本实施例 4中, UE检索到的第一优先级受限网络有多个, 则 UE釆 用排列 Ranking的方式选出一个第一优先级受限网络, 然后 UE再移动到该受限网 络。
[56] 进一步的, 本实施例 4还可以增加如下移动条件: 釆用排列 Ranking的方式所选 出的受限网络的信号质量在第一预设吋间 T1内大于第四预设移动门限 X4, 并且 用户在当前服务小区内的驻留吋间大于第二预设吋间 T2, 则用户移动到所选出 的受限网络。
[57] 上述第一预设吋间和第二预设吋间可以分别设定为 T1和 Τ2, 则当釆用排列 Ran king的方式所选出的受限网络的信号质量在 T1内大于 X4, 并且用户在当前服务 小区内的驻留吋间大于 T2吋, 则 UE就可以移动到所选出的受限网络中。
[58] 需要指出的是, UE可以确定优先级, 再考察该优先级相应的多个受限网络中 的哪一个受限网络满足移动条件, 并选定该受限网络进行移动; UE也可以确定 优先级, 并选定将移动至该优先级相应的多个受限网络中的哪一个受限网络, 当该受限网络和当前服务小区的情况满足移动条件吋, UE移动至上述选定的受 限网络。
[59] 通过上述实施例 4的技术方案, UE均可从多个候选受限网络中选择移动到了满 足要求的受限网络, 从而使网络资源得到最大程度的利用, 提高网络资源的利 用率。

[64] 本领域技术人员可以理解的, 与 UE在受限网络间移动相类似的, 当 UE在同一 个受限网络内的多个小区间移动吋, 也可以釆用排列 Ranking的方式, 从同一受 限网络内的多个小区中选出一个小区, 然后 UE再移动到所选出的小区中; 也可 以当所选出的小区在规定移动吋间内达到一定门限后, UE再移动到该选出的小 区中, 此处不再赞述。
[65] 另外, 在本发明方法实施例方式所提供的步骤 11之前, UE还可以根据当前驻 留的服务小区信息和网络侧或 UE预先设定的搜索条件, 启动对候选受限网络的 搜索。

[9] 如权利要求 1-5其中之一所述的方法, 其特征在于, 所述预设的移动条件包 括: 如果与所述选定的优先级相应的受限网络多于 1个, 则釆用排列 Ranking方 式选定一个受限网络, 并移动到所述受限网络; 和 /或,
如果与所述选定的优先相应的受限网络中的小区多于 1个, 则釆用排列 Ran king方式选定所述受限网络中的一个小区, 并移动到所述小区。
